Background
Institute for Essential Services Reform (IESR) is a think-tank in the field of energy and environment, IESR encourages transformation into a low-carbon energy system by advocating a public policy that rests on data-driven and scientific studies, conducting capacity development assistance, and establishing strategic partnerships with non-governmental actors.
Recent development in the sustainable mobility issue culminates in the electric vehicle topic, including growing interest from the government and society alike. The Indonesian government issued Presidential Regulation No. 55 of 2019 concerning the Acceleration of the Battery-Based Motorized Vehicle Program for Road Transportation. Not long ago, the Government of Indonesia also issued Presidential Instruction No. 07/2022 concerning the Use of Battery Electric Vehicles as Operational Service Vehicles and/or Individual Vehicles for the Service of Central Government Agencies and Regional Governments as part of efforts to prepare vehicle ecosystems electricity.
As the pioneer and the largest operator of electric vehicle transportation in Indonesia, Grab has played a role in the formation of an integrated electric vehicle ecosystem in Indonesia through collaboration with the government and strategic partnerships with private industry players and BUMN. The next step to complete the ecosystem is through building public awareness of electric vehicles.
IESR and Grab Indonesia, through a strategic partnership, intended to provide a credible and accessible information hub around electric vehicle topics. The website for creating the Electric Vehicle (EV) Information Hub is intended by Grab to contribute to the efforts to build awareness and support for electric vehicles. Through supporting the ecosystem in enabling the use of electric vehicles in society, Grab and IESR are participating in efforts to mitigate greenhouse gasses towards a low-carbon energy system in Indonesia.
Objective
The objective of this project is
● To provide an information channel as a means of education and information related to electric vehicles, ranging from general information to practical solutions, to increase the awareness of the Indonesian people regarding electric vehicles in general.
● To highlight the concrete actions taken by Grab Indonesia in supporting carbon footprint reduction in the transportation and logistics sector.
Deliverables
1. The updated website and the app should represent the brand image and visual guidelines provided by IESR
2. Intuitive and clearly designed user interface and its subsequent user journey.
3. The updated website should integrate the following tools and features
a. Content management system (CMS), preferably WordPress with a common site builder e.g. but not limited to Elementor or WP Bakery
b. Custom Post Type and Taxonomies
c. List functionality to show the nearest charging station and other geography-related information
d. Geolocation detection and integration to Google Maps e. Site-wide dark mode option
f. Bilingual mode ID-EN
g. Responsive layout (desktop and mobile) h. SEO (Search Engine Optimization) i. Safe and secure website (SSL certs) j. Analytics website performance system
k. A modular approach to enable additional features in the future
4. Develop a user manual and short training for the relevant staff and system administrators to perform the content upload, system maintenance, and administration.
5. Support maintenance; administrative and technical support, and quality control for 1 year (counted after the web goes live)
6. Handover of source code and access and hosting account credentials
Proposal Guidelines
Proposals will be accepted until 10:00 p.m. Indonesian Western Standard Time (WIB, GMT+07) on Sunday, 14 May 2023. Any submissions received after this date and time will be regarded as inadmissible.
All proposals must be signed by an official agent or representative of the company submitting the proposal.
Please itemize all costs and include a description of associated services. Contract terms and conditions will be negotiated upon selecting the winning bidder for this RFP.
If the organization submitting a proposal must outsource or contract any work to meet the requirements, this must be clearly stated in the proposal. Additionally, costs included in proposals must consist of any outsourced or contracted work. Any outsourcing or contracting organization must be named and described in the proposal.
Budget
IESR intends to make one award for the execution of this project. The final award amount will be contingent on the submission of a detailed and reasonable proposal to be approved by IESR.
Expected award to range fromIDR 80 to IDR 120 million.
All proposals must include proposed costs (in Indonesian Rupiah/IDR) to complete the tasks described in the project scope. Costs should be stated as one-time or non-recurring costs
(NRC) including domain and hosting. API or other recurring add-on services’ costs should be included in the proposed budget and stated clearly.
IESR will be the website's sole proprietor, and all software/licensing required to build the site will be directly covered by the aforementioned budget. The contractor should recommend all technology required for developing and managing the website (API services, framework, etc) based on project needs and expertise.
IESR intends to pay the selected contractor on a fixed-fee, milestone-based payment schedule.
Shall applicants prefer an alternate payment timeline, the applicants should propose a fixed fee and separate the total hours and amounts associated with the Planning and Design/Discovery Phase, Web Development Phase, and Management and Maintenance Phase, the sum of which would be the total Maximum Payable Amount (MPA) for the contract.
Timeline
Proposals will be accepted until 10:00 p.m. Indonesian Western Standard Time (WIB, GMT+07) on Sunday, 14 May 2023. Evaluation of proposals will be conducted on 15-16 May 2023. Top qualified service providers from the proposed document and quotation will be shortlisted. A follow-up session will be conducted within this time window to obtain any necessary clarification on items described in the proposals.
The selection decision for the winning bidder will be made by17 May 2023.
Upon notification, the contract negotiation with the winning bidder will begin immediately and must proceed extra quickly to meet the project timeline as follow.

Required Skills and Experience
1. Experience in Management Information Systems, or related fields and a website development or related certificate
2. Experience in website development and maintenance 3. Strong web project coordination
4. Experience in solving issues of browser/device compatibility to create web pages that can be used on any type of server and viewed with any browser/device.
5. Familiar with the programing language PHP (Laravel) 6. Sound of good knowledge of improving user experience
Proposal Evaluation
The service provider will be selected based on full and open competition. The potential service provider has to submit a proposal package, which consists of a technical proposal (background of the program, task to be conducted, methodology, schedule), cost proposal (proposed monthly rate), CV, and web development portfolio. The proposal will be evaluated based on the following:
● Qualification 50 %
● Experience 30 %
● Methodology 20 %
IESR may, at its discretion and without explanation to the prospective Vendors, at any time choose to discontinue this RFP without obligation to such prospective Vendors.
Awarding of the contract resulting from this RFP will be dependent upon the suitability of proposals received and the funds available. The RFP process is open to all vendors including those who have previously developed web or online platforms for IESR.
