PRELIMINARY

One of the important aspects in the management of Higher Education is alumni management. Alumni management is a continuation of the university's efforts to maintain the continuity of the implementation of higher education programs which include implementing a career system and providing jobs for graduates, empowering community participation, developing and utilizing networks of cooperation and partnerships, and building and utilizing regional support.

Alumni as part of the output certainly have an important role in an educational institution, as well as alumni at the Islamic University of Kalimantan Muhammad Arsyad Al-Banjari Banjarmasin (UNISKA MAB) as the oldest university in Kalimantan which has served for 38 years and has graduated thousands of students and alumni. widely spread in Kalimantan and able to play a role in various fields of the campus environment and the wider community.

The determination of value and accreditation in a tertiary institution is found in the alumni (graduates) of a university as the assessors. It is described in the Act - Act No. 20 of 2003 on National Education System, that with respect to the Accreditation System of Higher Education which was later described in the Code Asesemen Fields of Accreditation of Degree issued by the National Accreditation Board of Higher Education (BAN-PT) on the focus of field assessment more specifically on students and graduates, there are three points related to alumni management, namely:

Empowerment services for graduates, style, type, container, quality, price and intensity. Second,

tracking and recording graduate

data; comprehensiveness, updating, working lead period profiles. First, the suitability of the work field with the field of study and work position. Third, the participation of graduates and alumni in supporting the academic and non- academic development of a study program .

This clearly shows that the government is very serious in encouraging universities to be able to manage alumni, conduct tracing studies so that the distribution can be detected and provide feedback from alumni to higher education in building the quality of higher education, all of which are aimed at developing the intellectual life of the nation as part of national development .

Government Regulation Number 19 of 2005 concerning National Education Standards, as amended by Government Regulation Number 32 of 2013 and Government Regulation Number 13 of 2015, in Article 2 paragraph (2) states that:

Education quality assurance and control in accordance with the National Education Standards (SNP) need evaluation, accreditation and certification. This education quality assurance aims to determine whether the education unit or program has met or exceeded the National Education Standards.

The evaluation process of all aspects of education must be directed at efforts to ensure the delivery of quality education services and empower those who are evaluated so as to produce education graduates in accordance with established standards. Education standardization has a meaning as an effort to equalize the direction of education nationally which has flexibility and flexibility in its implementation.

Based on the facts at the Islamic University of Kalimantan Muhammad Arsyad Al-Banjari Banjarmasin, there are some data regarding: alumni, namely: Number of alumni or graduates in a period of 5 years (five years) report of graduates for the 2018/2019 academic year from 24 Study Programs at UNISKA MAB totaling 8,831 alumni , namely the number of UNISKA MAB graduates in the 2018/2019 odd semester totaled: 562 people, the 2017/2018 even semester totaled: 1360 people, the 2017/2018 odd semester totaled: 1,007 people, the 2016/2017 even semester totaled: 1051 people, the odd semester 2016/2017 number: 956 people. Even semester 2015/2016 totaled: 1203 people, odd semester 2015/2016 amounted: 742 people, even semester 2014/2015 totaled: 801 people, odd semester 2014.2015 totaled: 1149 people, so it can be concluded that every year the average alumni from UNISKA MAB around a thousand alumni who need to be empowered as a continuous effort to develop the UNISKA MAB campus.

Furthermore, based on the data on the number of graduates , UNISKA MAB seeks to find out how much graduates / alumni are able to take part in development according to the relevance of their education, so an effort to trace their graduates is carried out ( tracer study ). Through the Tracer Study, higher education institutions obtain information about deficiencies that may occur in the education and learning process and can be used as a basis for planning activities and future improvements. The

results of the tracer study conducted in 2016 concluded that:

1) In entering the job market, 2016 graduates of Uniska alumni have not fully obtained employment opportunities. This is proven by 2 years after graduating there are still 11%

who have not worked.

2) The average time needed to get a job is good because it is generally less than 12 months (1 year) even though it is not fully in accordance with the field of expertise.

3) The problem that occurs in job search carried out by 2016 UNISKA graduates in South and Central Kalimantan is that many are still dependent through relationships, while those who go through the job market and career centers are very low.

4) The most of the hopes raised by alumni for the improvement of UNISKA in the future are increasing the interaction of lecturers, competence and discipline of lecturers, improving the quality and accreditation of universities, improving teaching methods of lecturers and improving facilities and expanded parking. .

The success of alumni empowerment management is related to the factors involved, such as alumni input which is one of the determining factors in the planning process so as to produce an empowered alumni output and quality university graduate outcomes .

THEORITICAL REVIEW

1. Theory Management Resources Power Man The theory of management source of the power of human is the ability of the integrated of the intellect and physical power of the individual, behavior and nature is determined by heredity and environment, while performance is motivated by a desire to meet his satisfaction. Source power of man is an asset essential and acts as a factor driving the

main in the implementation of

the entire activity or activities of the agency , so it must be managed with either through the Management Resources Power Man (HRM).

The theory

of management resource Human according to Andrew J. Dubrin (1990: 13), that the function of management is divided into four functions of principal , namely : planning (planning) , organizin g (organizing), leadership (leading), and control (cont

rolling). This means

that management requires the process of

planning the proper and rational , organizing the effect ive and efficient , leadership that

is strong and humane , the direction of the right and supervision are careful .

Andrew J.Dubrin said that the cornerstone of

management in the utilization

of source power is optimal , as implied in the management actually requires the existence of

a competence that is optimal

also on a manager to manage source power both terms

are in accordance with

the theory that in the utilization of source power includes : asource of power Manuia (human

resources ), finance (financial

resources), goods and buildings ( physical resources) and data (informational resources) .

1). Planning (Planning).

According to George R.

Terry, planning (planning) is a set of work that must be carried out by the group to achieve the objectives that outlined . Event planning is include d also make decisions regarding

the objectives , priorities , strategies , structure of the formal allocation of the sources of power , the appointment

of responsibility and setting activities . Planning is a p rocess premiere when it was about to do a job either in the form of thought and frame work so that objectives are going to be achieved to get the result is optimal.

Planning ( planning ) is to think of what that would be done with the resources that are owned . Planning is done to determine the purpose of the company as a whole and how best to meet the objectives it . Managers evaluate various alternativ e plans before taking action and then see if the selecte d plans are suitable and can

be used to meet company goals . Planning is the most important process of all management functions becaus e without planning , other functions can not run .

Based on the theory that expected in

the planning of the

source power human (HRM) college high can determi ne the steps that must be taken in order to achieve the goal

2. Empowerment Theory

The theory of empowerment

is expressed by Mardikanto , 2010: 139- 140), that according to Wilson's opinion, empowerme nt

a. Foste ring a desire in a person to change and improve, which is the starting point for the need for empowerment.

b. Foste r the willingness and courage to break away from the pleasures or pleasures and / or obstacles that are felt to then make decisions following empowerment for the realization of the expected changes and improvements.

c. Deve lop a willingness to participate in or take part

in empowerment activities that provide benefits or improve the situation.

d. Incre ased role or participation in empowerment activities where the benefits / improvements have been felt.

e. Increased role and loyalty to empowerment activities, which is shown by the development of motivations for change.

f. Increasing the effectiveness and efficiency of empowerment activities.

g. Increased competence to make changes through new empowerment activities.

According to Wilson, empowerment cannot be separated from the understanding that empowerment itself is a continuous effort to be more proactive in determining the direction of progress in one's own community. This means that the empowerment program cannot be carried out only in one cycle and stops at a certain stage, but must be continuous and the quality continues to increase from one stage to the next. Stage first to change into more well . In the seco

nd stage , it is able

to remove obstacles or factors that are resistant to pro gress and

its civility . In the third stage , has responsibility in de veloping

the campus . Stage four is a continuation of phase thre e is an effort to develop the role and limits of responsibility are more comprehensive . At stage fi ve is the results of the real of empowerment began

to appear , which increase a sense

of having that much great produce alumni who are empowered . On stage six have occurred changes in behavior , where success in the improvement of the performance is able to increase the feeling of psychological in the top position before . At the

stage of the

seven people who have succeeded in empowering alu mni , feel challenged to attempt the more substantial i n order to get a result that is more substantial in order to get results that much better .

By thus based on the theory

of the expected college high able to implement the changes in a continuous or be kept constantly with the spirit and involving all

the power and capabilities are owned by following the conditions of the development of the existing as

well as attempt to commit the

changes are gradual both in the University and in the Faculty or Prodi.

DISCUSSION

University High has had a system of management of the s ystem functional and operational

management of higher education

institutions include management functions ( planning, organizing , leading, and controlling ) in the

implementation of programs and activities of the college. It is shown the s ystem management refers to various provisions in the University and the Faculty include: Statute of the University, University's Strategic Plans, Operational Plans University, Faculty Strategic Plans , Operational Plans Faculty, Rector Decree, Decree of the Dean, Principal Employment Regulations, Organizational Structure and Work

Procedures (SOTK). The management

system implemented includes planning , organizing , , leading, and controlling are implemented as effectivel y to be able to realize the vision and carry out the mission .

Andrew J. Dubrin said functions of management into four functions

of principal , namely : planning (planning) , organizin g (organizing), leadership (leading), and control (cont rolling), namely m anagement requires the process of planning the proper and rational , organizing the effect ive and efficient , leadership that

is strong and humane , the direction of the right and supervision are careful .

This recognition can be shown that the Tertiary

Education Institution has

implemented planning, namely the University Leadership compiling a University management plan

referring to the Statute to

achieve Good University Governance as outlined in the form of a Strategic Plan (Renstra) and an Operational Plan (Renop). The Renstra and Renop cover all aspects related to governance and institutional development as well as planning the Tri Dharma Perguruan Tinggi. The preparation of the Renstra and Renop was carried out by involving all components of the University, alumni, and graduate users. Renstra and Renop are references and control standards for all activities at the University, but can be created by each component (work unit) that does not deviate from the efforts to realize the vision, mission, goals and objectives that have been outlined.

But at k egiatan empowerment planning of alumni in the promotion of the development of the campus conducted at universities height of this form of career guidance services, data collection alumni, program planning. Medium according to George R. Terry, ( 2006: 17) , that p Planning for (planning) is done by making a decision on the objectives, priorities, strategies, formal structure, allocation of resources, designation of responsibilities and control activities in the form of thought or framework so that the goals to be achieved get optimal results. Career guidance services are implemented to make it easier for alumni to access service information , so as to create cooperation with various institutions such as banking institutions and other institutions, to coordinate network services to alumni.

According to Winkel (2005: 114) , career guidance services prepare themselves to face the world of work, in choosing a particular job field or position or profession and equip themselves so that they are ready to assume that position, and in adapting to the various demands of the job field entered. Career guidance can also be used as a means of meeting the development needs of students who must be seen as an integral part of an educational program that is integrated into every learning experience in the field of study.

Based on the theory of

the University High has organized the

service guidance of a career in the form of program services exchanges work to increase entrepreneurial capacity, increase the ability to communicate with the public, improving the English language skills, capacity building in information technology, capacity building in competing in the world of work (psychological, cooperation, work culture, work consistency and understanding of the career world ). Job application training program to increase the ability of alumni to make correct job applications, increase the ability of alumni to take the interview test in job applications , increase the ability of alumni to communicate and behave to face the entry test for the world of work, increase the ability and insight of alumni in terms of culture in the workplace (organizational work culture and company work culture), increasing the insight and ability of prospective alumni to work in networking.

Alumni data collection is carried out as an identification process to see the achievements of graduates' success in terms of the competency relevance aspects of graduates desired by graduate users. Nuraida (2008: 30) says that the information collected must be in accordance with the needs. Based on the clues that theory colleges have to collect data on graduates through tracer studies with the aim to evaluate the output or outcome College , m emperoleh information about the success of graduates in careers, income status, as well as the relevance of the knowledge and skills of graduates with the job, as the responsibility of higher education in preparing students to face the world of work in the future , as a basis for improving the learning process.

Program planning activities in higher education are carried out by making long-term plans for general programs, medium-term plans for program activities, and short-term plans for operational plans. In terms of authority and time of achievement, there are 3 types of planning (Saebani, 2012: 181), namely (1) long range planning (LRP), (2) intermediate planning , and (3) short range planning (SRP).

Based on the theories and findings in the field that the University High has been carrying

out the planning of

alumni are effectively and efficiently in order to suit the needs of the institution in helping the

realization of a goal . Based on the above discussion , it can

be concluded that alumni empowerment planning in p romoting campus development has met

the needs and achieved

the goal of alumni empowerment .

Conclusion

Based on the results of the discussion, it can be concluded in general to obtain an overview of planning for alumni empowerment in campus promotion at the Islamic University of Kalimanantan Muhammad Arsyad Al-Banjari Banjarmasin.

In particular : the study information, analyze and find out about the management empowerment of alumni in the promotion Kalimanantan campus at the Islamic University of Al-Banjari Muhammad Arsyad Banjarmasin on p Planning for the empowerment of alumni in the promotion of the development of the campus has been corresponding needs in order to achieve the purpose of empowering alumni.
