The List of Scheduled Priority External Loans or Daftar Rencana Prioritas Pinjaman Luar Negeri (DRPPLN) is compiled and issued pursuant to the mandate of Government Decree no. 10/2011 on the procedure for ordering external loans and grants, as well as Regulation of the Minister for State Development Planning/Head of State Development Planning no. 4/2011 on the procedure for planning, proposing, evaluating, monitoring and evaluating projects financed by foreign loans and grants. Due to the need to achieve the goal of mixed energy from renewable sources, which represents one of the national development priorities in the field of facilities and infrastructure as well as natural resources and the environment, a new revision of the DRPPLN/Green Book 2019 was issued on August 23, 2019 by decree. In addition, to increase its effectiveness, readiness criteria are used in accordance with the Regulation of the Minister for State Development Planning/Head of the Agency for State Development Planning No. 4/2011 on the procedure for planning, proposing, assessing, monitoring and evaluating financed projects. with external loans and donations. As stipulated by the regulation, the Ministry of State Development Planning/National Development Planning Agency (Bappenas) is assigned as the coordinator for the external loan project planning process.
