EVALUASI PROGRAM KELOMPOK UASAHA BERSAMA (KUB) TERHADAP PEMBERDAYAAN MASYARAKAT PESISIR GUNA MENINGKATKAN KAPASITAS MASYARAKAT NELAYAN DI KELURAHAN BATU LEGONG

ABSTRAK
Penelitian ini bertujuan untuk mengevaluasi Program Kelompok Usaha Bersama (KUB).Adapun permasalahan pada penelitian ini adalah program Kelompok Usaha Bersama yang berlokasi di Kelurahan Batu Legong Kecamatan Bulang Kota Batam belum berjalan sesuai dengan tujuannya, kerana kurangnya partisipasi masyarakat dan kurangnya pengetahuan masyarakat terhadap program tersebut.
Peneliti menggunakan teori kriteria menurut Wiliiam N. Dunn (2003:687) yang terdiri dari Efektifitas, Efisiensi, Kecukupan, Kesamaan, Responsivitas, dan ketepatan.Metode penelitian yang digunakan adalah metode deskriftif dengan pendekatan kualitatif.Hasil temuan lapangan peneliti menyimpulkan bahwa pelaksanaan Program Kelompok Usaha Bersama (KUB) di Kelurahan Batu Legong Kecamatan Bulang Kota Batam belum optimal. Pada dimensi efektifitas, pencapaian target peningkatan kualitas hidup masyarakat masih belum tercapai karena dari segi pemilihan kelompok KUB tidak dipilih sesuai dengan kebutuhan dan kriteria yang ditentukan. Pada dimensi efisiensi, usaha untuk mengembangkan dan meningkatkan program KUB sudah dilakukan mulai dari tingkat kelurahan sampai tingkat pengawasan dari Dinas Perikanan Kota Batam, dimensi kecukupan sumber dana yang dikeluarkan belum mencukupi kebutuhan kelompok penerima bantuan, pada dimensi kesamaan manfaat dari program KUB sudah bisa dirasakan namun merata oleh setiap anggota penerima bantuan, pada dimensi Responsivitas masyarakat menerima dengan rasa senang hati terhadap adanyan program KUB ini dan pada dimensi terakhir yaitu ketetapan, program KUB merupakan suatu kebijakan tepat yang dikeluarkan oleh pemerintah karena dengan adanya program ini pemerintah memberi jalan supaya masyarakat bisa lebih hidup mandiri.Penelitian ini memberikan sumbangan kesimpulan bahwa program KUB untuk dapat dilanjutkan namun perlu adanya pendampingan dan pembinaan dari instansi yang terkait.

ABSTRACT
This study aims to evaluate the joint Business Group Program (KUB). The problem in this study is that the joint business group program locted in Batu Legong Village, Bulang Subdistrict, Batam City has not run according to is objective, due to a lack of community participation and a lack of publick knowledge of the program. The researcher uses criteria theory according to William N.Dunn (2003:687) which consists of Effectiveness, Efficiency, Adequacy Similarity, Responsivieneness, and Accuracy the research method used is a descriptive method with a qualitative approach. The results of the field findings concluded that the implementation of the Joint Business Group Program (KUB) in Batu Legong Village, Bulang District, Batam City was not optimal. On the effectiveness dimension, the achievement of the target of improving the community’s qually of life ha not yet been achieves because in terms of selection the KUB group was not selected according to the needs and criteria specified. On the efficiency dimension, efforts to develop and improve the KUB program have been carried out starting from the sub-district level. Up to the level of supervision from the Batam City Fisheries service, the dimensions of the adequacy of the resourcs spent are not sufficient for the needs of the beneficiary groups, on the similarity dimension the benefits of the KUB program can be felt but evenly distributed by each member of the aid recipients on the responsiveness dimension, the community accepts with pleasure he existence of the this KUB program and in the last dimension, namely provisions, the KUB program is an appropriate policy issued by the government because with this program the government provides a way so that people can live more independently. This research contributes to the conclusion that the KUB program can be continued but there needs to be assistance and guidance fromrelated agencies.
