September 2010

Welcome to your News Letter! The primary purpose of the document is to serve as a departmental source of communication that is published monthly.

The Staff Corner

Uniform:

IUPUI Students graduate from the IU Police Academy

On August 14, 2010, four students graduated from the Indiana University Police Academy in Bloomington. The Indiana University Police Academy is one of seven Indiana Law Enforcement Training Board certified police academies in Indiana. Indiana University Police Academy has graduated its 1000th student with this class. There were 34 graduates in this academy class, comprised of students from the Bloomington, Indianapolis and Northwest campus.

Kudos: First Aid/ Gun Shot Victim

On 8-15-10 at approximately 4:00 AM Officer Jobe stopped a vehicle at Michigan and Riley Hospital Dr. for erratic driving, almost striking the curb on Michigan St. Upon stopping the vehicle he learned that a passenger in the vehicle had been shot twice and bleeding severely. The person was starting to lose consciousness. Officers Brown and Journey arrived to assist as well as Security Officer Derek Wilson. Through Officer Wilson’s experience as an EMT, he was able to stop and control the bleeding until Wishard medics arrived and transported the person to Wishard where the victim was stabilized.

Officers determined that the person was shot off campus and IMPD took charge of the investigation.

Arrest - Water Rescue

At approximately 4:30 PM July 29,2010 hours Officers Richardson and Jones were working a traffic detail at New York and University Blvd. when they were approached by a jogger that they say a suspicious person behind 250 N University Blvd.. At which point both Officers went to investigate the situation out and found a golf cart unattended, at which time they thought it might be the golf cart we had stolen a few days ago. Officer Richardson then saw movement in the weeds and, as a result Sgt.

Remender, Officers Masterson, Riley, Botts, and Perkins responded to set up a perimeter.

Additionally, several part-time Officers PTO’s, including Heather Braun, Zack Batic & Nathan Shipley were also involved in the response.

Sgt. Remender then notified dispatch to contact IMPD for a K-9 unit. The subject entered the water to flee. Sgt. Remender and Officer Richardson gave verbal commands for the subject to return to the river bank. The male subject continued to flow with the current south while Sgt. Remender attempted to negotiate with him. IFD was then contacted for a boat.

Indianapolis Metropolitan Police Department, Indiana State Capital Police, Indianapolis Fire Department, and Indiana Conservation Department also responded to the scene for assistance to IUPUI. At this time the male subject continues to zig zag across the river avoiding police. After about 25 minutes IFD with IMPD officer were able to make apprehension of the subject on the east side of the river only accessible by boat.

Subject was arrested by IUPUI Police for Fleeing and Resisting Law Enforcement, Theft-Auto Theft and Warrants for Criminal Sexual Misconduct two counts, confinement and battery.

Training:

PTO Heather Braun has been selected as a teaching assistant for the upcoming semester. She will be working for Professor Sam Nunn and his class “Terrorism & Public Policy.” Heather is currently working on her Master’s degree as she continues her duties and

responsibilities in the IUPUI Police Cadet program. Heather has received awards previously and is an excellent example of the programs potential.

Five new cadets have begun their training in the IUPUI Cadet Program. All are SPEA students looking to pursue careers in the criminal justice and/or homeland security field. These new cadets; Katrina Mitch, Kevin Kinghorn, Andrew Danner, Nathaniel Schaller Ryan Sobierajski. Training during the first year will include intense on the job training, classroom instruction, and role play exercises that complement their educational learning while enrolled in their educational programs.

3 Citizen Police Academy

The Indiana University Police Department at IUPUI commenced its Citizen Police Academy on August 24, 2010, and thirty persons have enrolled in the 12-week training session.

The purpose of the Citizen Police Academy is to increase understanding of the duties and

responsibilities of University Police Officers, which can foster cooperative problem solving between police and the University Community.

There is no charge for the classes that are designed to give citizens a taste of the training police officers are provided before being assigned to duty. Topics include:

POLICE TRAINING - Indiana Law Enforcement Academy

USE OF FORCE - Highlights the Force Continuum

UNIFORM DIVISION - Patrol Duties, Bicycle Patrol

CRIME SCENE INVESTIGATION - Management/Evidence Collection

FINGERPRINT DEVELOPMENT - Different Methods

In addition, the opportunity to train with the Firearms Automated Training System F.A.T.S. [no live fire shooting], traffic stop scenarios and the department's Ride-A-Long program will be available.

The 12-week session will be held every Tuesday. Classes are conducted on the IUPUI Campus from 6:00 p.m. to 9:00 p.m.

 Those interested can choose to take the class for credit or non-credit. If you take the course for non-credit there is a $25 fee to cover the cost of materials. If you choose to take the class for credit participants will need to enroll through One Start like they would for any IUPUI Course,

 The class is offered at least once a year and sometimes more frequently,

 Applicants must be at least 18 years of age and be subject to a criminal history check.

Did you know there are 160 universities in the US that are either accredited or beginning the process? Soon we will be in the mix as well. If you want to see what is going on, I encourage you to go to the web site http://www.calea.org There you can see what others are doing and how CALEA has impacted their agency in a positive way.

We are scheduled to meet again September 14th at 9:00 AM. Please if you have something to ask or say please get with your supervisor and let them know. This is a great process and one that is very important.

Please help Emergency Management and Continuity

welcome Debbi Fletcher as the new IU Bloomington Director

of Emergency Management and Continuity. Debbi comes to

IU from the Division of Homeland Security for the City of

Indianapolis/Marion County where a primary focus of her

position was community outreach and engagement, and she

responded to emergencies in the field as well as participated

in the county emergency operations center.

Indiana Intelligence Fusion Center (IIFC): Gangs

The Indiana Gang Intelligence Network is a component of the Indiana Intelligence Fusion Center’s (IIFC’s) Gang Intelligence Sharing Project. The purpose of the IIFC’s Gang Intelligence Sharing Network is to improve the collection, analysis and sharing of gang intelligence information in the State of Indiana among law enforcement and criminal justice agencies with the intent of preventing, reducing and solving gang criminal activity in conformance with the privacy and constitutional rights of

Security Tip: If you are attacked

 Go with your instincts, but be realistic about your ability to fight off someone; your instinct may be to run, scream, kick, hit or bite. However you decide to respond, be sure you do so with full commitment of your effort.

 If a weapon is displayed, don’t resist. Give up your property and save your life however throw the property as far as possible away from you and run in the opposite direction.

 Do what you are told and don’t make any sudden moves.

 Try to remember as many details as possible and alert Public Safety or the Police as soon as possible.

 Your goal should be to escape safety and survive; cooperate if you think that resisting may lead to further harm however do not enter a vehicle with the perpetrator. Your chances of survival are reduced once you are inside.

 Remember every situation is different; you are the only one that can decide the appropriate course of action.

 Constantly play the “what if” game to think about what you would do in a particular threatening situation. This will help prepare you to respond instinctively when a threat is encountered.

 After an event, never feel guilty about what you did or did not do.
