HIV TESTING AND CONSENT

UMMC ROUTINE HIV TESTING PROTOCOL
UMMC Routine HIV Testing Protocol
Patient screened through Intake and Triage, ED Screening or History and Physical.
Patient meets inclusion criteria for HIV screening1
Known positive HIV status
Serostatus unknown or HIV negative per last
test
Offer routine HIV test
Patient agrees to testing Patient refuses testing
Mandatory Steps:
1. Provide pre-test counseling2, referring to HIV Testing Brochure3
2. Document informed verbal consent in EMR or clinical progress note
3. Enter HIV Ab/Ag combo order

UMMC HIV Testing Protocol Footnotes1 Inclusion criteria for HIV Testing
1. All patients aged 13+ and not tested in the past 12 months. Patient should be tested yearly if sexually active and/or using IV drugs.
2. Persons at high risk for HIV infection should be screened every 3-6 months:
Male having sex with men
History of injected drugs
Multiple recent sexual partners since last HIV negative test
Using cocaine or methamphetamines
2Legal consent process includes:
Patient is informed about the test and does not refuse to be tested.
The patient has been informed that recent infection may not be detected by this routine HIV test, and that if s/he is in a high risk category, s/he should consider re-testing in 3 months.
The opportunity to ask questions has been provided and questions have been answered.
Order for HIV test has been entered and documented in the chart by the Provider or Nurse.

4Linkage to Care consists of:
1. A Linkage to Care Navigator will see patient in person Monday-Friday during business hours.
2. Patients should be referred to the JACQUES Initiative’s Connect 2 Care Clinic (C2C) after business hours/weekends. C2C is a five day a week, no appointment necessary clinic located at the JACQUES Initiative of the Institute of Human Virology.
3. Patients are linked to HIV care and treatment at the JACQUES Initiative, their clinic of origin (for previous positives) or the clinic that most meets their needs. A Linkage to Care Specialist works with a multidisciplinary team to provide emotional support, while engaging the client into care.
4. Patients who do not receive results or do not follow up with Linkage to Care are referred to Baltimore City Health Department’s Disease Intervention Specialists.
