Log in or Log out of the System

Click on the icon in the upper right corner to select the system display language. You can exit the system safely by clicking [Exit] in the upper right corner of the interface after entering the system.

Introduction to the System

Users

Visit https://cifer.singlewindow.cn, enter the username and password to log in to the system, and then enter the main interface of the system. Through the system, competent authority will review and inspect the applications submitted by the domestic manufacturers through the system and recommend them to the General Administration of Customs of the People's Republic of China (hereinafter referred to as the . "GACC").

Function

Overseas manufacturers of imported food (hereinafter referred to as “enterprises”): overseas manufacturers, processors and storage facilities that export food to China. Overseas manufacturers of imported foods other than the 18 product groups listed above must apply for registration directly with the GACC.

Reset the account password

The system account assigned by the competent authority can be used to register an overseas producer of any category of food after logging into the system. Click the "Submit" button to submit the certification application to the competent authority, and the interface is gray and cannot be operated.

Application for Registration

Registration Recommended by the Competent Authority of the Country (Region)

After confirmation, click [Submit], the system will automatically forward the data to the relevant authorities. Enter information → Preview → Submit to competent authority → Recommended by competent authority → Approved by GACC (the company obtains a Chinese registration number). Enter data → Preview → Submit to competent authority → Rejected by competent authority (Reasons for rejection can be found in . "Integrated Inquiry - Application Form Inquiry").

Applications rejected by the competent authority cannot be resubmitted with changes to the original application form. Registration number approved by the competent authority of the country (region): it is automatically filled by the system according to the "country (region) registration number" entered by the user when creating the account. Name of the competent authority in the country (region): the name of the authority that assigned a user account to the company.

Special products for export to China” are created based on the items filled in for “Special products for export to China” in the field. Other functions such as delete and query are essentially the same as those on the application page for the competent authority to recommend GACC products for registration. Registration number approved by the competent authority of the country (region): the system automatically fills it in according to the "registration number of the country (region)" entered by the user during creation.

Application for Modification

Enter information → Preview → Submit to Competent Authority → Recommended by Competent Authority → Approved by GACC (Registration information will be updated to the latest content submitted for change). Enter information → Preview → Submit to Competent Authority → Requested by Competent Authority for addition and correction → Amend application and resubmit to Competent Authority → Recommended by Competent Authority → Approved by GACC (Registration information will be updated to the latest content submitted for amendment ). In the case of applications rejected by the competent authority (recommendation . rejected), the original application cannot be changed and resubmitted.

Data in the status of addition and correction that is returned after approval by the competent authority can be edited and adjusted. Submit: After clicking the [Preview] button, a [Submit] button will be displayed allowing the user to submit temporarily stored data to the competent authority for review. For applications rejected by the GACC, it is not possible to make changes to the original application and resubmit it.

Application for cancellation

Select the competent authority of the country (region) and fill in the reasons for cancellation. Enter cancellation information → Submit to competent authority → Competent authorities submit application for cancellation to GACC →. Enter the cancellation information → Send to the competent authority → GACC returns the application (Reason for rejection can be found in "Institution Confirmation" in "Integrated Inquiry" - "Application Form Inquiry"; select the approved registration again to the "Cancellation Application" page to submit an application for new cancellation.) 3.

Application for extension

After confirmation, return to the extension page and click [Extension]. The system will automatically submit the application for renewal to the corresponding competent authority or the GACC, whichever is applicable. Enter the extension information → Submit to the competent authority → Competent authorities submit the application for extension to the GACC → the GACC approves the application. Enter the extension information → Submit to the competent authority → GACC returns the application (the reasons for the rejection can be found through the "Institution receipt" in the "Integrated query Application form query"; select the approved registration again on the "Application for renewal page to request a new extension.) 3.

For applications rejected by the competent authority, it is not possible to make changes to the original application and resubmit it. Extension: Click the [Extension] button to submit the data of application for extension to the competent authority for review. Except for "the name of the competent authority in the country (region)", other fields and the fields on the [View details] page are not allowed to be modified.

Extension: Click on the [Extension] to submit the data of application for extension to the GACC for review.

Notification

Enter the "Continue Entry" interface, most of the main field content displayed is from the approved registration. All fields and the fields on the [Show details] page must not be changed. Suspension of imports, the corresponding registration number in China will be suspended, and the corresponding goods will not be cleared by customs.

Resumption of import, the corresponding registration number in China will return to normal, and the corresponding registration application can be canceled. Revocation, if the registration number of the corresponding product in China is invalid, the enterprise must apply for registration again. Click [View] in the data management column to open the message and view details.

Rectification

Click on the "Cortification" menu on the left to view the correction information registered by the company. When the processing is still carried out by the enterprise and the correction process is not completed, the enterprise can operate the correction information. If the rectified product is a product recommended for registration by the competent authority of the country (region), the company must submit the correction material to the competent authority.

Then the competent authority will implement review and inspection, and may amend the correction material submitted by the enterprise. If the material submitted by the enterprise is deemed to meet the requirements, it will be submitted to China Customs for review and approval. If the material submitted by the company does not meet the requirements, it can be returned to the company for supplementation and correction.

After completion and correction, the company may submit the correction material to the competent authority.

Reexamination

When the processing is still carried out by the enterprise and the reexamination process is not completed, the enterprise can operate the reexamination information. If the re-examined product is a product recommended for registration by the competent authority of the country (region), the enterprise must submit the re-examination material to the competent authority. The company will be allowed to submit the re-examination material after supplementation and correction to the competent authority.

If it is not required to register the re-examined product as recommended by the competent authority of the country (region), it will be submitted directly to Customs for approval. After the product passes the assessment and approval, Chinese customs will issue a certificate of approval to the company and the competent authority. If approval fails, the company and the competent authority will amend and delete the original reexamination notice.

Click [View] in the Data Processing column to open the application form for more information. For applications that are temporarily stored (to be submitted by the company) or subject to completion and correction (to be submitted by the company), the application forms can be edited, modified and declared. If the competent authority processes the data provided by the .. company, the company may not edit, change or submit the application.

The status shown in the upper right corner is the status of the application form, not the status of the current product registration number in China. The application is temporarily stored on the company side, which must be submitted to the competent authority of the country/region/GACC. The competent authority of the country (region) rejects the company's application and the company cannot amend the application.

Processing failed An error or anomaly occurred while processing the application and the competent authority or company in the country (region) may resubmit the application without completing a new application.
