Pemerintahan harus memiliki sifat mengayomi, terbuka terhadap perubahan, dan memberikan wewenang yang sesuai dengan konteks yang ada di wilayah tersebut.
Salah satunya Dinas yang bekerja di Bidang Kesehatan. Pemerintah daerah harus memperhatikan kesehatan penduduk kota Bandung dengan melakukan pengelolaan kesehatan melalui aturan yang sudah dibuat oleh Pemerintah Pusat. Kesehatan menjadi elemen penting yang ada dalam masyarakat, maka pemerintah menciptakan Dinas Kesehatan yang menyediakan peraturaan tentang kesehatan untuk masyarakat di Kota Bandung. Hal itu menjadi sangat penting bagi masyarakat Kota Bandung yang sehat dan bersih. Dinas Kesehatan Kota Bandung bekerja di bawah naungan Pemerintah Kota dan standar kesehatan yang diminta untuk Kementrian Kesehatan Republik Indonesia. Masyarakat yang bekerja di sini termasuk golongan ASN (Aparatur Sipil Negara) yang memiliki fungsi dan asas yang berisi tugas mengayomi penduduk yang ada di daerah terkait di bidang kesehatan dan terbuka terhadap perubahan. Penerapan yang cocok untuk menaungi kinerja ASN yakni menerapkan pendekatan Arsitektur modern.
Arsitektur modern memiliki prinsip fungsional dan adaptasi terhadap teknologi sesuai dengan asas ASN. Selain Dinas Kesehatan, program yang di atur pemerintah yaitu organisasi Palang Merah Indonesia (PMI) yang menjadi organisasi swasta untuk membantu dibidang donor darah bagi yang membutuhkan.
Kedua konfigurasi yang dibuat oleh negara ini harus mencerminkan desain yang modern, bersih, sehat, dan menggunakan teknologi modern seperti di zaman saat ini. Oleh karena itu bangunannya menonjolkan fasad yang formal dan modern sebagai perwujudan kantor Pemerintahan serta memberi unsur budaya lokal yang ditandai dengan atap sunda julang ngapak yang sudah diatur oleh Undang-undang.
Desain kantor Dinas Pemerintahan ini mengerucut kepada pendekatan Arsitektur Modern Fungsional yang sesuai dengan struktur Organisasi Dinas Kesehatan Kota Bandung.

Government must have a protective nature, be open to change, and provide authority in accordance with the context in the region. One of them is the Office that works in the Health Sector. Local governments must pay attention to the health of Bandung city residents by conducting health management through rules that have been made by the Central Government. Health is an important element in the community, so the government created the Health Service which provides regulations on health for people in the city of Bandung. That is very important for healthy and clean Bandung citizens. Bandung City Health Office works under the auspices of the City Government and the health standards requested for the Ministry of Health of the Republic of Indonesia. The people who work here belong to the ASN (State Civil Apparatus) group which has the function and principle that contains the task of protecting the population in the area concerned in the health sector and is open to change. The application that is suitable to overshadow the performance of ASN is to apply a modern architectural approach. Modern architecture has functional principles and adaptation to technology in accordance with ASN principles. In addition to the Health Office, the program set by the government is the Indonesian Red Cross (PMI) organization which is a private organization to help in the field of blood donation for those in need. Both configurations made by this country must reflect a modern design, clean, healthy, and use modern technology as it is today. Highlighting the formal and modern facade as an embodiment of the Government office as well as providing elements of local culture that is marked by the Sunda Sunda sundae roof which is regulated by law. The design of the Office of the Government Office was conical to the approach of Modern Functional Architecture in accordance with the organizational structure of the Bandung City Health Office.
