General Statement
Dr. Carmichael. Mr. Chairman, members of the committee, thank you for the privilege of appearing before you.
The Smithsonian
Institution,by
itsbasic law,
isdirected
toconcern
itself
with the increase and
diffusionof knowledge among men. The Smithsonian's work
inconnection with the increase of knowledge
in-volves the conduct of well-defined scholarly and research
activitieswhich are not duplicated elsewhere. The reason that I say that
thisresearch
isnot duplicated elsewhere
isthat
it isbased upon the
spe- cializeduse of the unique
collections inour museums which often have tens of thousands of specimens that must be consulted
insolving spe-
cific
problems. Research
inthe
fieldof astrophysics has been con- ducted
atthe Smithsonian for over three-quarters of
acentury, and because of the current importance of
thisarea of study and the expert- ness of our
staff,the
scientificworld more and more looks
tothe Institution for research findings
in this field.Historically
itmay be noted that the Smithsonian Institution was probably the
firstorgani- zation on
thiscontinent
tohave
afull-time
staffof
diversifiedscientificresearch workers.
The Smithsonian
also issuesscholarly and
scientificpublications and
isa center for the exchange of publications with other research centers throughout America and the world. This exchange
servicehas been conducted successfully by the Smithsonian for more than
acen-
tury,and
itisspecificallyauthorized by
specialprovision
inmore than 50
treaties.By
itspublications and by
itsexchange
service,the Smith- sonian Institution thus concerns
itselfwith the wide
diffusionof knowledge. The great museums of the
Institution,of
course,play a most important
role inthe work of the
diffusionof knowledge. The Smithsonian Institution
isresponsible for maintaining what
isprob- ably the world's
largestmuseum complex. These museums not only provide knowledge for those who
visitthem, but they
alsopreserve and protect many of the irreplaceable treasures of the American people.
In the
last2 years,the committee
willremember, except for
increasesrelated
tomandatory salary and health
benefitadjustments, the Smith- sonian has been
able tohold
itsrequests for appropriations
atthe same
level
without asking for any increase
inthe
salariesand expenses part
of the budget. This year
itisnecessary
torequest an increase
insome
items for the 1962 budget.

The changes are shown
in full inthe
justificationsbefore you. You
will see
that some reductions have been made, but the requests for
salariesand expenses show a
totalincrease of
$1,179,000.However,
as
I
willindicate
ina moment,
it isnow
posssible toreduce
thisamount by
$150,000.Our net request for an increase
in1962
isthus
$1,029,000.The main reason for
thisincrease
isthat the Institution has come
toa phase
inthe construction of the new History and Technology Build- ing that requires added funds for
its staff.Last autumn, when the Smithsonian presented
itsneeds
tothe Bureau of the Budget,
arequest was made
aftercareful study for $681,000 for
thispurpose. At that
time,we could not know
thatWashington was
toexperience one of the worst winters on
record.For 2 months or more, building opera-
tionson the new Museum of History and Technology structure were almost
at a standstill.There was comparable delay
inmuch other public and private building work
inWashing-ton during these months.
As
a resultof
thisslowing up of work and other delays
inthe con-
struction,the General Services Administration has
just lastweek informed us that
it isalmost certain that the completion date of the
new building may be
as late asSeptember 1962 rather than March
1962
asexpected.
It is true,however, we are now assured that we may begin the
finalpreparation of
exhibits insome parts of the new
building by February or March of
1962.In the estimates before you, funds totaling $681,000 were requested
toprovide for
anecesssary
stafffor the preparation and progressive
installationof
exhibits inthe new Museum of History and Technology and
tocarry on
thatpart of the operation of the building that
isnot the
responsibilityof the
builder.The
increaseof $681,000
is partially offsetby a nonrecurring amount of
$146,000,resulting
ina net increase of
$585,000.Because of the delay mentioned above, we now wish
to revisedownward
this re-quested
figureby
$150,000.The Smithsonian,
therefore,now formally requests you
toconsider a net increase over
lastyear of $385,000 rather than the $535,000 net increase for
thispurpose which
is calledfor in the documents before you.
We are
alsorequesting additional funds
inthe amount of $239,000 for
scientific research. I believeyou
will recallthat
virtuallyno increase for research has been sought
atthe Smithsonian
inrecent
years.These added funds, here requested,
willbe used primarily
inthe
fieldof astrophysics and for much needed laboratory
facilities inthe natural
sciences.This
willmake
possiblethe strengthening of some aspects of the
scientificresearch
activities in thesefieldsthat are judged
tobe of
specialimportance
inthe present
stateof the world.
Our requests
alsoinclude funds for necessary repairs and
rehabili-tation of our buildings and for the moving and storing of museum
materials necessitated by the authorized work on the Natural History Building.
I should now
like toturn
toconstruction appropriation matters.
Last
year, thiscommittee recommended and the Congress appropri- ated $13,500,000 for additions
tothe Natural History Building of the Smithsonian
Institution.This work, we
aregrateful
to say, isnow underway. This appropriation
willallow the construction of an
eastwing
tothisbuilding and
the airconditioning and renovation of those parts of the
centralold structure that are
related tothe
eastwing. As
the committee knows,
thisbuilding
is anational and, indeed,
aworld

center for research in the
biological, geological,and anthropological
sciences. Itisa true "bureau of standards"
inthese
fields.Our own
staff
and an average of some 300
visitinginvestigators from
universi- ties allover the country and from other Government organizations carry on
scientificwork here
daily.The crowded condition of
thisbuilding
has,for decades, made
fully effectivemodern research
in thisstructure most
difficult.As previously planned, and
aswas pointed out
to thiscommittee
last year, it isnow necessary for the Institution
torequest funds
tocomplete the reconstruction of
thisbuilding by the addition of the authorized west wing
tobalance the
eastwing which
isnow under construction. At the time
thismatter was considered
last year,itwas estimated that $5,310,000 would be needed
tocomplete the recon- struction of
thissuperlatively useful
scientificand museum exhibi- tion building. We are delighted
to say,on the
basisof the favorable bid very recently received for the
eastwing and
relatedconstruction, that
itisnow possible
toreduce the amount of
thisrequest to
$4,336,-000 instead of $5,310,000 as previously estimated and
asshown
inthe documents before you. This
lesseramount
willcomplete the
project.The Congress, by
actof March
28, 1958,authorized the transfer
tothe Smithsonian Institution of the
historicand architecturally
signifi-cant building, now used by the
CivilService Commission, for conver- sion
intoan
art gallery.When renovated,
thisbuilding, which
is ac-claimed
asone of America's
aswell
asthe
cityof Washington's architectural monuments,
willprovide a
dignifiedgallery for the national
collectionof
fineartsof the Smithsonian
Institution.As you know,
thisvaluable
collection isnow largely
instorage or incon- gruously displayed
inthe Natural History Building of the Smith-
sonian.The remodeled
CivilService Commission Building
will alsoprovide for a much-needed national portrait
gallery.Now that the
new
CivilService Commission Building
isbeing
erected, itseems sure that
thishistoricold building
willsoon be vacated. It
isexpected
tobe transferred to the Smithsonian Institution in the
fiscalyear
1963. It is, thus, essential infollowing the
willof Congress, con- cerning the future use of
thisbuilding, to plan
in detailfor
its re-construction during the
fiscalyear
1962.A request for $400,000
is, therefore,included
todevelop plans and
specificationsfor necessary remodeling.
We are glad
tosay that the
totalbudget estimates that the Smith- sonian now submits, when both the items for
salariesand expenses and for
capitalimprovements are considered, are almost $8 million
lessthan the
totalsum appropriated to the Institution by the Con- gress for the present
fiscalyear.In conclusion, I would
like tomake,
ifI may, a few additional
state-ments about the
activitiesof the
Institution.In the
fiscalyear
1960,the number of
visitors tothe Smithsonian buildings on the Mall
(ex- clusiveof the National Gallery of Art) reached a
totalof
6,494,630persons. This
isan alltime high.
Itis143,228 more than
inthe pre- vious
year.As compared with very recent
years, thisincrease
isim-
pressive.For example, only about 4,800,000
visitorscame
in 1957.Mr. Kirwan. How many came
in1957
?Dr. Carmichael. 4,800,000
in 1957.Actually,
sir,we closed our
temporary Air Museum for about
8months
in1960
;and
ifthat had

been open.
Iam able
toconfidently say
these figuresfor
fiscalyear 1960 would be
at leastseveralhundred thousand
larger.The attendance
inboth April and May
19(50was over
1million
ineach month. Buses or combined
railor
airand bus tours bring
schooland
collegestudents
tothe Smithsonian from
virtuallyevery
State.Over 100 such buses have been counted
infront of our buildings
atone
time.If the National Zoological Park and the National Gallery of Art
areincluded, the
totalnumber of
visitors atthe
Institution lastyear was
11,506,012.There can be no question that
thislarge
increase, in thenumber of
visitors,who come
tothe Smithsonian Institution from every parr of the Union and from
allover the world,
areattracted because of
thenew educational
exhibitsthat
thiscommittee has made
possible inrecent
years.The Smithsonian now presents
aunique opportunity for the
visitorto learn about the past of
hisNation and about the natural
history,the natural
resources,and the
industrialdevelopments that have made America the great country that
it is.Certainly,
many of our millions of
visitorsleave our
halls, afterthey have
seenour new
exhibits as betterinformed and,
itmay be
said,even more truly proud and
patrioticAmericans than they were when they came.
Each
year,the Smithsonian Institution
also receivesand answers
many requests for information on
scientificand technical matters. The
total
number of such requests received during the
last fiscalyear was
297,379,
an increase of 29,163 over the preceding
year.In the previous
years,the committee has asked
certainquestions concerning the National Zoological Park, which
is .abureau of the Smithsonian Institution but which
receives itsappropriated funds through the
Districtof Columbia budget. During the current
year,newspapers, not only
inWashington but elsewhere
inthe country, have carried
articlesabout the need for
capitalimprovements
atthe National Zoological Park. The regents of the Smithsonian
Institu- tion, ata
recentmeeting, directed that detailed
studiesbe made of these requirements for
capitalimprovements
atthe
zoo,for
theirfurther review and consideration.
It
ma3
T alsobe pointed out that the National Capital Parks of
theDepartment of the Interior
thisyear
isrequesting funds for
aroad and tunnel that
willbypass the National Zoological Park. This road seems most
desirable. It willallow
traffic tomove through the Rock Creek Valley without,
as at present,cutting through the National Zoological Park, where
itnow disturbs the animals
inthe
collectionsand
interfereswith the
safety, free access,and movement of the mil-
]ions
of
visitorstothe Zoo.
These matters concerning the National Zoological Park are referred
tobecause,
as Ihave mentioned, the committee has
inthe past
ex-pressed an
interest in thisarea of the work of the Smithsonian
Institution.The zoo
isnot,however, part of the Smithsonian
Institu- tion'sbudget now under consideration.

U.S. NationalMuseum
requiesan
analytical laboratory for developing information as the basis of descriptionsand
interpretations of objects; for determining the needand
specificmeasures
for preservation;and
fordeterminingthe authenticityand
ageofobjects.The number
of uncataloged specimens in theDepartment
of Zoology has in- creased to 445,000and
the present staff can catalog only 40 percent of the specimens accessioned eachyear.Work
of preparing, catalogingand
distributing the foraminifera (small 1-celledseaanimals withhard
shells) is not beingcompletedby
theDepartment
ofGeology becauseofinadequatestaff.(&)
The Bureau
ofAmerican
Ethnology urgently needs aprofessional ethnol- ogist to conduct investigations inMexico and
the adjacent areas in Chiapas, BritishHonduras, and
Guatemala.These
investigations pertain to the habits, customs,and mode
oflife ofthe peoples living there.There
isa
stronginterest inAmerica
inthis importantfieldas evidencedby
themany
requests for infor-mation from government
organizations, research studentsand
others.The Bureau
hasan
exceptional opportunity to contribute importantand
usefulknowledge
aboutthese people.(c)
The
researchprogram
of the Astrophysical Observatory is broadand
diversifiedand
includes solar radiation, solar astrophysics, theupper
atmos- phere, meteors, meteorites, artificial satellites,and some
problems of space science.The
small staff of employees paidfrom
the "Salariesand
expenses"appropriation requires technical assistance
and
funds for scientificequipment and
instrumentation inordertoimplement
asatisfactoryastrophysical research program. Specifically, additional scientists are needed to design specializedequipment and
conduct field testing; detect stellarand
solar radiationimage
registration other than photographic; direct research onan
ultraviolet survey of the skyand
spectroscopic studies of selected celestial objects; developa
pro-gram
of electronicimage
conversionwhereby
artificial earth satellitesmay
be trackedby
photoelectricmethods
; conduct researchon
meteoriteswith electron probe analysesand make
mineralogicalanalyses; analyze meteoritesfor stable isotopes; assist with the meteoriteprogram by
predicting the location offallsby
precisiontrackingmethods; and
study techniquesforfocusingX-rays.The
Institutionneeds a radio carbon laboratory for dating specimens.Such
a laboratorywould
reduce materially the present backlog of samples heldby
various Smithsonian Institution scientistswhich
cannot be dated because the Institutionmust depend
on contributed servicefrom
outside laboratories.The
Institutionwould
then exercise controloverthesamples tobe datedand would
establish itsown
priorities. Itwould
be able to complete its interpretationsand
reconstructionsrather thandepend
on other laboratories toannounce
dates arising basicallyfrom
thelabors ofSmithsonianscientists.Plan

blistered, cracked,and
loosenedareas that it requires constant attention. Despitecontinuous repairs,numerous
leaks occurwhich damage
finished interior surfaces of the galleryand

First,may I speak of the Astrophysical Observatory. The Astrophysical Observa- tory
atthe Smithsonian
isthree-quarters of a century
old. It startedwhen such work was almost unknown
in thiscountry, studying the radiation of the sun, studying many things that we now include
inspace
science.The
staffof the Astrophysical Observatory
isoutstanding. For
that reason, with the growth of
interest in this field,people turn
tous for
assistance in this special field.We
feelthat the amount that

staffmembers have

on the collections in attics, halls, stairwells, storerooms,and

to climb ladders to hazardous positions to reach thecrowded and

natural history collections in this building constitute the Nation's basic standards for purposes of scientific identification.Every

all over the United Statesand from numerous

44 million items that comprise the natural history collections of the United Statesadvance knowledge
only in proportion to the extent the materials repre- senting the biologicaland
geological sciences are sorted, classified, described,named, and
