Public health social work is distinguished by its reliance on epidemiological information and its focus on structural interventions, often at the primary care level, and on population health (NASW, 2005; Social Work Policy Institute, 2007). Its goals are to avoid risk, prevent illness, promote healthy behaviors, and enhance the environment. Public health social workers think, strategize, and practice beyond the individual level in order to advocate for vulnerable populations and engage in political action (Congress, 2013; Hurdle, 2004). They are, by nature, boundary spanners, keeping in mind that clients at every level are representative of populations who need advocates, strategists, and interveners to expand the reach of their roles, becoming forces in and across systems and levels of government (Kerson, 2002).

The model in Figure 23.1 illustrates the multi-systemic factors involved in public health social work and, indeed, all of public health. Kindig pov: policies
