DISCIPLINE AND DRUG CONTROL
Introduction
SKDD aims to provide more effective control and supervision of Police Officers and Public Officers under the supervision of a Supervisor.
Supervisors can know the creativity of supervised officers as well as their performances and responsibilities effectively towards achieving organizational goals.
In addition, supervised officers have the opportunity to express their problems/complaints related to the welfare of themselves and their families so that they can be brought to the attention of superior officers.
SKDD is a preventive measure that can be taken by supervisors against supervised officers to stay away from unhealthy activities such as drug abuse, corruption and abuse of power.
Through this instruction, PDRM can strengthen supervision and monitoring among Police and Public Officers.
2. Interpretation
2.1 Discipline
2.1.1. Code of conduct defined under the Public Officers (Conduct &
Discipline) Regulations 1993 and other existing instructions/regulations.
2.2. Drugs
2.2.1. All types of drugs listed under the First Schedule in the Dangerous Drugs Act 1952 and the Poisons Act 1950
3. PURPOSE
To strengthen supervision among Police Officers and Public Officers in Bukit Aman, Contingents, Brigades and Formations to prevent and reduce any opportunities for the occurrence of irregularities and misconduct.
Maintain a high level of discipline as a law enforcement organization that is respected and trusted by the public.
4. Definition
SKDD is a system that allows a person to control, manage and supervise the discipline and drug involvement against Police Officers and Public Officers.
This system allows a senior Police Officer/Public officer to take care of a small group of Police Officers/Public Officers through the following approach: -
4.1. Supervise, guide, monitor and advise to maintain good discipline, in terms of behavior, skills, work culture and guidance for a healthy life
4.2. Monitor and prevent drug abuse among Police Officers, Public Officers and families
4.3. Establish a systematic communication network among all levels of the group
4.4. Guiding in the right way to perform tasks according to established rules
4.5. Conduct in-service training for all levels so that they are responsible in carrying out their duties
4.6. Providing advisory services including counseling to those with problems.
5. GROUP MEMBERS AND SUPERVISORS
Each Police Officer and Public Officer should be grouped as much as possible according to the same group and supervised by a Supervisor with a higher rank than the group members.
5.1 – Kumpulan Pegawai Kanan Polis:
5.1.1 Group 1 - Supt 5.1.2 Group 2 - DSP 5.1.3 Group 3 - ASP
5.1.4 Group 4 - Insp/C/Insp
5.2 - Group of Junior Police Officers:
5.2.1 Group 5 - SM/SI 5.2.2 Group 6 - Kpl/Sjn 5.2.3 Group 7 - Konst/L/Kpl
(Police Junior Officer Group includes additional PRP and PRP Orang Asli)
5.3. Public Officer Group:
5.3.1. Group 8 - Public Officer N22
5.3.2 Group 9 - Public Officers N17, N11 & N1
5.4. Members for each group should not exceed 6 people
5.5. Members of each group should be of the same rank (except for small units) 5.6. The members in a group should be from the same division/branch/unit.

5.7. The supervisor should have a higher rank than the group members.
(except for small sections/branches/units and/or there is no supervisor in the unit concerned, supervision can be done by an officer
from other departments/branches/units)
5.8. In situations where the distance between pondok, balai, IPD and IPK are far away or isolated so this system works individually
6. GROUP STRUCTURE AND FLOW CHART FOR THE HANDLING OF PROBLEMATIC POLICE OFFICERS AND PUBLIC OFFICERS
The group structure in SKDD focuses on preventing and reducing the opportunities for the occurrence of irregularities and misconduct.
If the supervised Police Officer and Public Officer is problematic and has low performance, then the supervisor should be guided by the Action Flow Chart provided.
6.1. GROUP STRUCTURE
The implementation structure by group is as follows:

6.2. HOW TO HANDLE PROBLEMATIC POLICE OFFICERS AND PUBLIC OFFICERS The Flow Chart of actions to deal with Police Officers and Public Officers with low potential and problems is as in Appendix 'D'.
7. ROLE AND RESPONSIBILITIES OF SUPERVISORS
The role and responsibility of the supervisor should be guided as in para 4 including the following points below:
7.1 Determine the SKDD file provided by each group member are according to the format specified in the instruction
7.2 Hold meetings with supervised officers at least once a month and take notes on each meeting
7.3 Inspect and monitor supervised officers in the following aspects:
7.3.1. Self-appearance
Ensuring that all Police Officers and Public Officers under supervision have short and neat hair in line with the team's wishes. This includes dress/grooming/cleanliness and follow the rules.
7.3.2. Pocket Book Check
Ensure official diary/pocket book is written, updated and checked at least once a week. All warnings and advice issued must be clearly recorded.
7.3.3. Negative Activities/Corrupt Practices
Prevent and monitor all negative activities including corruption/gambling/immorality engaged by supervised officers.
Close supervision should be held to identify the members involved. Early action should be taken to report member involvement
7.3.4. Drug abuse
Ensure that officers under supervision are not involved in drug abuse.

7.3.5. Lifestyle
Monitor the lifestyle of supervised officers to determine their ability by their monthly income and determine that each property owned has been declared by following the rules.
Any element of lifestyle beyond affordability should be investigated and reported.
7.3.6. Social Activities
Encourage supervised officers to engage in healthy social activities such as the Residents Association, Mothers, Fathers and Teachers Association (PIBG), attending lectures and religious talks and others.
7.3.7. Spiritual Activities
Make sure the supervised officers to practice their responsibilities and obligations to their religion and beliefs. Fostering and practicing moral values in religious matters for the formation of positive attitudes.
7.4. Team Spirit (Esprit de Corp)
Encourage team spirit among members at all levels.
7.5 SKDD file movement
Determine that the SKDD file is submitted together with the self-statement to the Commanding Officer (Pegawai Memerintah) of the newly appointed station when being transferred.
7.6. Prepare SKDD charts for display in the Information Room/Meeting Room.
18. ROLES AND RESPONSIBILITIES OF SUPERVISED OFFICERS
The roles and responsibilities of supervised officers should be guided as follows which is outlined in para 4. However, the following must be obeyed: -
8.1. Provide cooperation to the Supervisor in making SKDD a success
8.2. Fill in all the required personal details according to the SKDD file format that has been prepared
8.3. Always present neatly according to the regulations in force
8.4. Submit Official Diary/Pocket Book to be checked by the Supervisor according to the regulations in force.
8.5. Keep yourself and your family away from all negative activities including corruption/gambling and immorality. Initial action should be taken to report to the Supervisor about the involvement of family members in the activity.
8.6. Avoid yourself and your family from drug abuse. Initial action should be taken to report to the Supervisor about the involvement of family members in drug abuse.
8.7. Need to practice a lifestyle according to ability based on your monthly income. Any element of lifestyle beyond affordability should be avoided.
8.8. It is required to declare every property owned according to the regulations in force.
8.9. Encouraged to engage in healthy social activities such as Associations, Residents, Parents and Teachers Associations (PIBG) and others.
8.10. Practice moral values in religious matters for the formation of positive attitudes.
8.11. Practice team spirit among members at all levels.
9. RESPONSIBILITIES OF GOVERNING OFFICERS
The Governing Officer is responsible for ensuring that this SKDD is implemented at all levels and determines that Supervisors and supervised officers carry out their respective responsibilities including the following actions:
9.1. Ensure that all Supervisors take action on problems that arise and submit a written report on the actions that have been taken
9.2. Supervise and coordinate the implementation of SKDD and present in the Discipline and Corruption Prevention Coordinating Committee (Jawatankuasa Penyelaras Tatatertib dan Mencegah Rasuah-JPTMR) meeting;
9.3. Hold JPTMR meetings once a month at the Contingent, Brigade and Formation levels for the purpose of collecting and reassessing the feedback on the implementation of the SKDD that has been received
9.4. Prepare reports every six months for problematic members to be submitted to the Secretary of the KPN of Discipline (Urus Setia KPN Tatatertib)
9.5. Ensure all levels of Supervisors prepare SKDD charts to display in their Meeting Rooms/Information Rooms
10. SKDD FORMS
The SKDD file must contain the forms according to the format as attached in this instruction as follows:
10.1. Personal details/Family Background/Dependents/Heirs - SKDD Form 1
10.2. Career/Work Experience/Courses/training/Social Activities/Achievements and Awards - SKDD Form 2
10.3. Own property/wife or husband/Children - SKDD Form 3 10.4. Supervisor's Report - SKDD Form 4
11. IMPLEMENTATION
The Discipline and Drug Control System in Bukit Aman, Contingents, Formations and Brigades should be implemented by focusing on the following: -
11.1. Pledge
Each member is required to recite a pledge to always be disciplined and promise not to engage in drug abuse. Confession of the supervised officer must be made in front of the supervising officer in accordance with Appendix 'E'. This pledge must be renewed annually in January and must be kept in the member's SKDD file.
11.2. Action On Drug Abuse
The Supervisor shall implement periodic and random urine tests on the supervised officers. Those involved in drug abuse will be taken legal and departmental action.
11.3. Education and Training
The Governing Officer must determine that Supervisors is given education and training on the implementation of the SKDD so that the implementation runs smoothly as required.
12. FAILURE TO COMPLY WITH INSTRUCTIONS
Failure to comply with these instructions may result in disciplinary action under the regulations in force.
13. General
This Administrative Instruction is effective from the date it is signed and should be used as a guide to all Governing Officers, Supervisors and supervised officers in the implementation of SKDD.
Disciplinary Officers are required to make periodic inspections to determine if these Administrative Instructions are implemented correctly.
14. Cancellations
SKDD is a control system for Police Officers and Civil Servants of the Royal Malaysia Police, introduced since 1979. With the implementation of this Administrative Directive, previous instructions regarding SKDD are cancelled.
