Assalamualaikum warahmatullah wabarakatuh

Alhamdulillahhi rabbilalamin. All of our praise and gratitude for the presence of Allah SWT who has bestowed His sustenance, mercy and guidance so that we can be given the opportunity, health, strength and ability to carry out the First International Conference by the Library Study Program and the FIP UPI Information Science.

This proceeding was compiled to document the ideas and results of research related to the international theme of the conference "Roles of Library Science, Documentation, and Archives in Education in the Era of Technology and Information". Participants who attended the international conference consisted of academies, lecturers, school librarians and other information institutions.

On this occasion, we also appreciate and thank you to all the speakers who have contributed to the international conference. Our thanks to the leaders of the Faculties and Universities who have fully supported our activities, finally hoping that this seminar can enrich the library's scientific treasures.

HYPERLINKED LIBRARY : LIBRARY AS HUMAN

Malang State University ABSTRACT

The purpose of this research to obtain a strategy from the Library of the State University of Malang is seen from the perspective of the Hyperlinked Library theory.

Data is taken through interviews, observation, and documentation. Informants in this study were 2 library staff and researcher as participants. Selection of informants based on purposive sampling. This research used a qualitative method. Results of this hyperlinked library study at the Library of the State University of Malang based on the theory consisted of three namely Participatory Service (Web 2.0, Evaluation Meeting, Leadership Style, Open Minded), Transparency (Live Chat, Whatsapp, Discussion with lecturers of Library Sciences), Emerging Technology (creative and institutional support). Hyperlinked Library of Library of the State University of Malang can implemented until now because all staff has the enthusiasm that the patron is very important. The leadership of the organization facilitates every creative action of librarians who are encouraged to serve better. The organization is open to criticism and continues to evaluate.

INTRODUCTION

According to the 2017 APJII survey, the number of Internet users in Indonesia is 143.26 million, equivalent to 54.68% of the current population of 262 million. From these data, 49.52% is dominated by young people aged 19-34 old years. The age range of 19-34 in the era is now in the Generation Z category. This generation does everything with a single device, a smartphone. Live in a real and virtual world without distinguishing it. Another characteristic of current generation z is that they tend to solve their own problems using existing tools / technologies (Seemiller & Grace, 2016). Generation Z is currently taking college more time to go online and complete their needs online. According to Hayati & Sawitri (2018) the initial information search for students is to access the Internet first rather than using search via library (OPAC).

This method is almost found in every study related to information retrieval in the library (Purnama, Yusup, & Kurniasih, 2018). The academic library as the heart of the university certainly must have a strategy to be able to adapt to Generation Z. This study took the locus of the Library of the State University of Malang. The selection of locus is because since the moratorium on civil servants around 5 years ago, there was no acceptance of librarian functional employees and many librarians were retired so that the total staff is now 37 staff with details of 10 functional librarians. But library services have not changed from the number of staff who in the 50s in 2014 to the present 37 people remain.

LITERATURE REVIEW

The theory used in this research is the Hyperlinked Library which was coined by Michael Stephen in 2011. This theory is a development of "Library 2.0" which was coined by Michael E. Casey in 2007. So there will be a connection between Web 2.0, Library 2.0 and Hyperlinked Library.

Web 2.0

Web 2.0 was first introduced by Darcy DiNucci in 1999 which divided the development of the Web into Web 1.0 and Web 2.0. Web 1.0 is a static page created from HTML (Hypertext Markup Language) while Web 2.0 is made with more interactive goals. DiNucci looks ahead later when the internet connection is getting faster, the use of smartphone devices is getting more and more sophisticated so there will be many applications that are made for communication, collaboration, and entertainment. Without Web 2.0 there will be no social media evolution (Eden, 2015).

In 2004 O'Reilly Media, John Battelle and CMP announced the holding of Web 2.0 Conference, later known as Web 2.0 Summit. This conference will strengthen the

concept of Web 2.0, which was first coined by Tim O'Reilly in 2003 (Shuen, 2008).

The notion of Web 2.0, began with the increase in the dot com business on the Internet whose shares rose sharply between 1997-2000. In 2000-2002 many dot com businesses collapsed, but some still survived. Seeing this phenomenon O'Reilly and Dale Dougherty's team observed businesses that collapsed and survived. From the analysis, it was concluded that a business that still survives at that time has something in common. There are similarities in the business that make it survive (Governor, 2009).

Web 2.0 was the answer to web stagnation in the early 2000s. The key to the web that still survives is sharing the users together in service. Users are involved on the web, collaborating and participating with each other. For examples, like Twitter, Facebook, and other social media. The web does not have content at all, users generate content. The concept of involving users is also in the library. Even in each library development, users must be involved. Casey and Savastinuk (2007) describe that Web 2.0 makes websites more open and interactive, users are allowed to interact and share information.

According to Johnson (2013) in the development of library collections can be made web-based tools that function as information policy development of library collections and as a place of interaction for users in the development of collections.

Therefore, Michael Casey, a librarian, sees the philosophy of Web 2.0 that is similar to how libraries provide services. Prioritizing user needs is equally characteristic of library services and Web 2.0. Seeing this concept is drawn a big conclusion derived from Web 2.0, namely Library 2.0. The purpose of Library 2.0 is to provide better services and reach wider users (Casey and Savastinuk, 2007).

Library 2.0 is considered to be the ablest to reduce all Web 2.0 concepts compared to other derivatives or branches because libraries emphasize communication 2 (two) directions with users. All characteristics are used in Library 2.0, tools in Web 2.0. With this Web 2.0 concept that will answer the challenge of how libraries view technology as a tool, not as a substitute for libraries (Grosch, 1995).

Library 2.0

The development of Web 2.0 is a great discussion, then Michael Casey tried to bring it to the library world for the first time sparking the idea of Library 2.0. This idea was welcomed by several other librarians who at the time considered the inclusion of the Web 2.0 concept to be able to answer the challenges of libraries which were increasingly eroded by technological developments. According to (Casey and Savastinuk, 2007) from a series of surveys conducted, there were several library problems including :

a. The library does not attract to patron

b. The library is not consistent with the services provided c. The library does not want to change the way it is served d. The library is no longer a place of reference for patron

Some Library 2.0 researchers provide various definitions of Library 2.0. Habib (2006) states that Library 2.0 is the use of Web 2.0 which is part of library services and designed to meet user needs. Research that says that Library 2.0 is the application of Web 2.0 in the library is supported by several other researchers such as Maness (2006), Shoniwa and Hall (2007), Bradley (2007). As a coined for the Library 2.0 concept, Casey and Savastinuk (2007) explain that participatory services and change (evaluation) are the core of Library 2.0 and that technology is used as a tool by libraries to achieve that. From various definitions by other researchers, Casey underlined that in Library 2.0 there must be a continuous change (constant change), facilitating users to participate (user participation) and user-based services.

Library 2.0 answers and overcomes the above problems, of course Library 2.0 is not only about technology but more than that it also talks about library policy. Library 2.0 combines libraries in general with the philosophy of Web 2.0 (Gupta, 2011). The library understands that nowadays there are many changes in libraries and their interactions with users. All manual catalogs move to an automated catalog. Catalogs are stored in a centralized database. Then another development emerged, digitalization. Start changing printed journal subscriptions to online journals, changing books to ebook. Not only from library materials, libraries also face problems of human resources that experience efficiency with the inclusion of technology in

libraries. This challenge from inside and outside should not reduce the quality of service to users. Library 2.0 comes with providing answers to all library problems in the face of technology. The following are various definitions of Library 2.0 among them.

a. Library 2.0 is a model for continuous and directed change.

Changes in Library 2.0 are a must. When an organization cannot change and adapt to the development of the times it is certain that it will not survive. Changes will be successful if done in the right way. Fear of change can occur due to past experience factors. Though the talk about Library 2.0 is about the future of libraries with technology. Changes in Library 2.0 will be successful if previously reviewed the current conditions and continue to update services. The purpose of the review is to analyze whether library services are still relevant to user needs. And is it necessary to improve further and whether changes are needed in part or in whole. Library staff must also be motivated when there will be a change and achievement of what is expected to be clearly described. That way the change can be followed by all staff.

Library 2.0 has suggestions on how to go regarding the change process so that the changes are in accordance with what the user wants. According to (Casey and Savastinuk, 2007) the concept of sustainable change and directed in the library 2.0 will be better than the concepts of Plan, Implement and Forget. This concept is widely applied in libraries where when planning something, then implementing it, but forgetting to evaluate whether it has been implemented correctly, or perhaps the user has not used the service.

Library 2.0 provides direction that every change must always be planned and directed and evaluated. Library services must be monitored to run according to the expected results. All aspects that also experience change must also be monitored, from the perspective of human resources, operating standards, and other technical and non- technical matters so that organizations can work together with users to provide the best service.

b. Library 2.0 strengthens the active role of library users through active participation and user-based services.

Many library programs do not work as desired. The reason is that the user is not involved when preparing the program. And users are not given the right to participate in it. User-based services mean that a service program will be implemented if it has previously gone through a series of processes that the plan is the desire of the user as well. So that when it is implemented it is certain that the program will be welcomed by

users. The user is involved does not mean the library does not have control over the wishes of the user, but this is where the collaboration between the library and its use when what the user wants is done, of course, the program or service will be appropriated by the user himself.

Examples of user participation in Library 2.0, are users in giving comments, tags (labels) to OPAC. Users can provide reviews or ratings on library publications both library news on the web or book catalogs at OPAC. User participation can also be through e-mail or surveys aimed at building a culture of criticism and evaluation so that services are getting better. The library must listen to all user information to find out how useful the services provided. The more frequent user interaction with the library, whether negative or positive indicates that the library is needed. Each information must be received and made into meeting materials so that the library knows clearly what the user wants.

c. Library 2.0 reaches wider users and improves service for existing library

The library by utilizing Library 2.0 technology, will be able to improve services better. Using tools such as social media will help libraries reach wider users, especially potential users. The use of social media according to Cohen (2007) said that the library needs use the same method as what is used by users. If users use Facebook and Twitter, the library must use social media to communicate with users. The notion that so far users have to come to the library, can be shifted simply by reaching the library via Twitter or Facebook. Including to extend the book can also be done in this way. The Library 2.0 concept makes libraries capable of reaching and serving users better. Social media of library accounts can be used for promotional activities so that users will be increasingly interested in coming and utilizing the services provided.

The library can obtain social media to describe what the library does when there are activities by writing it in the form of photos, status or inclusion of links.

Libraries don't just rely on users to come and explain what library services are, but the library must move actively, using various media to bring the library closer to the user. But what must be emphasized is that Library 2.0 treats the same among users who come directly to the library with users who contact libraries through social media accounts. The more closely related the relationship, the library will be more needed by users in different ways according to the times.

d. Library 2.0 is the use of various Web 2.0 tools such as blogs, wikis, streaming media, content aggregator, instant messaging and social networks (Mannes in Gupta, 2011).

In other words, the addition of library 2.0 features Web 2.0 from the library in general.

e. Library 2.0 = User Participation + Constant Change

The Library 2.0 idea stands over the library by joining the active participation of users and evaluating services that are constantly changing solely to provide better services and reach wider users. Actually, the library does involve users to actively participate, but it is emphasized in the development of collections. Although from year to year the user's participation in the development of the collection is reduced (Sridhar, 1992). Especially in the current technological era, it needs a strategy to invite users to participate in the library, not just the development of collections, even more than that contributes to library policy planning. User participation in the technology era is taken from Web 2.0. Where libraries utilize the characteristics of Web 2.0 then applied in the library. Herein lie the difference and the emphasis that Web 2.0 is used as a tool for media active participation of users. Not precisely when Web 2.0 is completed, the library is considered a success. The concept of Library 2.0 emphasizes continuous evaluation and change (Constant Change) whose goal is to ensure that the use of Web 2.0 in services is truly useful.

Hyperlinked Library

The Hyperlinked Library concept was coined by Michael Stephen in 2007. If Library 2.0 emphasizes user participation and evaluation, this concept combines a new concept,

“an open, participatory institution that welcomes user input and creativity. It is built on human connections and conversations. The organizational chart is flatter and team-based. The collections grow and thrive via user involvement.

Librarians are tapped in to user spaces and places online to interact, have presence, and point the way. The hyperlinked library is human.

Communication, externally and internally, is in a human voice. The librarians speak to users via open, transparent conversation” (Michael Stephen in the 2007 Series Review).

From Michael Stephen's explanation above, there are important things related to hyperlinked libraries

a. Utilization of technology after evaluating The technology exists to meet user needs.

b. The Library is Transparent

Two-way communication with users, both offline users who come to the library or anonymous via online

c. The Library Learns and Plays

The leadership encourages staff to explore and take initiative with something new, library programs whose ultimate goal is to invite users to use library services more.

d. The Library Connects with Users

The library provides communication channels for users both online and offline for example, such as using social media

e. The Library is Everywhere

Information access to the library can be enjoyed from a variety of devices and is not limited by distance. For example the provision of wifi access in the library, a mobile application for accessing information in the library

f. The Library Encourages the Heart

The library makes every effort to provide the best service. Visitors feel satisfied and fulfilled. Users are free to interact to convey their requests to librarians.

From the explanation of the Hyperlinked Library concept, there are important keywords, namely participatory service, transparency, emerging technologies, interactive, user-centered libraries.

METHOD

Library of the State University of Malang became the locus in this research.

Data in the form of interviews and observation and documentation. Data sources are library staff interviewed based on purposive sampling technique. There were 2 interviewees interviewed and the author was the participant object who was also involved in the Library. This research uses qualitative.

FINDINGS

Library of the State University of Malang with the limited number of staff each year is reducing, until now there are 36 peoples. Service was needed the same when the number of staff was almost twice that of previous years. Estimated every day there are over 800 registered visitors. Service hours are opened from 07.00-19.00 for Monday-Friday, and Saturday 08.00-14.00. The following are the results of the research conducted :

a. Participatory Service 1. Web 2.0

Library besides having a website with the address http://lib.um.ac.id also has several social media accounts such as Facebook, Twitter, and Instagram. The division that handles this consists of the Information Technology (IT) division of the Library and the Circulation division. All coordination is done through WhatsApp. One social media account that is an admin is some 3-4 people. So, this will make it easier to update content if someone is unable to. The utility of social media which is part of Web 2.0 is to bring the library closer to the user. Support from higher institutions, the university to always update library activities on social media accounts.

2. Evaluation meeting

If there is a problem that must be solved face to face or meeting, then Head of the Library invites the IT division to arrange a meeting. Meetings are held to find solutions and create a cozy atmosphere in the library. The evaluation meeting was to decide on matters related to the latest breakthroughs in the library including the idea of library development and common learning creation.

3. Leadership style

Library head who is a professor has a leadership style that is not inflexible and tends to free staff to explore and take the initiative to improve the library. The interviewee said that the atmosphere of discussion that was relaxed between staff and management made staff free to communicate ideas and carry out their creativity.

Managers are very open to the involvement of librarians in creating creativity.

Including librarians wants so that each floor can play music and give announcements if missing items are found or information about the library.

4. Open Minded

IT division has evaluation services in the form of touchscreen computers, then users who leave the library are free to comment on library services. Evaluations like this will provide information to the leadership and evaluation to librarians to think openly and be eager to improve services. Not afraid of criticism from users.

b. Transparency

1. Live Chat (interactive)

One service that is constantly maintained is the quality of chat services via the web. This live chat has been the object of research because it feels unique and provides a fast response. Every question that cannot be answered immediately by the admin live chat, then it is forwarded via WhatsApp group, then be given a practical solution as soon as possible. Live chat admins do not see whether the question is UM students or not, all are served the same

2. Whatsapp

Whatsapp group in UM library is related to library development. The two groups have the same function, specifically exchanging information, if there are complaints from the users by librarians, they are shared in WhatsApp groups to discuss how to follow up. This includes information on activities related to the library, delivered through WhatsApp groups and forwarded to the web and social media accounts. Information flowing is very transparent and nothing is hidden from either the library or from library staff. All are accommodated (user-centered).

3. Discussion with Lectures of Library and Information Science.

The Library of the State University of Malang has a close relationship with the Library and Information Science. Because some lecturers were formerly library staff, who are now made as expert staff according to their respective fields. From this discussion activity, there was an improvement in services and innovations that were always accommodated by the Library.

c. Emerging Technology

Technology in the library is always updated according to information from users. Not only from librarians, from visitors who come when they complain about technology, but there will also be a limited discussion, to make changes according to what is wanted. Changes in hardware or software technology are always discussed together and the best solutions are sought so that they are easy to execute and according to user needs. For example, when the library decided to eliminate blank spot wifi. Collaborate with ICT units to get access points on each floor of the library. So now all the floors in the library are facilitated by university wifi.

CONCLUSION

Hyperlinked Library in Library of the State University of Malang based on theory consists of three specifically Participatory Service (Web 2.0, Evaluation Meeting, Leadership Style, Open Minded), Transparency (Live Chat, Whatsapp, Discussion with lecturers of Library and Information Science), Emerging Technology (creative and institutional support ).

Library of the State University of Malang can succeed until now because all staff has the passion that the user is very important. The leadership of the institution facilitates every creative action of librarians who are encouraged to serve better. The organization is open to criticism and continues to evaluate.
