Request for Proposal (RFP)

Graphic Design Consultant for Energy Transition Book - Clean, Affordable, and Secure Energy (CASE) for Southeast Asia – Shifting the narrative of (evidenced-base) energy transition in

Indonesia

1. Background and Objective

Indonesia is the fourth most populous country in the world and one of the largest emitters of greenhouse gases. The country has made a commitment to reduce its greenhouse gas emissions as part of the Paris Agreement. To achieve this goal, a significant shift in the country's energy sector is necessary. Renewable energy is a key component of this shift, yet many Indonesians are not aware of its benefits and potential.

Therefore, the Clean, Affordable and Secure Energy for Southeast Asia (CASE) program aims to fill in this gap by creating a book about the energy transition process in Indonesia. This book aims to fill this knowledge gap by providing an accessible introduction to renewable energy and energy transition to the general public in Indonesia.

Moreover, there is a need to change the narrative around the energy transition in Indonesia. The current narrative is dominated by the idea that fossil fuels are necessary for economic development and that renewable energy is too expensive and unreliable. This narrative is not only false but also hinders progress towards a sustainable future. By providing accurate and up-to-date information on renewable energy, this book will help change the prevailing narrative in Indonesia and encourage a more positive view of the energy transition.

About CASE

CASE is being implemented by a consortium that focuses on four countries: Indonesia, Philippines, Thailand and Vietnam, composed of a wide range of organizations and its secretariat based in Bangkok, Thailand. The bulk of activities will be implemented by country teams composed of GIZ and local expert organizations while regional activities will be implemented directly by the secretariat managed by GIZ. Two international expert organizations (Agora Energiewende and New Climate Institute) will be supporting the implementation of the program across the four countries with their expertise and experience.

Anchored in Indonesia with the political partner “Ministry of National Development Planning” (Bappenas) and implemented by GIZ Indonesia and Institute for Essential Services Reform (IESR) with further support of international partners Agora Energiewende and New Climate Institute, CASE will propose evidence-based solutions to the challenges met by decision-makers in the design and implementation of the energy system of the future and build societal support around those solutions. The CASE programme aims to create evidence and tools that support the energy transition in the region as well as to communicate these outputs to relevant stakeholders and the general public to establish a public discourse about energy transition challenges and benefits.

The outputs of CASE are as shown below.

Output I: Research and Evidence

1.1. The evidence base for an energy transition in SEA is improved.

1.2. Research gaps and missing evidence for an energy transition in SEA are identified and addressed 1.3. Existing evidence is repackaged, and new evidence provided.

Output II: Transparency and Mapping

1.1. Transparency and coordination of activities related to energy transition is strengthened to maximize synergies.

1.2. Stakeholders are mapped

1.3. A knowledge platform is established Output III: Dialogue (non-energy sector)

3.1. The dialogue on energy transition within government (and public) bodies is improved.

3.2. Relevant non-energy issues and public stakeholders particularly impacted by energy transition related issues are identified.

3.3. Non-energy stakeholders are empowered and brought together.

Output IV: Technical Assistance (energy sector)

4.1. Capacities of key energy sector stakeholders on energy transition are strengthened.

4.2. Key energy institutions and decision makers on energy transition related (technical and regulatory) issues are trained.

4.3. Quality data and information is provided to drive dialogue on energy transition among energy stakeholders and support change.

4.4. Knowledge exchange among key energy stakeholders is supported.

4.5. A sustainable network of energy think tanks in SEA is set up.

Output V: Promoting public discourse

5.1. A public discourse on energy transition is established.

5.2. A communication strategy and infrastructure about energy transition in SEA is developed, implemented and maintained to inform the general public about energy transition challenges, issues and benefits.

In this context, CASE Indonesia is looking for a graphic designer and layouter to conduct graphic designs in the scope ofillustration and layoutingfor the energy transition book. The consultancy will implement those tasks under the close monitoring of the CASE Indonesia team, represented by GIZ Indonesia and IESR.

2. Task to be performed by contractor

The Graphic Designer (bidder) will be required to deliver the following work packages:

Work package 1: Prepare illustration, design and layout for CASE energy transition book

Under this work package we expect the bidder to conduct layouting and design for all pages of the book (Front and Back Covers, Title Page, Foreword, Index, bibliography and Contents including illustration for graphics, diagram, tables, icons, etc.) matching with the illustration style that will be provided as a reference for the bidder.

The scope of work, deliverables, and timing of the assignment shall include but is not limited to:

It is expected that the contractor will work in a close relationship with the project team in GIZ Indonesia and IESR. The CASE country team will lead the project steering, organization and implementation of activities, political coordination with Bappenas, as well as all other stakeholders. Delivery of all activities in any written and verbal form is to be done in English.

3. Proposal Guidelines and Project Timelines

3.1. Proposal Guidelines

We will conduct Aanwijzing on4th May 2023. For all bidders that will participate in the bidding process, please indicate your willingness to participate by sending an email with a subject “[CASE Indonesia]

Willingness to participate in Aanwijzing and bidding process” to Project Manager CASE IESR at agus@iesr.or.idand putimmakulata@iesr.or.idin the CC at the latest by2 May 2023at10:00 p.m.

After the Aanwijzing, bidders must submit a digital copy of their proposal via email to Project Manager CASE IESR atagus@iesr.or.idand putimmakulata@iesr.or.idin the CC at the latest by12 May 2023at 10:00 p.m.

Indonesian Western Standard Time (WIB, GMT+0700). Please include “CASE Indonesia – Graphic Design Consultant” in the subject line.

Kindly address Project Manager CASE IESR atagus@iesr.or.idfor inquiries. Any proposals received after this date and time will be regarded as inadmissible. All proposals must be signed by an official agent or representative of the company submitting the proposal.

Submission Timeline:

● Proposal Submission will be opened from4 May - 12 May 2023

● Evaluation of proposals will be conducted from15 - 17 May 2023.

● The selection decision for the winning bidder will be made by19 May 2023.

Upon notification, the contract negotiation with the winning bidder will begin immediately and must proceed extremely quickly to meet the project timeline.

Proposals should not be more than 10 pages in length (with the exception of appendix for design portfolio).

If the organization submitting a proposal must outsource or contract any work to meet the requirements, this must be clearly stated in the proposal. Additionally, costs included in proposals must include any outsourced or contracted work. Any outsourcing or contracting organization must be named and described in the proposal.

Please itemize all costs and include a description of associated services. Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP.

3.2. Timeline

This project will be carried out from 23 May to 30 June 2023. We expect the bidder to provide a timeline for the project execution to be approved by the CASE Indonesia team.

3.3. Budget

All proposals must include proposed costs with tax (in Indonesian Rupiah/IDR) to complete the tasks described in the project scope. Costs should be stated as one-time or non-recurring costs (NRC).

Pricing should be grouped to at least show these items:

● Budget for graphic designs and layouting for CASE Energy Transition Book should be in the range of 15 - 20 Million IDRfor the full package mentioned above.

NOTE: All costs and fees must be clearly described in each proposal.

4. Bidder Qualifications

Bidders should provide a comprehensive and detailed proposal comprising all these following items and should write their proposal following this structure.

1. Profiling

a. The bidder is required to present a company/organization profile that provides description of

experience in designing, including work portfolio and executing programs as mentioned in the RFP or something similar.

b. The bidder is required to provide examples of similar programs/events conducted by the organization.

c. The bidder is required to present anticipated resources that will be utilized and assigned to this project (tools, total number of manpower, role, title, experience) including the steering structure.

2. Concept

The bidder is required to present the program concept which is intended to achieve the objectives and result for which it is responsible. This program concept should also include a timeline.

3. Budget

The Budget of the full package should be in the range of 15.000.000 IDR - 20.000.000 IDR. Please itemize the item on the bidder’s proposal.
