PERSEPSI MASYARAKAT TERHADAP KINERJA PEMERINTAH KABUPATEN BINTAN DALAM MENANGGULANGI PENYEBARAN COVID-19 (STUDI
KASUS KECAMATAN BINTAN TIMUR)

ABSTRAK
Adanya virus Covid-19 ini membuat kinerja pemerintah pusat maupun pemerintah daerah bertambah, pemerintah pusat maupun pemerintah daerah menjadi peran yang sangat penting untuk menjaga masyarakat agar tidak tertular virus Covid-19.
Wilayah Kecamatan Bintan Timur menjadi salah satu wilayah yang memiliki jumlah kasus Covid-19 terbanyak di Kabupaten Bintan. pada penelitian ini penulis meneliti tentang bagaimana persepsi masyarakat terhadap kinerja Pemerintah Kabupaten Bintan dalam menanggulangi penyebaran Covid-19. Pada penelitian ini menggunakan teori Bimo Walgito dengan 3 indikator. Penelitian ini menggunakan metode penelitian Deskriptif dengan pendekatan kuantitatif, dengan teknik pengumpulan data berdasarkan penyebaran kuisioner/angket. Teknik analisis data pada penelitian ini menggunakan uji validitas dan uji reabilitas dengan menggunakan software SPSS dan mendeskripsikan hasil dari persepsi masyarakat Kecamatan Bintan Timur terhadap kinerja Pemerintah Kabupaten Bintan dalam menanggulangi penyebaran Covid-19. Hasil penelitian menunjukkan bahwa persepsi masyarakat Kecamatan Bintan Timur terhadap kinerja Pemerintah Kabupaten Bintan dalam menanggulangi penyebaran Covid-19 pada indikator pertama termasuk kedalam kategori karakteristik skala likert Baik dengan jumlah perhitungan 63,36%, pada indikator kedua juga termasuk ke dalam kategori karakteristik skala likert baik dengan jumlah perhitungan 62%, dan pada indikator ketiga termasuk kedalam kategori karakteristik skala likert baik dengan jumlah perhitungan 60,4%. Dari hasil perhitungan jawaban pernyataan responden secara keseluruhan termasuk ke dalam kategori karakteristik skala likert baik dengan hasil perhitungan 62,36%. Hal tersebut telah di buktikan dari pengolahan data dengan menggunakan pengukuran skala likert.

ABSTRACT
The existence of the Covid-19 virus has made the performance of the central government and regional governments increase, the central government and regional governments have a very important role to keep the community from contracting the Covid-19 virus. The East Bintan District is one of the areas that has the highest number of Covid-19 cases in Bintan Regency. In this study, the author examines how the public's perception of the performance of the Bintan Regency Government in tackling the spread of Covid-19. This research uses Bimo Walgito's theory with 3 indicators. This study uses a descriptive research method with a quantitative approach, with data collection techniques based on the distribution of questionnaires. The data analysis technique in this study used a validity test and reliability test using SPSS software and described the results of the perception of the people of the East Bintan District on the performance of the Bintan Regency Government in tackling the spread of Covid-19. The results showed that the perception of the people of the East Bintan District on the performance of the Bintan Regency Government in tackling the spread of Covid-19 in the first indicator was included in the Good Likert scale characteristic category with a total calculation of 63.36%, in the second indicator also included in the Good Likert scale characteristic category. with a total calculation of 62%, and the third indicator is included in the category of characteristics of a good Likert scale with a total calculation of 60.4%. From the results of the calculation of the answers to the respondent's statement as a whole, it belongs to the category of characteristics of a good Likert scale with the calculation results of 62.36%. This has been proven from data processing using Likert scale measurements.
