I. BACKGROUND
The HIV epidemic in Indonesia is primarily concentrated among key populations, including transgender people, female sex workers, and people who inject drugs. However, there is also a low level general epidemic in the provinces of Tanah Papua. As of 2020, it was estimated that 543,100 people were living with HIV in Indonesia.
A recent model shows that the number of new adult HIV infections has been declining among all key population subgroups, except for men who have sex with men. The model also suggests that Indonesia is not on track to end HIV and AIDS by 2030. As of the end of 2020, 77.3% of people living with HIV in Indonesia knew their HIV status, 23.5% were on antiretroviral therapy, and only 6.1% had received a viral load test and were virally suppressed.
The Ministry of Health has a goal of ending the HIV epidemic as a public health threat by 2030 and has set a target of 95-95-95 (95% of people living with HIV knowing their status, 95% of those knowing their status on antiretroviral therapy, and 95% of those on therapy with viral load suppression) by the end of 2030. The HIV program for the period 2022-2023 will be
implemented by the Ministry of Health, the Spiritia Foundation, and the Indonesia AIDS Coalition. Each organization will have specific roles and responsibilities in addressing the HIV epidemic in Indonesia.
Yayasan Spiritia is interested in conducting a mid-term evaluation of its program to address HIV among key populations in Indonesia. This evaluation will provide insight into the impact and effectiveness of the program, as well as identify areas for improvement. It will also serve as a capacity-building opportunity for Yayasan Spiritia staff. The timing of the evaluation is ideal as the current funding cycle approaches its mid-point and the Ministry of Health is scheduled to produce an epidemic update. The evaluation results will inform the development of a proposal for future funding and consider long-term sustainability.
II. OBJECTIVE
The objective of the consultancy is:
• Undertake a higher-level, longer-term assessment of Yayasan Spiritia’s GFATM-supported programs to quantify the magnitude of program impact on the evolving HIV and AIDS sub- epidemics among MSM, Waria and PWID and PLHIV Support.
• Assess what additional interventions and improvements in intervention design and/or implementation are needed to produce better results
III. EXPECTED DELIVERABLES AND TIME FRAME
Below are the specific tasks and activities to be undertaken by the consultant:

— All deliverables and reports must have submitted in the English language.
— Upon receipt of the deliverables and before the payment of the instalment, the deliverables- related reports and documents will be reviewed and approved by Spiritia. The period of the review is one week of working days after receipt.
IV. DURATION OF THE ASSIGNMENT
The consultant will be contracted for a maximum of 10 days between January-March 2023
V. SCHEDULE OF PAYMENT

VI. INPUTS
— Spiritia will provide the consultant with background materials for the desk review and MSM, TG and PWID Implementation related documents.
— The consultant is expected to work remotely using his/her computer but may access the Spiritia office printing or relevant documents, or should he/she be required to work on-site at any point during the assignment.
VII. PERFORMANCE EVALUATION
— Contractor’s performance will be evaluated based on : timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
VIII. REQUIRED EXPERIENCE AND QUALIFICATIONS
Consultant Qualification, Skills, Experience and Role Local/Regional
Consultant Education:
• Post-graduate qualifications in social sciences, health, public health or related field.
Skills, Competencies:
• Excellent interpersonal and communication skills.
• Excellent planning and analytical writing skills.
Experience:
• Minimum of 10 years experience in the field of HIV & AIDS in the Asia Pacific region
• Extensive experience with MSM/Transgender/PWID HIV prevention programs in the Asia-Pacific region, especially with The Global Fund mechanism support
• Understand Indonesia Concept Note 2021-2023 for The Global Fund
IX. REPORTING PRACTICE End of assignment
i. Consultant to produce timesheet with clients’ signature upon assignment completion.
ii. Consultant to complete Spiritia Contract Completion Report & Consultant Feedback Form.
iii. Any amendments to the current assignment and deliverables in regard to the TOR must be acknowledged by the client and Spiritia FP.
