Optimization Of Traffic Management At The Bakauheni Ferry Port, Lampung Province.

Abstract
Bakauheni Ferry Port is the gateway to the southern part of Sumatra Island which connects Bakauheni Port (South Lampung) with Merak Port (Banten Province). In its implementation, it is necessary to optimize good crossi
ng traffic management. This study aims to determine the zoning system at the Bakauheni Ferry Port based on the Regulation of the Minister of Transportation concerning Ferry Port Sterilization and the placement of supporting signs along with the traffic flow patterns of passengers and vehicles at the Bakauheni Ferry Port based on the Decree of the Director General of Land Transportation Number SK.242/HK.104 /DRJD/2010. The method used to collect data in this research is observation and problem identification, the data is divided into primary and secondary data, primary data in the form of observations and surveys, while secondary data in the form of institutional and literature. Analysis methods are used to analyze problems such as zoning system analysis, Vehicle Traffic Analysis and Analysis of Directional Signs Equipment. The result is that the lack of application of the zoning system at the Bakauheni Ferry Port causes service users to enter the prohibited zone and carry out activities there and the lack of precise placement of signs supporting the zone system at the Bakauheni Ferry Port. Meanwhile, in the management of vehicle traffic flow patterns at the Bakauheni Ferry Port, it is not in accordance with the Crossing Traffic Management Technical Guidelines.

1. Introduction
Transportation is one element that is very important for human needs to support economic life in society, both in the form of development and growth. Transportation as a tool to move people and goods from the place of origin to the destination using a vehicle. Transportation can be in the form of private transportation and public transportation. The need for transportation in an area is caused by the interaction between social and economic activities in the area. One of the means of transportation is a ship in the port.

terminal facilities including a pier where ships can dock for loading and unloading of goods, sea caves (transito) and storage places where ships unload and load goods, and warehouses where goods -goods can be stored for a longer time while waiting for delivery to the destination and shipment. The terminal is equipped with a railway and/or highway. One of the famous ports is Bakauheni Port, which is a port located in the South Lampung area.
South Lampung Regency is one of the regencies in Lampung Province. The capital of this district is located in Kalianda and has an area of 2,007.01 km2 and a population of 950,844 people. South Lampung Regency is located between 105° – 105° 45' East Longitude and 5° 15' - 6° South Latitude. In the southern part of the South Lampung Regency, which is also the tip of Sumatra Island, there is the Bakauheni Ferry Port which is a transit point for residents from Java to Sumatra and vice versa. Thus Bakauheni Port is the gateway to the southern part of Sumatra Island. The distance between Bakauheni Port (South Lampung) and Merak Port (Banten Province) is approximately 27 km, with a ferry boat travel time of about 1.5 hours.

Bakauheni Ferry Port has 70 operating vessels and has 7 docks including 6 regular docks and 1 executive dock with 5 ships operating per regular dock and 2 to 3 ships operating for executive docks with a frequency of 8 trips/day for each ship. At this time Bakauheni Ferry Port still does not meet the requirements in the application of the zoning system and traffic flow patterns, it is necessary to optimize the system. it is necessary to optimize the zoning system, this can be seen from the problems found at this port, the occurrence of crossings in the traffic flow, especially at the executive dock on the shuttle for passengers and vehicles that are ready to be loaded onto ships. And the number of street vendors who enter the forbidden zone, especially in zone C, which is a zone that is only allowed to be entered by officers (bunkers, moveable bridge houses, water hydrants, electric substations, bolder places) at the Bakauheni Ferry Port.
The purpose of this study was to determine the zoning system at the Bakauheni Ferry Port based on the Regulation of the Minister of Transportation concerning Ferry Port Sterilization and the placement of supporting signs along with the traffic flow patterns of passengers and vehicles at the Bakauheni Ferry Port based on the Decree of the Director General of Land Transportation Number SK.242/HK. 104/DRJD/2010.
2. Research Method
This data writing uses a qualitative approach, where data is obtained using observation and problem identification. data is divided into two, namely primary and secondary data, primary data is data obtained directly from the source or based on direct observations in the field in the form of observations and surveys while secondary data secondary data is data obtained indirectly or data obtained in the form of finished and has been processed by other parties in the form of data from Institutional and literature. Analysis methods are used to analyze the problems found such as zoning system analysis, Vehicle Traffic Analysis and Analysis of Directional Sign Equipment.

3. Results and Discussion
Bakauheni Ferry Port has 70 operating vessels and has 7 docks including 6 regular docks and 1 executive dock with 5 ships operating per regular dock and 2 to 3 ships operating for executive docks with a frequency of 8 trips/day for each ship.

1) Zoning System At Bakauheni Ferry Port
Conditions for the Implementation of the Zoning System at Bakauheni Ferry Port. The ferry port must have regulation and supervision of the operation of the zoning system at the port, but what is happening in the field for zoning arrangements at the Bakauheni Ferry Port is not in accordance with the Regulation of the Minister of Transportation Number PM. 29 of 2016 concerning the Sterilization of Ferry Ports, where there are still frequent violations of zoning by residents around the port area, such as selling activities in Zone C, especially at Moveable Bridge houses and there are still many people fishing at the pier.

From looking at the current conditions at the Bakauheni Ferry Port. So the need for a zoning system to control vehicles and passengers as well as local residents to support zoning in Zone C, especially moveable bridge houses in accordance with the Minister of Transportation Regulation Number 29 of 2016 concerning Fertilization of Ferry Ports in the planning of the zone system must pay attention to the following:
a. Zone A1 : Gate, Shuttle Parking, Counter
This zone starts from the port gate to the passenger counter in the terminal building.
As well as a parking lot devoted to delivery and pickup vehicles.
b. Zone A2 : Passenger Waiting Room
It is a zone that functions as a waiting room for prospective passengers who will board the ship, located inside the terminal building, so that after the passengers have finished buying tickets, they will immediately wait in this room, and are not allowed to leave again because this room is sterile from other passengers who are not will cross.
2) Zoning Sign
Lack of signage and support for the Zone system, Based on Figure 1.2, it can be seen that the passenger shuttle parking area does not have signposts and signs supporting the zoning system, causing vehicles ready to load onto ships often parked in the shuttle parking area which is not in accordance with the Regulation of the Minister of Transportation. There must be a plan to add additional guidance signs and zoning support signs. Provision of zone system support equipment such as traffic signs at ports is needed to support the zone system and traffic regulation at ports based on the Regulation of the Minister of Transportation of the Republic of Indonesia Number 13 of 2014 concerning Traffic Signs.
3) Traffic flow patterns at Bakauheni Ferry Port.
Lack of Implementation of Vehicle Traffic Management So that Crossing still occurs between vehicles in the Vehicle Ready to Load Area (Zone B3). Based on Figure 1.3, shuttle vehicles at the executive terminal still have to use the route for vehicles to get on and off the ship to exit the port, causing crossing between vehicles in the vehicle ready-to-load area (Zone B3), of course this is not in accordance with the Regulation of the Minister of Transportation Number pm. 29 of 2016 concerning the Sterilization of Ferry Ports where the B3 zone should only be intended for vehicles that will board the ship.

In addition, based on Figure 1.4 on the traffic at the Bakauheni Ferry Port, there are still many violations of traffic signs that cause traffic jams.

Vehicle Traffic Management Arrangement Planning can help Support Zoning System in Executive Terminal. In accordance with the Regulation of the Minister of Transportation Number 29 of 2016 concerning Fertilization of Ferry Ports, the B3 zone should be devoted to vehicles ready to load onto ships, to overcome this problem, it is necessary to regulate vehicle traffic in accordance with the Decree of the Director General of Land Transportation Number.
SK.242/HK.104/DRDJ/2010 Regarding the Technical Guidelines for Crossing Traffic Management by implementing arrangements for shuttle vehicles so that they have their own lanes that do not pass through the B3 zone, the following is a traffic arrangement scheme for shuttle vehicles that will be implemented:
a. Shuttle vehicles enter through a special lane on the left side of the port next to the Bakauheni Ferry Port sector police station;
b. Then the shuttle vehicle follows the predetermined path;
c. Then the shuttle vehicle is parked in the shuttle parking lot;
d. Then the shuttle vehicle exits through the same route as when entering the Bakauheni Ferry Port.
4. Closing
a. Conclusion
The lack of implementation of the zoning system at the Bakauheni Ferry Port in accordance with the Regulation of the Minister of Transportation Number 29 of 2016 concerning Ferry Terminal Sterilization causes service users to enter the prohibited zone and carry out activities there such as street vendors selling in zone C, namely moveable bridge houses and the lack of accuracy. placement of signs supporting the zone system at Bakauheni Ferry Port which causes users to enter zones that are not supposed to be entered.
The arrangement for the management of vehicle traffic flow patterns at the Bakauheni Ferry Port is not in accordance with the Decree of the Directorate General of Land Transportation Number SK.242/HK.104/DRDJ/2010 concerning the Technical Guidelines for Crossing Traffic Management which still often occurs crossing between vehicles at several points. such as the vehicle B3 zone which should only be intended for vehicles ready to be loaded onto ships but is

still used by passenger shuttle vehicles, causing crossing between vehicles and traffic jams at the port.
