Konsep Kompetensi dalam RMCS
Konsep dasar kompetensi dalam RMCS adalah fokus pada apa yang diharapkan dari tenaga kerja di tempat kerja, bukan pada proses pembelajaran atau waktu yang dipakai selama pelatihan atau
pendidikan:
– Berhubungan dengan praktek nyata ditempat kerja sekarang;
– Expressed as outcomes; dan
– Ditulis dengan bahasa jelas, sederhana, mudah dipahami yang siap dipahami oleh tenaga kerja, pemberi kerja, pelatih,
supervisor, dan peserta pelatihan.

What is functional analysis?
• Adalah suatu teknik yang dipakai untuk mengidentifikasi kompetensi tenaga kerja yang berkaitan dengan fungsi produktif (productive function).
• Fungsi tersebut dapat ditetapkan dari level sektor pekerjaan, perusahaan, kelompok usaha/industri atau keseluruhan
sektor dari produksi atau jasa.
• Functional analysis dapat dikembangkan dari berbagai level awal: sektor pekerjaan (mis. hotel), mainstream pekerjaan pada berbagai sektor (mis. pekerjaan keselamatan dan
kesehatan), atau suatu pekerjaan (mis. Tk reparsi komputer)

What is the main function or key purpose?
• Main function or key purpose adalah titik awal dari mana peta fungsi dikembangkan. Dari titik inilah fungsi-fungsi
produktif diturunkan dengan logika “what needs to be done to achieve this?”
• Key purpose menjelaskan alasan mengapa aktivitas produktif dilakukan di perusahaan atau industri. Deskripsinya
sebaiknya seringkas mungkin.

Main (Primary) Functions
• Main (Primary) Functions adalah berbagai aktivitas produksi yang harus dilakukan untuk mencapai key (main) purpose
• Contoh: Industri Pendingin Udara
– Salah satu Primary Functions di Industri Pendingin Udara (Air conditioning industry) bisa berupa: Primary Function -
Menginstall, men-test dan memeriksa sistem pendinginan udara domestik
– RMCS Guidelines: Hal diatas merupakan cakupan kerja yang cukup luas yang terjadi setelah spesifikasi sistem pendinginan udara ditetapkan, sistemmya telah dibuat dan siap untuk
pemasangan (instalasi). Ini akan dijabarkan dalam sejumlah tindakan yang berbeda dan masing-masing membutuhkan cakupan keterampilan untuk melaksanakannya. Dari sinilah struktur unit kompetensi RMCS berasal.

Performance Criteria
• Describing real work outcomes. They are drafted to describe in detail the skills a worker applies when undertaking the work defined in the Unit. While quite concise they must set out fully what is done, how well the work should be
performed and allow for measurable outcome. For example a Performance Criterion for Unit no. 1 above could be:
– Installation plans and manufacturers specifications of air-conditioning units are interpreted to accurately determine the time needed to
complete the work, the equipment required and any additional materials required for fabrication or finishing
