The PROAKTIF Program
Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection (PROAKTIF) is a three-year partnership between the Government of Australia and the Government of Indonesia, to strengthen Indonesia’s social protection policies and systems. A central feature of the program is that it provides support to the Policy Team of the National Team for the Acceleration of Poverty Reduction (TNP2K), a policy think tank which provides evidence-based policy advice and coordination across a range of GoI ministries and agencies. This longstanding partnership has contributed to Australia and Indonesia’s joint goals to address poverty and inequality and reduce barriers to inclusive economic growth.
PROAKTIF has two outcomes, first, to facilitate TNP2K in making an effective contribution to reforming and improving poverty alleviation programs; and second, to optimize TNP2K performance, including in the promotion of gender equality, disability and social inclusion (GEDSI) and performance monitoring.
Objectives of Role
The Officer –Disability and Social Inclusion will, under the guidance of the Lead GEDSI, provide quality technical assistance to TNP2K in supporting their contribution to improve coverage, access and equity of the social protection policies, program and systems in order to ensure greater inclusiveness. The tasks will include proactively engaging with TNP2K to support disability and social inclusion into the strategic and activity- level design, planning, implementation, and monitoring and evaluation initiatives, facilitating consultation with organisations for persons with disabilities, contributing to substantive analysis, supporting monitoring activities, contributing to PROAKTIF reports, and responding to PROAKTIF needs.
To successfully achieve the position’s objectives, the Officer – Disability and Social Inclusion will have the ability to engage with TNP2K and the Government of Indonesia stakeholders and Civil Society Organisations (CSOs), including organisations for people with disabilities, effectively and proactively.
Expected Outcomes
• PROAKTIF stakeholders (TNP2K and relevant ministries) are engaged to promote the inclusion of people with disabilities, the elderly, and other vulnerable groups, both girls-women and boys-men.
• People with disabilities and other socially excluded groups’ voices are heard and considered in the policy reform and program design processes.
• Advocacy activities carried out by PROAKTIF to promote disability and social inclusion.

• Intersectional analysis is undertaken and informs all planning and implementation including policy recommendations and analytical works developed by TNP2K.
• Disability and social inclusion dimensions of social protection in Indonesia overall and in specific areas of PROAKTIF’s work are analysed.
Roles and Responsibilities
The Disability and Social Inclusion Officer reports to the Lead GEDSI and works closely with the Gender Equality Officer, aligning agendas, approaches, methodologies and priorities as much as possible.
• Support advocacy activities carried out by PROAKTIF to promote disability and social inclusion and engagement.
• Engage regularly with PROAKTIF Stakeholders (TNP2K, relevant ministries) to promote the disability and social inclusion.
• Support the Lead GEDSI to work closely with TNP2K, ensuring that disability and social inclusion analysis is undertaken and informs all planning, implementation, monitoring and evaluation, including policy recommendations and analytical works developed by TNP2K.
• Contribute to ongoing support to enhance the disability and social inclusion competence of PROAKTIF, TNP2K, and initiative stakeholders, through various means, including clinics, studies, consultations, trainings, workshops and other events, as well as refinement and implementation of the GEDSI toolkit, workshops, and events.
• Provide support in monitoring the implementation of social inclusion-related activities and the
effectiveness of disability and social inclusion mainstreaming in program implementation, including but not limited to data collection, stakeholder reflections, and data analysis and interpretation.
• Contribute to GEDSI routine reports and documents, including, but not limited to, six-monthly and annually reporting, tracking indicators of GEDSI integration, work plans, and case studies.
• Conduct networking and maintain relationships with organisations of persons with disabilities.
• Support the communications and knowledge management team to embed GEDSI into PROAKTIF communications materials and to collect collateral highlighting GEDSI case studies and success stories.
• Support the capacity building of PROAKTIF and TNP2K teams.
• Foster collaboration with other DFAT-funded programs as relevant.
• Maintain stringent standards of personal behaviour in interactions with children and take steps to report concerns about child abuse or risks to children.
• Other tasks as delegated by the Lead GEDSI.
Deliverables
• Stronger integration of disability and social inclusion approaches and principles across TNP2K’s and PROAKTIF’s work.
• Increased disability and social inclusion competence of GoI partners, especially TNP2K and a key partner such as the Coordinating Ministry of Human Development and Culture and Ministry of Social Affairs.
Selection Criteria
Essential Experience and Knowledge
• Graduate qualifications in a relevant field such as social sciences and development studies.
• Demonstrated skills in strategic and analytical thinking related to poverty and social protection issues.
• Experience conducting research and analysis related to vulnerable/marginalized groups using both qualitative and quantitative methods.
• Ability to support analysis and the design and implementation of social inclusion responsive activities.
• Excellent writing skills and ability to present ideas in a coherent and creative manner.
• Self-driven and ability to work both independently and collaboratively in a team environment, delivering quality within given timeframes.
• Demonstrate strong interpersonal skills, including to effectively communicate internally / externally, share information with colleagues, client and the management; and provide prompt and quality response to client requests.
• Can handle multiple tasks effectively.

Desirable
• Experience in conducting intersectional analysis and GEDSI-sensitive research methods.
• Understanding of disability and social inclusion mainstreaming process in any sectoral issues, especially related to social protection and poverty reduction.
• Demonstrated experience in working in a cross-cultural context.
Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) is a key focus of PROAKTIF. Applicants with knowledge or experience in GEDSI issues will be highly regarded by the selection panel. Desirable GEDSI skills and experience include:
• Relevant tertiary qualifications in gender equality, disability, or social inclusion.
• Experience in GEDSI-related policy development and gender-responsive budgeting for governments
• Experience in programs promoting women’s leadership, decision-making and economic empowerment.
• Experience and/or knowledge of disability inclusion in Indonesia.
• Experience in study/research/data analysis related to GEDSI and GEDSI-sensitive research methods.
