Decision: Major revisions required

This article covers a very important topic and with some revisions, it can certainly be published. A few things stand out:

a. Please restructure the abstract to reflect 1) purpose, 2) focus, 3) methods, and 4) results of the study in the sequence.

b. There is a lack of the most recent citation from peer-reviewed journals in the manuscript from (2017 to 2021) in the introduction, Literature Review, and Discussion sections with empirical studies. APA requires the most recent references for academic work.

c. The introduction needs to justify and articulate the focus and questions of this study from the relevant scholarship, policy, and practice

perspectives using relevant literature as support.

d. You need to develop research questions at the end of the introduction in alignment with the study focus. Much of the literature review should be revised and incorporated into the introduction section. To enhance the justification ad articulation of the focus and questions there as suggested.

e. The Discussion is much abbreviated. This section needs a description of your study aims and a brief summary of the findings as they relate to these aims, followed by a comprehensive summary of how your findings compare and contrast to those of previous researchers (including relevant citations)

that I only see a few. This will give the manuscript greater consistency and structural coherence, leaving readers with a clear sense of the manuscript's aims and trajectory

f. The conclusions drawn are not very robust. I believe more in-depth information could be gleaned from the findings presented. It is important to make sure that the claims made in the indicative introduction about what the manuscript will argue are revisited in the summative conclusion (preferably with some brief reference to the main points made in the body of the manuscript).

g. Revise the rest of manuscript to ensure this conforms to the standard formatting of International Journal of Cyber Criminology authors’ guideline and – refer to the 7th edition of the APA Publication Manual in this

regard. Needs be formatted in APA 7th version.

h. A few bullet points for implications of the study would be helpful for readers.

i. And look over references to see all in present in the text and vice versa.

j. I am afraid there are some grammatical and English errors in this manuscript which make it quite hard to read in places and this is sufficient to make it

un-publishable in its present form. The article itself is interesting but it is a difficult read given the issues above. I suggest authors always have their work edited by a professional English editor before submissions. Find someone who is a native speaker of English to proofread your manuscript.

k. Please also submit the plagiarism certification along your revised submission.

Overall, we feel confident that if you carefully address the reviewers' and our concerns, your manuscript will make a valuable contribution to scholarship and teaching in the field of social science.
