The state of water supply services in the cities of Yogyakarta and Medan is better than sanitation. Almost all communities in Medan get clean water from unprotected wells (without walls and impermeable floors), while toilets or septic tanks are placed about 10 m away from them.

Meanwhile, the results of the analysis of water from wells in the city of Yogyakarta show that 50% of all wells have a high level of pollution.

Of these, the Pluit Pumping Station is the most downstream of the basin and is an essential drainage facility in Central Jakarta. There was an extensive pipe collapse at the East Pumping Station and most of the seawater entered the Pluit Reservoir through the East Pumping Station. If countermeasures are not taken, the Pluit Reservoir will soon be full, causing the entire Pluit Pumping Station to shut down.

The purpose of the project is to restore the function of the Pluit East Pump Station. Based on the planning phase of the development of integrated water resources Ciujung-Cidurian, the first phase of the Karian Dam scheme and KSCS consists of a length of 36.5 km, starting from the Ciuyah tunnel to the Parungpanjang water treatment. Therefore, the Government of India decided to undertake a Feasibility Study (FS) and Detailed Engineering Design (DED) of the Karian Dam project and part of the KSCS from Ciuyah Tunnel to Parungpanjang Water Treatment which had been completed in 2006.

The water supply coverage through the Karian-Parungpanjang Conveyance System of about 36.5 km is part of the Karian-Serpong System (KSCS) in Tangerang. Thus, due to the requirements for the development of the Karian water supply system as part of the PPP scheme, the HC developed the Karian Feasibility Study for the Development of the Water Supply System through Public Private Partnership (PPP) investment schemes. Therefore, the government should verify the accuracy of the results of the existing studies and search for the optimal scope and development scheme of the Karian-Serpong Water Supply and Transportation System through PPP investment schemes to reduce the use of the government budget.

Based on this, the Ministry of Public Works proposes a new project on the establishment of the comprehensive plan on the optimal development plan and upgrading of detailed engineering design for the supply and distribution water systems Karian Dam-Serpong.
