To provide IUPUI students and staff with information relevant to the space controlled by IUPUI and the space controlled by IPFW, as well as other relevant safety and security policies, available resources, programs and information, IU provides the annual safety report safety and security policies for both IUPUI and IPFW. In accordance with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act (Clery Act) and the security-related requirements of the Higher Education Opportunity Act, the Indiana University Police Department (IUPD) on each Indiana (IU) campus produces an annual Security Report. This report was revised on April 3, 2017 to reflect the updated 2016 Annual Safety Report issued for the Indiana University - Purdue University Fort Wayne campus.

Please note that IU's annual safety report statistics did not change as we had already confirmed the correct numbers with the host campus prior to publication and had anticipated these updates. This section of the Annual Safety Report discloses the procedures, practices and programs IU has implemented to keep its students and staff safe and its facilities secure.

Reporting Crimes and Other Emergencies

If you are a victim or witness of a crime, but do not wish to pursue action within the University system or the criminal justice system, you may choose to make a report and request that it remain confidential. Using the information provided in the confidential police report, the University can: keep an accurate record of the number of incidents involving students, staff and visitors; determine whether there is a crime pattern related to a particular location, method or attacker; and warn the University community of potential dangers. The reports so submitted may be counted and disclosed in the annual statistical disclosure for the University.

Additional information about who at the university is eligible for a CSA can be found. However, if they deem it appropriate, these counselors may inform students of the University's policies and procedures regarding voluntarily reporting crimes and seeking help if they are victims of a crime (see above on Voluntary, confidential report).

Timely Warnings (Crime Notices) about Crimes

Certain information and details may be requested for public inspection as provided in Indiana Code 5-14-3 and as described in the Daily Crime Log section below. For example, if an assault occurs between two students who disagree, there may not be an ongoing threat to other members of the university community and notice of the crime is unlikely to be distributed. IU-Notify is commonly used to send crime notifications to members of the university community.

Emergency Notifications (Emergency Alerts)

Report Date When deciding whether to issue a Crime Notice, the campus IUPD chief or their designee will investigate the facts of each incident and consider when and where the incident occurred, when the incident was reported, and any other information available to the IUPD. Crime notices are generally written and issued by the campus IUPD chief or their designee. Any details that could reveal the victim's identity are withheld from crime reports.

For members of the IU community, it is suggested that you provide the best phone number to reach you and an email address to receive alerts and notifications. The University will provide proper follow-up information as it becomes available and as appropriate.

Emergency Response and Evacuation Procedures and Tests

Submitted to WebEOC (which provides selected information to surrounding public safety jurisdictions and the Indiana Department of Homeland Security). Initial warnings may contain very limited information about the nature of what is happening and specific locations.

Security of and Access to Campus Facilities

Riverwalk Apartments • All exterior doors to each home are equipped with 24/7 electronic card access control. Ball Residence • The front doors of the building are locked 24/7 and require a key card for entry. This residential community is equipped with 24/7 electronic card access control in each of the residential wings.

Each individual room door has card access and is locked as standard when the door is closed. The elevators in the main lobby are card accessible and can only be used by people with access on their card.

Security Considerations for the Maintenance of Campus Facilities

Members of the campus community are encouraged to report any interior lighting deficiencies to Campus Facilities Services. Some exterior doors on campus are locked and secured each evening by IUPD staff or by Campus Facilities Services staff.

IUPD reports malfunctioning lights and other unsafe physical conditions to Campus Facilities Services for correction. Other members of the campus community are helpful when reporting equipment problems to IUPD or Campus Facilities Services.

Missing Student Notification

Report bushes or trees that could create a hazardous area, as well as poor lighting to Campus Services.

Crime Prevention and Security Awareness

Members of the IUPD give presentations on crime prevention and general security and safety awareness upon request. Housing and Residence Life staff offer information about safety and security in the on-campus residential facilities. Design (CPTED) is a process that involves a survey of the physical, mechanical and organizational structure of a location with the aim of identifying those features that may contribute to undesirable behavior such as criminal acts.

The briefing provides information on campus safety and security, fire safety, a safe work environment and emergency preparedness. Several topics are covered, including information about the campus police department, insurance office, loss control &.

Campus Law Enforcement/Indiana University Police Department (IUPD)

Any law enforcement officer may come onto campus at any time; just as IUPD officers have powers of arrest, law enforcement officers from other agencies can arrest students and visitors on campus for law violations within their agencies' jurisdictions. In addition, the University has the responsibility to notify the appropriate authorities of violations of civil or criminal law committed by anyone on campus. The University will report violations either when a request for specific information is made or when there is a danger to life or property.

Crimes at Non-Campus Locations

Alcohol and Drugs

IUPUI's bystander intervention campaign and training workshop provides background information on the effects of alcohol and other drugs, alcohol intoxication, the definition of sober consent, the Indiana Lifeline Law (medical amnesty law), alcohol social norms, and skills training for effective interventions. The Alcohol and Other Drug Education section of the Health and Wellness Promotion website includes sections on alcohol education content, a glossary of drugs, campus statistics, state alcohol and drug laws. Disciplinary action may also be taken to protect the interests of the University and the rights and safety of others. Consent cannot be assumed on the basis of silence, the absence of a "no" or "no", the existence of a previous or current relationship, or previous sexual activity. In addition, the University also requires faculty, staff, students, volunteers and other University personnel to report any suspected abuse or neglect of minors on Indiana University property or as part of an Indiana University program to the IU Superintendent of Public Safety.

Preparation of Disclosure of Crime Statistics

Each year, enrolled students, faculty, and staff are notified by email when the new annual security report is available, which is usually on or before October 1.

The hearing panel will be composed of three staff or faculty members of the University. Campus Disciplinary Procedure (non-criminal process) Dating violence, domestic violence, sexual assault and stalking are violations of the university's Anti-Harassment Policy and will be dealt with accordingly. At the meeting, the panel will be given the opportunity to put questions to the University Investigator.

The complainant (or affected party in the case of a university-initiated investigation) and the respondent each have the right to appeal the decision. A written decision by the Vice President for Ethics and Compliance on the appeal constitutes final action by the University. The University's procedures for appealing the outcome of the disciplinary proceedings by the appellant and the respondent, if appeals are warranted;
