Abstract
Introduction
The concept of the value of E-SCM is a popular approach to evaluate the performance of E-SCM services (Hu and Hsu 2010; Ninlawan et al. 2010). Azmiyati and Hidayat (2017) examine performance measurement in relation to supply chain management performed in the process of the finished product in the housing phase and release the finished product for delivery.
Developing E-Supply Chain Management Concept Electronic Supply Chain Management
To identify the capability of the IT human resources and IT infrastructure in E-SCM, this study will use the Theory of Resource-Based View. There are two factors of IT human resources within the context of the organizations namely a).
Research Method
The collected data were analyzed using SEM techniques to identify critical factors for evaluating the value of electronic supply chain management in the palm oil industry. Such a technique is required in this research for testing relationships between measured variables and unobserved constructs, and for estimating relationships between unobserved constructs. Confirmatory factor analysis (CFA) and analysis of moment structures (AMOS) version 21 are used to assess the initial conceptual constructs.
CFA tests a measurement theory by providing evidence on the validity of individual measures based on overall model fit and other evidence of construct validity (Hair 2010). To assess overall model fit, various measures of goodness of fit (GOF) were used including chi square (x2), ratio of x2 to degree of freedom (x2/df), GOF index (GFI), root mean square error of approximation (RMSEA), the Tucker–Lewis index (TLI) and the comparative fit index (CFI).
Data Analysis
Evaluation criteria for IT suitability variable Human resources Suitability index Threshold model. Evaluation of criteria for indices of suitability of IT infrastructure The goodness of fit index Cut-off Value Model. 2 shows that strong support is essential for evaluating E-SCM value drivers through IT human resources and IT infrastructure.
This shows that IT human resources and IT infrastructure are critical factors in evaluating E-SCM value. Discriminant validity among other factors of this model is investigated by Hair et al.
Finding and Discussion
Data distribution within the organization (D2), Jakkhupan et al. 2011) describe Is a manifestation of the implementation of the company's network system strategy in building relationships between organizations based on coordination or dissemination of information about work units in the organization. The implementation of information technology is very important to facilitate the exchange of information in the flow of information both in terms of planning, production, demand estimates and sales estimates. Modularity of application systems (D3), Antoni and Jie (2012) The modularity system that the organization uses in the organization in the use of information technology provides a framework, the organization's strategy in using IT to review, monitor, evaluate and collaborate between companies partners through both electronic media and communication so that benefits can be provided, increase competitive advantage, reduce operating costs and more cooperation and coordination between business partners in the supply chain.
The development of interorganizational information systems has shifted the role of information technology from competitive weapons to weapons of good cooperation (Lee et al., 2000). The implementation of information technology is very important to facilitate the exchange of information in the information flow, whether in planning, production, demand estimates or sales estimates.

Rachmat
Yani Nurhadryani
Through this program, the preparation of the Bogor Smart City Master Plan involves all stakeholders in Bogor. The preparation of a Smart City Masterplan requires a good framework for managing a complex system and coordinating business and IT in the future. The purpose of this study was to produce an EA recommendation as the basic framework of the Bogor Smart City Master Plan, especially for the smart management dimension.
The current study focused on the dimension of Smart Governance, which was implemented using the framework of the TOGAF Architecture Development Method, which is described in the Principles of Architecture based on the TOGAF ADM Phase Preliminary (The Open Group 2011). Draft Master Plan for Smart City, Master Plan for e-Government (Diskominfostandi Kota Bogor 2017) (Medium-term Regional Development Plan of Pemkot Bogor.
Result and Discussion
Based on observation, the data architecture of Bogor did not have all integrated databases in the data warehouse of Bogor City Government. Based on these issues, there should be an ICT infrastructure management that can support efficient public services that match the infrastructure targets. The proposal of design targets based on the targets of network architecture of Bogor to support public services consistent with the vision of technology architecture is presented in Table 3.
Based on the gap analysis matrix of the business architecture, application architecture and technology architecture, it was found that to achieve Smart City supported by good public services in Bogor, there is an integrated and interoperable service system between OPS, sub-districts, and urban villages in Bogor. Based on the gap analysis, there were five things that should be the focus by Bogor City Government, that is, 1) the necessity of system integration and interoperability to improve the quality of smart management.

Social media is a form of electronic communication (such as social networking websites and microblogging) through which users create online communities to share information, ideas, personal messages, and other content (such as videos). Social media provides a faster and more precise way to participate in the online exchange of information. This allows active users of social media and government websites to contribute constructively to the region's progress.
Under these conditions, Public Relations of the Government is required to have the ability to manage social media so that the information related to certain institutions can be properly delivered. It will therefore be beneficial for the government to improve the quality of public services through social media and increase the satisfaction of its citizens.
Theories
We can conclude that most of the content of the social media: Facebook of the local government consists of the posts of the manager of the Facebook page and the comments of the residents of the area. The use of social media is an innovation used to improve communication with the community. In addition, the interaction created through social media is expected to influence the government's policy-making process.
The analysis was conducted by categorizing posts and comments over the past two months to see how citizens as social media users reacted and provided feedback to local government Facebook posts. This will form the basis for creating a social media management strategy to increase trust and public service delivery to local government.
Results and Discussion
Most Comments
Based on the results of the categorization, researchers suggest to the municipalities how to increase the active participation of citizens in the use of their social media. Social media has been considered to be able to build communication and interaction between the government and citizens. In this case, the government should be able to use social media to capture the attention and support of the wider audience.
This research contributes from the results of the categorization, researchers can suggest to the local government how to increase the active participation of citizens in the use of their social media. Data Quality Management in Educational Data
A Case Study of Statistics Polytechnic
Nori Wilantika
Wahyu Catur Wibowo Faculty of Computer Science,
Unfortunately, a data quality assessment conducted by (Wijayanti et al. 2018) indicates that this institution did not meet the PDDikti data quality requirements. Wijayanti et al. 2018) stated that there are several causes of data problems at the Polytechnic of Statistics, such as the absence of policies and standards regarding data quality. The main cause of the problems is that the Statistical Polytechnic does not have implemented data quality management (DQM).
Based on the root cause, a research question arises, which is how to perform data quality management in the Polytechnic of Statistics. This research can also be a reference for related research on educational data management and quality improvement.
Theory
The Data Quality Management Maturity Model (DQM3) provides methodologies, techniques and tools to assess the level of DQM maturity in an organization (Lucas 2010). Data quality expectations can be stated explicitly or implicitly in the form of rules and policies. This component assesses an organization's maturity in defining and using dimensions of data quality.
This component measures how structure, roles, responsibilities, data stewardship and workflow are defined in the management of data quality in the organization. This level indicates that data quality management is at the highest level as the organization can identify the opportunity for improved data quality.
Result
The expected maturity level of DQM was confirmed to the Chairman of the Information Technology Unit and the Chairman of the Internal Quality Assurance Department Statistics Polytechnic to ensure validity. After the expected maturity level of DQM was determined, the differences between the current maturity level and the expected maturity level were analyzed. These regulations are in line with one of the characteristics of maturity level level 3, namely validating data using defined data quality rules.
Therefore, the expected maturity level for this component is at least level 3. 2) Dimensions of data quality. In other words, the maturity level for this component is expected to reach maturity level 2. 3) Information Policies.
Discussion and Implication
22 SLAs for data quality have been drawn up and used. to monitor compliance with the information policy. DQM2 41 The contribution of data quality components to . The core activities of the institution can be well described. The top-down approach places more emphasis on evaluating the impact of data quality on business.
The maturity level of Polytechnic Statistics' data quality management ranges from level 1 to level 2 for eight components. Meanwhile, it is expected that the maturity of the data quality management of the Polytechnic of Statistics will reach level 2 to level 4.
