ABSTRAK
Badan Pusat Statistik menyelenggarakan Sensus Penduduk tahun 2020 melalui sensus penduduk online dan komunikasi langsung dengan masyarakat di Kecamatan Kateman. Pada saat sensus penduduk tersebut masyarakat masih banyak yang menolak dengan beberapa alasan. Tujuan yang dapat ditarik dari penelitian ini yakni untuk mengetahui strategi komunikasi program sensus penduduk oleh badan pusat statistik era covid-19 di Kecamatan Kateman, Kabupaten Indragiri Hilir. Komunikasi pemerintahan adalah sebuah penyampaian ide, program, dan gagasan pemerintah kepada masyarakat dalam rangka mencapai tujuan negara. penelitian ini menggunakan metode penelitian kualitatif deskriptif.
hasil penelitian adalah penyampaian ide dilakukan dengan beberapa tahap yaitu secara internal dan ekternal, hal ini dilakukan agar mendapatkan hasil yang baik secara independen sehingga program yang akan dijalanakan agar mencapai hasil yang baik, program ini disosialisasikan dari pemerintah pusat yaitu sensus penduduk online pada masa covid-19 namun pada pelaksanaan program hanya 20% dari total penduduk menggunakan sensus penduduk online ini. hal ini diharapkan memberikan sebuah gagasan bagi Badan Pusat Statistik terkait program ini agar kedepannya memberikan hasil yang lebih baik lagi.

ABSTRACT
The Central Bureau of Statistics is holding the 2020 Population Census through an online population census and direct communication with the people in Kateman District. At the time of the population census, many people still refused for several reasons .The goal that can be drawn from this research is to find out the communication strategy for the population census program by the Central Statistics Agency for the Covid-19 era in Kateman District, Indragiri Hilir Regency. Communication of government is a persentation of ideas, programs, and notion from government towards society in order to achieve country goals. This study used a descriptive qualitative research method. The result of the research is that the delivery of ideas is carried out in several stages that is internally and externally, this is done in order to get good results independently so that the program to be obtained can achieve good results, This program was socialized from the central government, namely an online population census during the Covid-19 period however, during the implementation of the program, only 20% of the total population used this online population census. This matter be expected will provide an idea for the Central Bureau of Statistics regarding this program so that in the future it will provide even better results.
