Joint Logistics Environment
Additionally, logistics forces may be ahead of other military forces or may be the only forces deployed. By pooling capabilities, commanders can provide maximum effectiveness and flexibility to joint forces focused on objectives that provide sustained logistics support.

For some operations, logistics forces may be used in quantities disproportionate to their normal military roles and in non-standard tasks. Logistics forces can also continue to support other military personnel and civilians after the withdrawal of combat forces.

Rapid and precise response is the ability of the core logistics functions, military and commercial, to meet the ever-changing needs of the joint force. Velocity does not mean everything moves at the same rate or fastest rate, but everything moves by priority at the rate that produces a balance between efficiency and effectiveness to fully meet the CCDR's operational needs.

Logistics Integration
Joint logistics planning links the mission and commander's intent to core logistics functions, procedures and organizations. The execution of joint logistics involves the deployment of capabilities and resources to support joint and multinational operations.
Deployment and Distribution
This includes coordinating the ability to transport units, equipment, and initial maintenance from the point of origin to the point of need and provides JDDE resources to augment or support the JFC's operational movement requirements. The JDDE is a critical part of the JLEnt, and its management is the primary responsibility of the JDDC in coordination with the Joint Staff J-4 and other members of the JDDE.
Supply
Planners identify mission priorities, assess risks, and plan for supply chain protection in the area of operations. Joint logisticians must integrate all three areas of DOD's supply chain: managing supplies and equipment, managing inventory, and managing global supplier networks to deliver responsive supply operations.
Maintenance
Operations and logistics planners can optimize supply chain support and identify augmentation and maintenance requirements. Material inventory management leverages accurate, real-time and widely visible information and performance trends to inform decisions about material inventory characteristics throughout the supply chain.
Logistics Services
The DOD Mortuary Affairs Program is a broad-based military program that provides for the care and disposition of deceased personnel and the handling of their personal effects (PE). The DOD Mortuary Affairs Program covers the return of human remains across a conflict continuum ranging from peace to war.
Operational Contract Support
MA processing points include mortuary collection points (MACPs), theater mortuary evacuation points (TMEPs), mortuary contaminated residue remediation sites, temporary burial sites, and PE depots. The concept of PE is general and includes, for example, the effects found on the human remains, in the vicinity of an incident, in the individual's accommodation area, in the laundry or in the vehicle in which the human remains were located.
Engineering
Because of this consideration, JFCs do not routinely assign combat engineering duties to units trained and equipped to perform general engineering duties. Instead, the JFC ensures that technical tasks are synchronized to maximize the effectiveness of combat engineering.
Joint Health Services
Designating lead service, assigning agency responsibilities, and developing procedures to execute CCDR's Directive Authorization for Logistics (DAFL) will assist in the planning, integration, synchronization, and execution of joint logistics support operations. Joint logisticians are military personnel, civilians and contractors who specialize in providing joint logistics support that extends from the defense industrial base to the end user.
Logistics Authority
In accordance with Title 10, USC, Military Department Roles, CCDRs are required to keep records of resources taken from one part of the service and provided to another. For more information on DAFL, see JP 1, Doctrine for the Armed Forces of the United States.

This includes communicating GCC logistics priorities to the services responsible for conducting joint logistics operations. The JLOC is an integral part of the CCDR's operations element and provides joint logistics expertise to the J-3 operations cell.
Logistics Execution Organizations
United States Special Operations Command (USSOCOM) defends the SOF Service's joint support requirements with CCMD and the Services as needed and ensures the provision of special operations-discrete support. This support includes equipment, materials, supplies, and services required for special operations missions for which there is no joint service requirement.
Logistics Control Options
To some extent, the most capable Service component organization will need to expand to provide support responsibilities to regular users. Without sufficient service component logistics C2 capability available, the personnel control option would be the most appropriate.
Technology
How quickly logistics adapt to these changes will affect the speed of service delivery and implementation of logistics support. The DOD components contribute critical data, information and knowledge that support the logistics planning and common operational picture (COP) of the CCDRs by providing various logistics knowledge such as ITV.
Interorganizational Cooperation

Joint Planning Process
This will result in the issuing of appropriate guidance to drive the remainder of the planning process. The objective is to identify and recommend the COA that has the greatest likelihood of success against the enemy COA of greatest concern to the commander.
Planning Levels
The staff supports the commander's decision-making process by clearly portraying the commander's options and recording the results of the process. Within the JPP, the key logistics deliverables are the OPORD TLO, the logistics assessment that supports the development of the commander's assessment, and the COLS.
Theater Logistics Analysis
This level is an abbreviated OPLAN with selected annexes and the CCDR's assessment of the force, logistics and transportation feasibility of the plan. He will produce, if applicable, a COLS that will include a TPFDD that is workable for "gross transport", i.e. a further delineation of the 3T plan (ie CONPLAN or TPFDD).

Using the TLA, the operational approach is initially addressed in a logistics estimate and transitions to culminate in the TLO. The TLA assists in improving the JFC's situational awareness and understanding of theater logistics support capabilities and readiness to support/conduct theater operations.

The term "execution of joint logistics" is used to describe actions and operations conducted by joint logistics forces in support of the JFC mission. As joint logistics operations span the strategic, operational and tactical levels, the transition from planning to execution is critical.

Field service representatives and other system support contractors often deploy in support of joint forces. In these operations, joint logistics is often the main effort, often working in support of the Department of State.

Joint logistics operations are always ongoing, but it is possible that some aspects of logistics operations may be completed before the operation is completed. Joint logistics operations also play an important role in closing ports for military operations and terminating operational contracts and agreements.

Terminal operations, when connecting multiple modes of transport, such as surface and air, define the transport structure for CCDRs' operations. Common terminal operations functions include receiving, processing and staging passengers; receipt, transit, storage and marshalling of cargo; loading and unloading of means of transport; and manifesting and forwarding cargo and passengers to their final destination.

DTS is part of the national transportation system that supports the transportation needs of regular DOD users. DTS is an integrated transportation system that supports a range of military operations to ensure the most efficient use of transportation modes: land, sea, air, and pipeline from origin to terminals (eg embarkation and/or disembarkation and/or theater) to destination.

Mobilization includes gathering and organizing personnel and materiel for active military forces, activating the reserve component (including federalizing the National Guard), extending terms of service, increasing and mobilizing the industrial base and training bases, and bringing the armed forces of the United States to a state of readiness for war or other national emergency. The military mobilization process by which the nation's armed forces are brought to a heightened state of readiness.

Mobilization is the process of gathering and organizing national resources to support national objectives in time of war or other emergencies. The national mobilization process, which mobilizes the interdependent resource areas to meet non-defense needs as well as to sustain the Armed Forces during all military operations.

Special Considerations
Health is focused on preventing the spread of disease from human waste to personnel working in or near MA facilities. In these cases, the use and disposal of PPE, bandages, clothing, sheets, towels and other items that came into contact with human waste or body fluids must be in accordance with biohazard material disposal procedures as required by the Code of Federal Regulations. on environmental compliance, established government-to-government agreements or the GCC Interim Operational Policy on Environmental Compliance.
Temporary Interment and Disinterment Operations
The company of the deceased is generally responsible for notification of next of kin and transfer of human remains and DE. Companies may or may not be responsible for storing DNA [deoxyribonucleic acid] samples to facilitate identification of the deceased.
Training
The terms and conditions of the contract between the DOD organization and the contractor dictate what MA support is authorized and provided on either a reimbursable or nonreimbursable basis. If an agreement cannot be negotiated, MA support is conducted under current US military procedures.
Mortuary Affairs Support to Non-United States Personnel
TMEP is coordinating with TMAO regarding the return of human remains of opponents and local citizens and PE to the Government of HN. Detained human remains are placed in a remains bag, sealed and prepared for shipment.
Multinational Logistic Capabilities
Alternatively, engineer units can simply coordinate engineer activities with the MNFC and power engineer. Proper and timely OCS planning and coordination of contracting efforts is essential to managing limited resources to ensure that the MNFC's operational priorities are supported effectively and efficiently.
Planning
Such organizations include the Navy's advanced logistics support sites and the Navy's forward logistics sites in support of multinational maritime forces and intermediate staging bases in support of land and air units. To effectively coordinate MNF contracting activities, the MNFC may publish a restricted item list identifying critical, restricted supplies and services within the OA whose procurement must be coordinated with the Contracting Coordination Center.
Execution
CMAAs may not be used by allied nations to transport defense items purchased under AECA at less than the full reimbursement rate equal to the cost of transportation. The advance payment requirement means that no appropriated DOD funds are included in the transfer of support under AECA.
Foreign Assistance Act
If the repayment will not be made within 180 days after the end of the fiscal year in which such services and goods are provided, payment of interest will be required at the current rate determined under Title 12, USC, Section 635(b)(1) )(B). Interest shall accrue from the date of payment to the agency or organization providing such services.
Federal Property and Administrative Services Act
Repayment of this principal and interest shall not exceed a period of three years from the date of signing the service agreement: the funds available for this paragraph in any fiscal year shall not exceed the total funds authorized for use in that year fiscal. and will be available only to the extent provided in the appropriation acts.

DTS is that part of the global distribution infrastructure that supports the DOD transport needs of ordinary users across the range of military operations. The US Army and US Marine Corps PREPO programs consist of combat, CS, and CSS capabilities, including in-stream discharge and JLOTS capabilities.
Execution and Assessment
The communications network connects all aspects of military operations that affect the ability of the armed forces to control and influence the outcome of military operations. ITV is the ability to track the identity, status, and location of DoD units, non-unit cargo, passengers, patients, and personal property from origin to consignee or destination across a variety of military operations.
Controlling Distribution
The JDDE COI must optimize organic and commercial capabilities from the point of origin/source of supply above the point of need to the point of employment or consumption. While some distribution continues to occur from manufacturers and sellers through the military depot system, particularly for ammunition and repair parts, commercial contracts for some materiel support now require customer-direct delivery to military customers on a global basis.
Contract Support Integration
OCS is the process of planning and obtaining supplies, services, and construction from commercial sources in support of joint operations. The JCSB is the forum for theater support, the service's civilian augmentation program, and other designated external contracting organizations within theater to share information, coordinate acquisition strategies, and minimize the chances of competition and redundancies between individual contracts and/or or task orders and to seek opportunities to optimize the fulfillment of similar requirements through joint contracts.
