This Research and Development starts with the problems faced by some teachers who do not understand very well and are less able to carry out the learning management in accordance with the Curriculum 2013 at Elementary Schools. The aim of this study is to generate a learning management module in the implementation of Curriculum 2013 at elementary schools as a learning resource that can be used to improvethe understanding and the ability of the teachers in implementing the Curriculum 2013.

The development of this module was conducted by following the model of ADDIE with the steps: Analysis, Design, Development, Implementation and Evaluation. The data were collected through observation, interview, documentary study, questionnaires and tests. The population in this study was the Padang City Elementary Schools with target school sample consisting of SD Percobaan and SDN 03 Alai Timur. The quantitative data were analyzed using non-parametric Mann-Whitney test. While the qualitative data were processed using the technique of Miles and Huberman. Validity test was done by experts, practicality test was carried out on teachers and students, and effectiveness test was done to students.

The results of the study revealed that: (1) learning management in the implementation of Curriculum 2013 has not been done properly in terms of integrated thematic approach aspect, scientific approach, and authentic assessment, (2) the module of Learning Management in the implementation of Curriculum 2013 at Elementary Schools has proven to be valid, practical and effective, (3) the teacher book and the student book for the fourth grade with the theme My Home which were used as examples in the learning management of Curriculum 2013 have proven valid, practical and effective. In conclusion, the Learning Management module in the implementation of Curriculum 2013 at Elementary Schools was effectively used in improving the understanding and ability of the teachers to manage learning in line with the Curriculum in 2013.

Penelitian pengembangan ini berawal dari masalah yang dihadapi oleh sebagian Guru yang belum memahami dengan baik dan kurang mampu melaksanakan manajemen pembelajaran sesuai dengan Kurikulum 2013 di SD Tujuan penelitian ini menghasilkan modul manajemen pembelajaran dalam implementasi Kurikulum 2013 di Sekolah Dasar sebagai sumber belajar yang dapat dimanfaatkan dalam meningkatkan pemahaman dan kemampuan guru dalam melaksanakan Kurikulum 2013.

Pengembangan modul ini dilaksanakan mengikuti model ADDIE dengan langkah-langkah Analysis, Design, Development, Implementation dan Evaluation. Data dikumpulkan melalui teknik observasi, wawancara, studi dokumentasi, angket dan tes. Populasi dalam penelitian ini adalah Sekolah Dasar Kota Padang dengan sampel sekolah sasaran yang terdiri dari SD Percobaan dan SD N 03 Alai Timur. Data kuantitatif dianalisis menggunakan uji non parametrik Mann- Whitney. Sedangkan data kualitatif diolah menggunakan teknik Miles dan Huberman. Uji validitas dilakukan oleh pakar, uji praktikalitas dilaksanakan pada guru dan siswa, serta uji efektivitas terhadap siswa.

Hasil penelitian mengungkapkan bahwa: (1) manajemen pembelajaran dalam implementasi Kurikulum 2013 belum terlaksana menurut semestinya dari aspek pendekatan tematik terpadu, pendekatan saintifik dan penilaian autentik, (2) modul Manajemen Pembelajaran dalam Implementasi Kurikulum 2013 di Sekolah Dasar telah teruji validitas, praktikalitas dan efektivitasnya (3) buku guru dan buku siswa kelas IV SD tema Tempat Tinggalku yang dimanfaatkan sebagai contoh dalam manajemen pembelajaran Kurikulum 2013 telah teruji secara valid, praktis dan efektif. Kesimpulan , modul Manajemen Pembelajaran dalam Implementasi Kurikulum 2013 di SD efektif digunakan dalam meningkatkan pemahaman dan kemampuan guru dalam mengelola pembelajaran sesuai tuntutan Kurikulum 2013
