PIHAK PERTAMA dan PIHAK KEDUA secara bersama-sama bersepakat mengikatkan diri dalam suatu Kontrak Penelitian, dengan ketentuan dan syarat sebagai berikut:
PASAL 1 DASAR HUKUM
Kontrak Penelitian ini berdasarkan kepada:
1. Undang-Undang Republik Indonesia Nomor 17 Tahun 2003 tentang Keuangan Negara;
2. Undang-Undang Republik Indonesia Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional;
3. Undang-Undang Republik Indonesia Nomor 01 Tahun 2004 tentang Perbendaharaan Negara;
4. Undang-Undang Republik Indonesia Nomor 15 Tahun 2004 tentang Pemeriksaan Pengelolaan dan Tanggung Jawab Keuangan Negara;
5. Undang-Undang Republik Indonesia Nomor 12 Tahun 2012 tentang Pendidikan Tinggi;
6. Peraturan Pemerintah Nomor 26 Tahun 2015 tentang bentuk dan Mekanisme Perguruan
Tinggi Negeri Badan Hukum:
7. Peraturan Presiden Nomor 13 Tahun 2015 tentang Kementerian Riset, Teknologi, dan Pendidikan Tinggi;
8. Peraturan Presiden Nomor 16 tahun 2018 tentang Pengadaan Barang dan Jasa Pemerintah;
9. Peraturan Menteri Keuangan Nomor 139/PMK.02/2015 tentang Tata Cara Penyediaan, Pencairan, dan Pertanggungjawaban Pemberian Bantuan Pendanaan Perguruan Tinggi Negeri Badan Hukum;
10. Peraturan Menteri Keuangan Nomor 32/PMK.02/2018 tentang Standar Biaya Masukan Tahun 2019;
11. Peraturan Menteri Keuangan Nomor 60/PMK.02/2018 tentang Persetujuan Kontrak Tahun Jamak oleh Menteri Keuangan;

16. Peraturan Menteri Riset, Teknologi dan Pendidikan Tinggi Republik Indonesia Nomor 20 tahun 2018 tentang Penelitian;
17. Peraturan Direktur Jenderal Perbendaharaan Kementerian Keungan Republik Indonesia Nomor 15/PB/2017 tentang Petunjuk Pelaksaaan Pembayaran Anggaraan Penelitian Berbasis Standar Biaya Keluaran Sub Keluaran Penelitian;
18. Keputusan Menteri Riset, Teknologi, dan Pendidikan Tinggi Nomor 209/M/KPT/2018 tentang Panduan Pelaksanaan Penelitian dan Pengabdian kepada Masyarakat Edisi XII;
19. Keputusan Direktur Jenderal Penguatan Riset dan Pengembangan Nomor 7/E/KPT/2019 tentang Penerima Pendanaan Penelitian di Perguruan Tinggi Tahun Anggaran 2019.

PASAL 2 RUANG LINGKUP
(1) Ruang lingkup Kontrak Penelitian ini meliputi Pelaksanaan Penelitian sebanyak 1 (Satu) judul penelitian yang dibebankan pada DIPA (Daftar Isian Pelaksanaan Anggaran) Direktorat Jenderal Penguatan Riset dan Pengembangan, Kementerian, dan Pendidikan Tinggi Nomor SP Nomor SP DIPA-042.06.1.401516/2019 tanggal 5 Desember 2018 (2) Daftar nama Ketua Pelaksana, judul penelitian, luaran tambahan, jangka waktu penelitian,
dan besarnya biaya setiap tahun masing-masing judul penelitian tercantum dalam Lampiran yang merupakan bagian yang tidak terpisahkan dari Kontrak Penelitian ini.
PASAL 3 JANGKA WAKTU
(1) Kontrak Penelitian ini dilaksanakan dalam jangka waktu:
a. 1 (satu) tahun b. 2 (dua) tahun; dan c. 3 (tiga) tahun
yang mulai berlaku sejak tahun 2019.
(2) Kontrak Penelitian sebagaimana dimaksud pada ayat (1) huruf a dilaksanakan untuk penelitian sebagaimana tercantum dalam Lampiran I yang merupakan bagian yang tidak terpisahkan dari Kontrak Penelitian ini.
(3) Kontrak Penelitian sebagaimana dimaksud pada ayat (1) huruf b dilaksanakan untuk penelitian sebagaimana tercantum dalam Lampiran II yang merupakan bagian yang tidak terpisahkan dari Kontrak Penelitian ini.
(4) Keberlanjutan penelitian sebagaimana tercantum dalam Lampiran I dan Lampiran II ditentukan berdasarkan hasil penilaian atas capaian tahun berjalan yang dilakukan oleh Komite Penilaian Keluaran Penelitian dan/atau Reviewer Keluaran Penelitian.
PASAL 4
HAK DAN KEWAJIBAN
(1) PIHAK PERTAMA mempunyai kewajiban:
a. memberikan pendanaan penelitian kepada PIHAK KEDUA;
b. melakukan pemantauan dan evaluasi;
c. melakukan penilaian luaran penelitian; dan d. melakukan validasi luaran tambahan.

PIHAK KEDUA mempunyai kewajiban:a. membuat sub Kontrak Penelitian antara Kepala LLDIKTI dengan Pimpinan PTS di wilayahnya. Selanjutnya masing-masing Pimpinan PTS membuat surat Kontrak Penelitian dengan ketua pelaksana untuk pengaturan hak dan kewajiban setiap pelaksana di lingkungan perguruan tingginya yang memuat antara lain:
1. nama pelaksana;
2. judul penelitian;
3. jumlah dana penelitian;
4. tata cara dan termin pembayaran;
5. waktu pelaksanaan;
6. batas akhir pelaporan;
7. pencantuman pemberi dana penelitian dalam publikasi ilmiah;
8. luaran penelitian; dan
9. sanksi.
b. mengkoordinir dan bertanggung jawab atas terlaksananya Kontrak Penelitian yang dilakukan oleh para peneliti di Perguruan Tinggi Swasta di wilayah LLDIKTI VIII.
c. memantau pengunggahan ke laman SIMLITABMAS dokumen sebagai berikut:
1. revisi proposal penelitian
2. catatan harian pelaksanaan penelitian 3. laporan kemajuan pelaksanaan penelitian
4. Surat Pernyataan Tanggungjawab Belanja (SPTB) atas dana penelitian yang telah ditetapkan
5. laporan akhir penelitian 6. luaran penelitian
paling lambat tanggal 16 November tiap tahun Anggaran berjalan.
(3) PIHAK PERTAMA mempunyai hak menerima dokumen hasil unggahan di laman SIMLITABMAS sebagai berikut:
1. revisi proposal penelitian
2. catatan harian pelaksanaan penelitian 3. laporan kemajuan pelaksanaan penelitian
4. Surat Pernyataan Tanggungjawab Belanja (SPTB) atas dana penelitian yang telah ditetapkan
5. laporan akhir penelitian 6. luaran penelitian
(4) PIHAK KEDUA mempunyai hak mendapatkan dana penelitian dari PIHAK PERTAMA.
PASAL 5
CARA PEMBAYARAN
(1) PIHAK PERTAMA memberikan pendanaan penelitian sebesar: Rp 125,002,500,- (Seratus dua puluh lima juta dua ribu lima ratus Rupiah) yang dibebankan kepada DIPA Direktorat Jenderal Penguatan Riset dan Pengembangan, Kementerian, dan Pendidikan Tinggi Nomor SP Nomor SP DIPA- 042.06.1.401516/2019 tanggal 5 Desember 2018
(2) Pendanaan penelitian sebagaimana dimaksud pada ayat (1) dibayarkan oleh PIHAK PERTAMA kepada PIHAK KEDUA secara bertahap:
a. Rp 125,002,500 ,- ( Seratus dua puluh lima juta dua ribu lima ratus Rupiah ) untuk dana penelitian, Rp 15,000,000 ( Lima belas juta Rupiah ) untuk dana tambahan pada tahun pertama.
b. Rp ,- 125,002,500 (Seratus dua puluh lima juta dua ribu lima ratus Rupiah ) untuk dana penelitian, Rp 15,000,000,- (Lima belas juta Rupiah ) untuk dana tambahan pada tahun kedua
c. Rp 125,002,500 ( Seratus dua puluh lima juta dua ribu lima ratus Rupiah) untuk dana penelitian, Rp. 15,000,000 (Lima belas juta Rupiah) untuk dana tambahan pada tahun ketiga.
dari Bendahara Pengeluaran Kantor Lembaga Layanan Pendidikan Tnggi Wilayah VIII kepada rekening Institusi melalui mekanisme Pembayaran Langsung (LS).
(3) Pendanaan penelitian sebagaimana dimaksud pada ayat (2) huruf a, diberikan dengan ketentuan apabila revisi proposal penelitian telah diunggah ke laman SIMLITABMAS.
(4) Pendanaan penelitian sebagaimana dimaksud pada ayat (2) huruf b dan huruf c, diberikan berdasarkan hasil penilaian atas capaian tahun sebelumnya yang dilakukan oleh Komite Penilaian Keluaran Penelitian dan/atau Reviewer Keluaran Penelitian.
(5) Biaya luaran tambahan dibayarkan kepada PIHAK KEDUA pada bulan Oktober tiap
tahun.
(6) Apabila luaran tambahan dinyatakan tidak valid oleh
PIHAK PERTAMA sebagaimanadimaksud Pasal 4 ayat (1), maka dana luaran tambahan yang sudah diterima harus disetorkan kembali ke kas negara.
(7) Pendanaan Kontrak Penelitian sebagaimana dimaksud pada ayat (2) dibayarkan kepada Institusi sebagai berikut.

PIHAK PERTAMA tidak bertanggungjawab atas keterlambatan dan/atau tidakterbayarnya sejumlah dana, yang disebabkan oleh kesalahan PIHAK KEDUA dalam menyampaikan informasi sebagaimana dimaksud pada ayat (7).
PASAL 6
PENGGANTIAN KEANGGOTAAN
(1) Perubahan terhadap susunan tim pelaksana dan substansi penelitian dapat dibenarkan apabila telah mendapat persetujuan dari Direktur Riset dan Pengabdian Masyarakat Direktorat Jenderal Penguatan Riset dan Pengembangan.
(2) Apabila Ketua tim pelaksana penelitian tidak dapat menyelesaikan penelitian atau mengundurkan diri, maka PIHAK KEDUA wajib menunjuk pengganti Ketua Tim Pelaksana penelitian yang merupakan salah satu anggota tim setelah mendapat persetujuan tertulis dari Direktur Riset dan Pengabdian Masyarakat Direktorat Jenderal Penguatan Riset dan Pengembangan.
(3) Dalam hal tidak adanya pengganti ketua tim pelaksana penelitian sesuai dengan syarat ketentuan yang ada, maka penelitian dibatalkan dan dana dikembalikan ke Kas Negara.
PASAL 7 PAJAK
PIHAK KEDUA berkewajiban memungut dan menyetor pajak ke kantor pelayanan pajak setempat yang berkenaan dengan kewajiban pajak berupa:
1. pembelian barang dan jasa dikenai PPN sebesar 10% dan PPh 22 sebesar 1,5%;
2. pajak–pajak lain sesuai ketentuan.

PASAL 8
KEKAYAAN INTELEKTUAL
(1) Hak Kekayaan Intelektual yang dihasilkan dari pelaksanaan penelitian diatur dan dikelola sesuai dengan peraturan dan perundang-undangan.
(2) Setiap publikasi, makalah, dan/atau ekspos dalam bentuk apapun yang berkaitan
dengan hasil penelitian ini wajib mencantumkan PIHAK PERTAMA sebagai pemberi
dana.
(3) Hasil penelitian berupa peralatan adalah milik negara dan dapat dihibahkan kepada institusi/lembaga melalui Berita Acara Serah Terima (BAST).
PASAL 9 KEADAAN KAHAR
(1) PARA PIHAK dibebaskan dari tanggung jawab atas keterlambatan atau kegagalan dalam memenuhi kewajiban yang dimaksud dalam Kontrak Penelitian disebabkan atau diakibatkan oleh peristiwa atau kejadian diluar kekuasaan PARA PIHAK yang dapat digolongkan sebagai keadaan memaksa (force majeure).
(2) Peristiwa atau kejadian yang dapat digolongkan keadaan memaksa (force majeure) dalam Kontrak Penelitian ini adalah bencana alam, wabah penyakit, kebakaran, perang, blokade, peledakan, sabotase, revolusi, pemberontakan, huru-hara, serta adanya tindakan pemerintah dalam bidang ekonomi dan moneter yang secara nyata berpengaruh terhadap pelaksanaan Kontrak Penelitian ini.
(3) Apabila terjadi keadaan memaksa (force majeure) maka pihak yang mengalami wajib memberitahukan kepada pihak lainnya secara tertulis, selambat-lambatnya dalam waktu 7 (tujuh) hari kerja sejak terjadinya keadaan memaksa (force majeure), disertai dengan bukti- bukti yang sah dari pihak yang berwajib, dan PARA PIHAK dengan itikad baik akan segera membicarakan penyelesaiannya.
PASAL 10
PENYELESAIAN PERSELISIHAN
(1) Apabila terjadi perselisihan antara PIHAK PERTAMA dan PIHAK KEDUA dalam pelaksanaan Kontrak Penelitian ini akan dilakukan penyelesaian secara musyawarah dan mufakat
(2) Dalam hal tidak tercapai penyelesaian secara musyawarah dan mufakat sebagaimana dimaksud pada ayat (1) maka penyelesaian dilakukan melalui proses hukum yang berlaku dengan memilih domisili hukum di Pengadilan Setempat.
Pasal 11
AMANDEMEN KONTRAK
Apabila terdapat hal lain yang belum diatur atau terjadi perubahan dalam Kontrak Penelitian ini, maka akan dilakukan amandemen Kontrak Penelitian.
PASAL 12 SANKSI
(1) Apabila sampai dengan batas waktu yang telah ditetapkan untuk melaksanakan Kontrak Penelitian telah berakhir, PIHAK KEDUA tidak melaksanakan kewajiban sebagaimana dimaksud dalam Pasal 4 ayat (2), maka PIHAK KEDUA dikenakan sanksi administratif.
(2) Sanksi administratif sebagaimana dimaksud pada ayat (1) dapat berupa penghentian pembayaran dan tidak dapat mengajukan proposal penelitian dalam kurun waktu dua tahun berturut-turut.
PASAL 13 LAIN-LAIN
Dalam hal PIHAK KEDUA berhenti dari jabatannya sebelum Kontrak Penelitian ini
selesai, maka PIHAK KEDUA wajib melakukan serah terima tanggung jawabnya
kepada pejabat baru yang menggantikannya.
PASAL 14 PENUTUP
Surat Perjanjian Kontrak Penelitian ini dibuat rangkap 2 ( dua ) bermaterai cukup sesuai dengan ketentuan yang berlaku, dan biaya materai dibebankan kepada PIHAK KEDUA.

iii RINGKASAN
Sebagai daerah tujuan wisata sangat jelas bertumpu pada sektor pariwisata budaya. Bahasa dan sastra Bali sebagai akar budaya Bali patut dilestarikan. Terkait hal itu, Gubernur Bali mengeluarkan Pergub Bali No.
20/2013 tentang Pengajaran Bahasa Daerah Bali. Pada bulan April tahun ini telah terbit Perda Bali Nomor 1 Tahun 2018 tentang Pembinaan Bahasa, Aksara, dan sastra Bali.
Dalam rangka meningkatkan prestasi belajar siswa pada bidang studi bahasa Bali, haruslah disertai bahan ajar yang semakin sempurna. Salah satu materi ajar sastra Bali yang selalu hadir terkait penguatan pendidikan karakter bangsa adalah materi satua dan masatua Bali. Di samping sebagai materi ajar pada jenjang pendidikan dasar, pada setiap kegiatan nyastra Bali disertai lomba masatua Bali. Banyak guru Bahasa Bali yang berharap adanya buku kumpulan dongeng rakyat Bali yang lengkap dan tersusun dengan bahasa Bali yang baik dan benar.
Berdasarkan permasalahan yang ada, maka tujuan penelitian pada tahun pertama (2019) adalah untuk (1) menginventarisasi satua-satua (dongeng) rakyat Bali dan (2) menulis semua dongeng rakyat Bali dengan bahasa Bali yang baik dan benar, (3) Menerbitkan buku Kumpulan Dongeng Rakyat Bali, dan (4) mengungkap nilai-nilai Pendidikan karakter yang tersirat di dalam semua dongeng rakyat Bali.
Penelitian ini akan menggali data-data kepustakaan terkat dongeng Bali melalui library research yang dibantu metode observasi dan wawancara. Data kualitatif yang diperoleh akan diidentifikasi, ditulis ulang, dan dianalisis nilai-nilai pendidikan karakternya.
Temuan satua-satua Bali yang ada kemudian diinventarisasi sebanyak 61 judul. Selanjutnya satua-satua tersebut ditulis dengan bahasa Bali standar yang baik dan benar. Pada tahapan berikutnya satua-satua tersebut dianalisis dengan metode deskriptif analitis dengan teknik baca, catat, dan terjemahan.
Hasil analisis berupa nilai-nilai pendidikan karakter bangsa yang tersirat di dalamnya kemudian disajikan dengan metode informal.
Penelitian pada tahun pertama ini telah menghasilkan inventarisasi
cerita rakyat Bali secara lengkap yang dilanjutkan dengan penulisan
naskahnya dengan bahasa Bali yang baik dan benar. Kemudian disusul dengan
penerbitan luaran tambahanberupa Buku Kumpulan Satua (Dongeng Rakyat
Bali). Di samping itu, sebelumnya telah menghasilkan sebuah makalah ilmiah
untuk seminar nasional dan sebuah luaran wajib artikel ilmiah untu k

diterbitkan pada jurnal internasional. Pada penelitin lanjutan akan terbit pula buku khusus tentang Analisis Nilai-Nilai Pendidikan Karakter pada Satua- satua (Dongeng Rakyat Bali) hasil inventarisasi pada tahun ini.
Buku Kumpulan Dongeng Rakyat Bali akan dapat memperkaya referensi bahan ajar susastra Bali dan sekaligus memenuhi harapan para guru bahasa Bali yang akan membina para siswanya dalam rangka mengikuti berbagai lomba masatua (mendongeng) rakyat Bali. Puja dan puji syukur dihaturkan ke hadapan Tuhan Yang Maha Esa (Ida Sang Hyang Widhi Wasa), karena atas rahmat-Nya Laporan akhir hasil penelitian ini dapat diselesaikan. Laporan ini ditulis sebagai suatu kewajiban pertanggungjawaban akademis dan sekaligus tanggung jawab administrasi kegiatan penelitian yang didanai pemerintah.
Laporan akhir hasil penelitian ini telah sesuai dengan target yang diharapkan terkait pelestarian tradisi lisan berupa satua atau dongeng rakyat Bali. Sebagai Bahasa yang besar, b ahasa Bali memiliki tradisi bersastra lisan yang merupakan salah satu aset dan warisan luhur bangsa yang memiliki nilai tinggi karena dongeng rakyat sarat dengan nilai -nilai etika moral anak-anak bangsa. Dalam rangka pembinaan dan pelestarian bahasa dan sastra daerah Bali, sangat mutlak diperlukan berbagai bahan bacaan, baik yang terkait bidang kebahasaan maupun bidang kesusastraan.
Dalam pelaksanaan penelitian ini cukup banyak adanya bantuan dan dukungan dari para pihak yang tidak mungkin disebutkan satu per satu. Character Education Value of Ending King Sexual Cruelty on Ni Dyah Tantri Story

ABSTRACT
Balinese folklore was very useful for educating the ethics and morals of the nation’s children. The stories were proven to contain moral-ethical values based on Pancasila noble values. There was Ni Dyah Tantri story who as well as loaded. The ethical-moral values lately were better known as character education. The story is often used as reading the material in Balinese language learning materials, Hindu religious and character education. The current study aimed at presenting the synopsis results on Ni Dyah Tantri Story. It was ended King Patali’s sexual cruelty. The character education values were implicit. The literary reception theory was applied in this study. Data collection was conducted by observation methods and note-taking techniques. The analysis of the data was used as a descriptives analytical method. Ni Dyah Tantri’s story contains nine character education values namely, love characters, discipline and loyalty, friendly and communicative, intelligence, democratic and sincerity, toughness and hard work, patriotic, peace-loving, and tolerance.

1 Introduction
Balinese literature is rich in folklore (satua or tuturan satua). It is believed to contain ethical-moral values.
Therefore, it needs to be revitalized for the student’s character education media. Balinese folklore is very close to children lives. There is always to present in the subject matter of compulsory local content in the Balinese Language. The subject matter is also Hindu religious education and characteristics (Bagus, 1980; Billaiya et al., 2017).
The PKB (Bali Arts Festival) is held. Nyastra Bali (Bali literature) activities definitely include a storytelling or masatua (Balinese story) contest. There was attended by elementary school students, ambassadors from each district and city. Likewise, PKP (Student Art Week) activities in Badung Regency and Porsenijar in Denpasar City and seven other regencies, the masatua activities are also always included among elementary school students.
The Bali Governor Regulation issued No. 80/2018 concerning the protection and use of the Balinese regional language and the implementation of the Balinese language (once a year). The masatua Bali contest activities were also held at the start of the Balinese language month since 2019. This activity was followed by PKK (Balinese women organization) from the sub-district, regency/city, and continue to the provincial level. It proves Balinese folklore is still popular. Therefore, it needs to be saved as a national character education media.

Ni Dyah Tantri story is the most popular Balinese folklore. Purnawan (2014), stated Tantri is a folklore that is developing rapidly in Bali, on the text and/or as a context. Tantri story has been reviewed by Suarka (2007), on dissertation study. Sukarma (2008), wrote Ni Dyah Tantri as rhetoric. Utama (2016), wrote on title Tantrayana in Tantri: Power, Knowledge, and Sexuality ".
Tantri story explained Ni Dyah Tantri and the other girls in Patali Kingdom received inhuman treatment from the king. The king asked to be treated to a virgin girl every night to satisfy his sexual desires. There is also a belief in Tantrayana which positions women more actively than men, unlike the concepts of Ardanareswari, Purusa-predana, and Shiva-durga. Without this magical aspect, the cosmology is no longer belong in life (Danandjaja, 2002; Maba et al., 2017).
Ni Dyah Tantri story is very interesting to observe due to there tells about the life of a beautiful girl who is always in a dangerous situation. She must save herself and the girls in Patali Kingdom. The sexual cruelty of King Airswaryadala who asked to be treated by a girl every night. One of them is Ni Dyah Tantri. She is Ki Patih Bandeswarya daughter. He was forced to be offered to the king.
Thanks to the personality of the Godhead, Ni Dyah Tantri who has been awaited, saving herself. He was able to distract the king’s attention not to tarnish her honor. The king looked in Ni Dyah Tantri’s beauty and listened to her expertise in the telling, The King Aiswaryadala forgot his sexual lust. He has been fooled many and tarnished the virgin lady honor in his country.
The story is a mystery of life. It has buried many moral-ethical values conveyed through the characters who are very good for forming the next generation character. The character education values are born in social relations, for example, faith value, honesty, discipline, hard work, creativity, independence, curiosity, unyielding, respecting achievement, tolerance, friendship, caring, love for peace, utilization of nature, and love for nature homeland, democratic, and responsibility.
This is an interesting reason to study on character education values. Ni Dyah Tantri Story succeeded in ending the sexual cruelty of the king. The lack of character education analysis conducted on Balinese folklore, including Ni Dyah Tantri story. There were three aims can be formulated in the present paper. (1) revitalizing the synopsis of Ni Dyah Tantri’s Story, (2) describing the character education values on Ni Dytah Tantri story, (3) describing the social impact of character education values on Ni Dyah Tantri story.
2 Concept of Character Education
Character is a distinctive value, whether the brain, moral, and personality. It is formed from the internalization of various policies. They are believed and used as a way of thinking, saying, and behaving in daily life. The person is stated to have character if they have good behavior, personality, character or morality. Therefore, the characters are identical to morals or personality (Koesoema, 2007; Darmawan, 2014; Hidayat & Budiatma, 2018).
Sri (2011), stated that character education is a system of sowing the values for the nation’s character to the school community. It includes components of knowledge, awareness or will, and actions to carry out these values. There are towards God Almighty, oneself, others, environment, and nationality, thus, becoming human beings.
Nuh (2011), stated there are three things need to be considered in relation to character education, namely: (1) That we are God’s creatures, therefore, we must not be arrogant, we must respect each other; (2) Fostering scientific character, so that, creativity and innovation emerge to determine the nation’s competitiveness; (3) Fostering the character of love and pride as an Indonesian nation, loyal to the Republic of Indonesia through a culture of achievement.
Character education is working throughout life, as a process toward perfect human beings. Therefore, character education requires modeling and touch from early to adult. Kartadinata (2009), stated that the most sensitive and decisive education period is family responsibilities namely parents.
The Indonesian Ministry of National Education (2011), has identified 18 items of national character education. It needs to be instilled in students derived from Pancasila noble values, the characters namely: (1) religious, (2) honest, love, (3) tolerance, (4) discipline, (5) tough and hard work, (6) creative, (7) independent, (8) democratic, (9) intelligence and curiosity, (10) national spirit, (11) love born place, (12) appreciates achievement, (13) friendly and communicative, (14) patriotic and peace-loving, (15) fond of reading and love of

science, (16) caring for environment, (17) caring socially, and (18) responsibility. The eighteen character education values would be explored by Ni Dyah Tantri’s folklore.
3 Method
Qualitative research methods were used in the present study. Djajasudarma (1997) & Suarta (2017), stated that qualitative methods are procedures that produce data descriptively. They are written and oral that develop or in the community. Data is descriptively produced on the intention to make a description, viewing systematically, factually, and accurately about the data, nature, and its relation to phenomena (Sofyan, 2015; Dewi, 2018).
A descriptive method is completed with three methods and techniques, namely data collection methods and techniques, data analysis methods and techniques, and methods and techniques for presenting data analysis results (Sudaryanto, 1982; Suwija et al., 2019; Suryasa, 2019). The data collection is used to refer to a method.
This is in accordance with Sudaryanto (1993). He stated that in the method of listening, basic techniques including tapping, proficient engagements, free engages are involved in proficiency, record, and note (Sofyan, 2015; Mustika & Harini, 2017).
Data analysis is used as the equivalent method. It is a method used to study or determine the identity of a diagonal unit using a determinant tool. There is outside the language, regardless of the language concerned Firdaus (2011; Citrawan et al., 2018). The data analysis results are presented using formal and informal methods. It assisted with inductive and deductive techniques.
4 Analysis
4.1 Synopsis of Ni Dyah Tantri Story
Ni Dyah Tantri tells the story of a king in the Patali Kingdom, named Sri Maharaja Aiswaryadala. The people are many. The kings around him were respectful, amazed, and submissive to him and obediently paid tribute every year. No one is able to match the glory of the king Patali. Therefore, it is almost no difficulties experienced during running his government. The country is very fertile land that brings his people to prosper life.
The King Airswaryadala daily life was accompanied by his patih (vice) named Krian Patih Bandeswarya who was always loyal to create prosperity, assisted the courtiers and his vice king. Everything is told smart and wise to lead a country imbued with Hinduism. All existing problems are always solved together for progress in the future.
However, even as a famous king, he had an etchics-moral weakness. He was troubling his people. He has a very inhuman character, nourishes the lust of the devil. He wants to enjoy sexual relations beyond the pleasures of people generally.
Ki Patih Bandeswarya has a beautiful daughter. Her name is Ni Dyah Tantri. There is nothing like her beauty. Her smart, intelligence and skills are very well known, also unmatched. Various sciences have been studied, always based on prayer and prostration towards God Almighty. She was always praised, both by the priests, courtiers, and members of her community.
The special character possessed by Ni Diah Tantri was heard by His Majesty, King Airswaryadala. Sang Prabu intended to apply for Ni Dyah Tantri as empress. However, he was reluctantly declaring to Ki Patih Bandeswarya. Finally, the king ordered Ki Patih Bandeswarya every night he would present a virgin girl to accompany the king at the aisle. He respected and loyalty king’s will.
The day after passed, the month changed years, confusion and deep sadness befell Rakian Patih Bandeswarya for not being able to worship a virgin girl anymore. The girls in Patali have already been offered every night to the king. His fear heightened when he realized that what remained was only a virgin girl and that too his own daughter, Ni Dyah Tantri.
Ki Patih Bandeswarya complained to his wife that all was left and merely her own daughter, Ni Dyah Tantri.
It was like suicide if he handed Ni Dyah Tantri to the king. His wife suggested that just be let go. Due to there was no other choice. Hearing the complaints on her father and mother. She dedicated and very concerned about the fate of the girl who had become the king’s sexual victim. Ni Dyah Tantri was very willing to be presented

herself. The determination is awakened the king from the darkness of worldly romance. Therefore, the country could be free from anxiety and suffering.
Ki Patih Bandeswarya took his daughter although sad, as a devout who should be devoted to the king, to the palace to serve the King Airswaryadala at the aisle. The king was happily welcomed to Ni Dyah Tantri and her father. He was very glad and happy to look at the beautiful face Ni Dyah Tantri who was young. It is narrated Ni Dyah Tantri was with His Majesty at the aisle. As a smart child, she can arrange the language with a very polite and polite manner that began to smooth the king’s feeling.
As the king’s request, Ni Dyah Tantri began to tell about: (1) Rsi Bhasubhaga’s Sloka Tantri entitled Nandhaka Harana about Smaradahana when Garuda Bird faced Lord Vishnu; (2) Universe creation; (3) Bhagawan Wasistha who received the gift of a female bull named Nandini; (4) Priest Sri Dharma Swami who received a reward in the form of Nandaka bulls; (5) The journey of the Ox Nandhaka who finally became friends with Sri Singhadipati; (6) A series stories about Prabu Gajadruma who were not careful in choosing Patih, and (7) Stories about Bhagawan Sri Yadnya Dharma Swami.
The King Aiswaryadala admired the cleverness on Ni Dyah Tantri story. The king said, “No wonder the monks gave him the name Ni Dyah Tantri”. Hovering in love the King, unlike crossing the universe, and it seems, there are no more wives because the only thing that crossed his mind was Ni Dyah Tantri. The love that bore joys was also felt by the palace residents, especially, by Ki Patih Bandeswarya. As if he discovered the heaven realm due to the story end. Ni Dyah Tantri will become an honored consort in the Patali Kingdom.
4.2 Character Education Value on Ni Dyah Tantri Story
It was explained in the synopsis of Ni Dyah Tantri Story. There was an inner conflict in Ki Patih Bandeswarya who was forced to give up his daughter to his king to satisfy his sexual appetite. Ni Dyah Tantri on the tense moment, who is worthy of serving the king, should help take over his parent’s difficulties. As a devoted person who has emotional intelligence, she is able to carry out the difficult task well.
The difficult story on Ni Dyah Tantri facing the cruelty of the king is character education values examined, including: (1) The value of character education in the human relationship with God, namely religious character;
(2) The value of character education in human relations with their self, namely: discipline, hard work, creative, independent, curiosity, fond of reading, and never give up; (3) The value of character education in human relationships with others, namely: love, honesty, tolerance, democratism, respect for achievement, friendship, and caring for others; (4) The value of character education in human relations with nature, namely caring for environment; (5) The value of character education in human relations with the nation is spirit of nationalism and love born place.
5 Discussion
5.1 Religious Character Value
Religious character is an implementation of character education value. It is based on human relations with the creator, God Almighty. This religious value is strongly emphasized in the 2013 curriculum related to the inculcation of spiritual attitudes, heightened attitude, and faith, piety towards God Almighty. The religious character is owned by Ni Dyah Tantri character as stated in the following quote. Her smart, intelligence and skills are well known and unmatched. Various knowledge has been learned and always based on prayer and prostration of devotion to God Almighty (Synopsis, Prg. 4). The religious character education value can be stated: “Various knowledge has been learned and are always based on prayer and progression to God Almighty".
5.2 Intelligence Character Value
Intelligence is one of character education value. It is the essence of the pillars of thought. The education purpose is to create people who are intelligent, capable, creative, innovative, always curious, high in knowledge and have certain expertise. People who are intelligent and successful in formal education will have the provisions to navigate this complicated life. Ni Dyah Tantri is told a beautiful girl who has unmatched smart and intelligence

as quoted in the following synopsis. Ki Patih Bandeswarya has a beautiful, young daughter. Her name is Ni Dyah Tantri. There is nothing like her beauty. Her smart, intelligence and skills are very well known and unmatched (Synopsis, Prg. 4).
Ni Dyah Tantri indeed has intelligent human beings. She was mastering religious teachings and moral- ethics. They are interpreted from various episodes, itihasa, purana, fairy tales, and so on. Respecting on her expertise in telling stories, she managed to save herself from the cruelty of the king’s sexual appetite.
5.3 Tolerance Character Value
Tolerance is synonymous towards loyalty and respect. People will tolerate others based on loyalty, respect, and love. The phrase was in the past known “what the king said, it was the law”. Therefore, the king has an authority cannot be opposed by others. Even though, it was sometimes out of bounds as in the following quote. “...
Finally, the king ordered Ki Patih Bandeswarya every night present a virgin girl to accompany him at the aisle.
His loyalty and respect made it impossible for him to deny the king willing” (Synopsis, Prg. 5).
The quote shows Ki Patih Bandeswarya has a high tolerance character. There based on respect and loyalty to the King Airswaryadala. Although, he knew the king’s orders were inhumane. He did not put up a fight or totes.
His devotion, respect, and eggs were forged by circumstances.
5.4 Love Character Value
The story, in the beginning, was told that there were excessive love and abuse by King Airswaryadala for asking to be treated to a virgin girl every night. This excessive love eventually turned into sexual cruelty which tarnished the virgins and disturbed the people of the Patali Kingdom.
Finally, when it was turned Ni Dyah Tantri, Patih Bandeswarya’s daughter to serve the king at the alt aisle.
King Aiswaryadala met his identity as in the following synopsis quotation. “The King Aiswaryadala admired the story cleverness from Ni Diah Tantri. The king said, “No wonder the monks gave you the named Ni Dyah Tantri”. The falling in love of the King was floating, like crossing the universe. It seemed there were no more wives. Due to the only thing crossed on his mind was Ni Dyah Tantri” (Synopsis, Prg. 11).
Ni Dyah Tantri who has a beautiful face succeeded in changing the king character who tarnished the virgins loving. Finally, having a high sense of affection starting from the various stories, he told. The king was amazed to Ni Dyah Tantri intelligence, growing a deep sense of love, understanding the love of the holy, only belong to Ni Dyah Tantri.
5.5 Discipline and Loyalty Character Value
Ki Patih Bandeswarya was a figure of the king’s servant who was very disciplined and faithful to carry out orders. He was able to do anything that was ordered by his lord with the principle “Angawe sukanikang wang len”. It defines trying to make others happy as in the following quote. “He was even though heavy-hearted, as a great master of king devotion, Ki Patih Bandesuarya took his daughter (Ni Dyah Tantri) to the palace to serve the King Airsuaryadala. The arrival of Ki Patih and Ni Dyah Tantri was happily welcomed by the king. He was very glad and happy looking at Ni Dyah Tantri’s beautiful and very young” (Synopsis, Prg. 8).
The character of discipline and loyalty is also shown by Ni Dyah Tantri. She was loyal to the king as her father’s living. She also proved her loyalty to her father. For the sake of her father’s secure, she was willing to accept the king’s request to accompany her at the aisle. Although, he was aware of the risk of losing her honor.
5.6 Friendly and Communicative Character Value
Friendly and communicative are actions show a sense of talking, socializing, and cooperating with others. It is shown by Ni Dyah Tantri’s story as a filial daughter. Having respect and worthy of devotion to her parents and also to the king as implied in the following quote. “It was narrated Ni Dyah Tantri was with the king at the aisle.
As an intelligent child, she can arrange the language in a very polite and polite manner can smoothly the king heart. Respecting the king’s request, Ni Dyah Tantri began to talk about Sloka Tantri was written by Rsi

Ni Dyah Tantri was carrying out the task to accompany the king in the aisle. She was able to show her a friendly and communicative character. Although, it was the first time she met face to face with the king. She was able to communicate very well and tell a lot about virtue until finally the King Airswaryadala was stunned and fell in love with her.
5.7 Democratic Character Values
The glory of the king Patali, in the beginning, was narrated. The people who succeeded in creating the peace of the country and the prosperity of his people. The surrounding kings are always respectful and willing to pay utpeti (contribution) every year. As a great king, King Airswaryadala and his companions always tried to create the welfare of his people as in the following quote. “King Airswaryadala in daily life was accompanied by patih named Krian Patih Bandeswarya who was always loyal to create prosperity, assisted by the courtiers and tandamantri. Everything is told smart and wise to lead a country imbued with Hinduism. All existing problems are always solved together to progress in the future” (Synopsis, Prg. 2).
Referring to the sentence “All existing problems are always solved together to progress in the future”
implied that Sri Raja Airswaryadala in the Patali Kingdom had run his government democratically. All existing problems are solved together for the progress of his country.
5.8 Social Concern Character Value
Social concern is the implementation of an individual relationship with others. It is very important to pay attention to the comfort of social life. This character is also provided Ni Dyah Tantri, as expressed in the following quote. “Hearing the grievances of her father and mother, as a dedicated daughter and very concerned about the fate of the girl who had become the king’s sexual victim, Ni Dyah Tantri was very willing to be presented with a determination to resurrect the King from the darkness of worldly romance. Thus, her country could be freed from the king suffering” (Synopsis, Prg. 7).
Ni Dyah Tantri is as women not willing for ladies in Patali country to be fooled and betrayed her future by her king. He was sincerely dedicated to saving the next ladies from the king’s sexual cruelty. Behind her sincerity, she was determined to resuscitate the King from the darkness of worldly romance. Therefore, her country could be free from suffering.
5.9 Patriotic and Peace-loving Characters Value
The patriotic and peace-loving character is provided on the main character of Ni Dyah Tantri. She could not bear to see her people being manipulated by the king power. She has carried out a mental revolution. She has the spirit to save the ladies in her country in order not treated inhumanely by the king. Women who have dignity and worth are respected even have been insulted by the king.
Ni Dyah Tantri is as a true patriot who loves peace. She has a national spirit for the peace sake of community life. She was willing to sacrifice herself to face the cruelty and greed of the king. The act of Ni Dyah Tantri who actually bears high risk to fight the king’s disasters is a proof that she has a true patriotic soul, stays with perseverance and resilience, accompanied on intelligence and sincerity for the women rescue.
5.10 Joy of Reading and Love of Science Character Value
The figure on Ni Dyah Tantri was told a special lady, among terms of beauty, intelligence, loyalty, behavior, and mastery of various dharma teachings. She firmly surrendered herself to face the king’s cruelty. She was at the aisle facing Sri Raja Airswaryadala, it was told the following quotation. “Respecting the king’s request, Ni Dyah Tantri began to talk about (1) Sloka Tantri was a work by Rsi Bhasubhaga titled Nandhaka Harana about Smaradahana when Garuda Bird faced Lord Vishnu; (2) Universe creation; (3) Bhagawan Wasistha who received the gift of a female bull named Nandini” ... (Synopsis, Prg. 10).
The quotation suggests that Ni Dyah Tantri has intelligence based on reading fondness and curiosity sign the love of science character. It is not possible for a lady to tell a lot and explore the meaning of folklore well if she

does not have a passion for reading. It would not be possible for her to be able to master various sciences if she did not have the love of science character and adequate curiosity.
5.11 Responsibility Character Value
The responsibility character is really needed for everyone who wants to be successful both in the academic field, career, office workers, business world, and industry. Ni Dyah Tantri is very visible on the character of responsibility regarded as Krian Patih Bandeswarya figure. The success in achieving prosperity for the Patali people proof that the king’s aides carrying out their respective duties with the full sense of responsibility.
The character of responsibility that was reflected in Patih Bandeswarya was his loyalty in carrying out the king's order to offer a virgin girl every night, including finally giving up his own biological child because there was no other choice.
5.12 Social Impact of Character Values on Ni Dyah Tantri Story
It was conducted a study about Ni Dyah Tantri’s characters. The writer found a shadow of life full of dynamics.
There was a king who was famous for succeeding. In fact, he had an inhuman danawa character. There are mahapatih who are very disciplined and loyal and full of responsibility. There is also a virgin lady figure who has intelligence, love, social care and has extraordinary courage. Therefore, she has proven successful in saving herself and her people.
The study results on character education value that can be revealed through observing the characters on Ni Dyah Tantri story. There was a very positive social impact for readers as follows:
1) Every leader should be able to emulate the success of King Patali, Airswaryadala, who is democratic, respected by his people and also by the leaders of other countries;
2) A successful leader in a career should not imitate the inhumane behavior of the king’s character who asks to be treated by a virgin lady every night;
3) The top officials in the life of the nation and state who accompany the leadership should be able to imitate the positive character of Krian Patih Airswaryadala, namely: loyalty, discipline, toughness, caring, democratic, and full responsibility;
4) Adolescents should be able to imitate the superior characters possessed by Ni Dyah Tantri, namely:
intelligence, loyalty, honesty, love, discipline, caring, communicative, love-reading, love-knowledge, curiosity, toughness, and responsibility.
6 Conclusion
There are seven character values on Ni Dyah Tantri story. They are included. (1) religious, (2) intelligence, (3) tolerance , (4) love, (5) discipline and loyalty, (6) friendly and communicative, (7) democratic, (8) social care, (9) patriotic and peace-loving, (10) love-reading and love-knowledge, and (11) responsibility.
The activity to revitalize in this era towards the educational values on the old literary works is still needed.
Due to it is reliable enough to carry out the ethics-moral guidance of humanity. Revealing the oral tradition and its values study are relevant to the important character education issues. They are being promoted by the Ministry of Education and Culture of the Republic of Indonesia.
The study results on Ni Dyah Tantri story will be possible to emulate the positive character values. King Airswaryadala character who succeeded in leadership, Krian Patih Bandeswarya character who is loyal and responsible, and also the intelligent character on Ni Dyah Tantri namely, discipline, love science, love-reading, social care, friendly and communicative, and full responsibility.
