I. BACKGROUND
Yayasan Spiritia is now in its second cycle as a Global Fund for AIDS, TB and Malaria (GFATM) Principal Recipient (PR) in support of the Indonesian national response to HIV and AIDS. The foundation works with men who have sex with men (MSM), transgendered persons (Waria) and persons who inject drugs (PWID). The current funding cycle runs from 2018-2020. The
foundation was also a PR during 2016-2017.
Per standard practice, Yayasan Spiritia reports on agreed-to progress indicators contained in the GFATM-Indonesia Results Framework every six months. After tepid performance for the above key affected populations (KAPs) in the previous GFATM funding cycle (i.e., 2013-2015), Yayasan Spiritia has achieved substantial growth in program coverage and significant improvements in key results, especially those related to the HIV treatment cascade. In the six semesters in the years 2016 to 2018, Yayasan Spiritia received an “A” rating in all six semesters (five “A2s” and an
“A1.”
As the current funding cycle approaches its mid-point and thinking has begun about future funding for important work that the foundation does and long-term sustainability issues, the foundation perceives it to be an opportune time to take a step back and have a broader look at what has been achieved in terms of changing the course of the HIV pandemic among MSM, Waria and PWID over the past several years. With the Ministry of Health (MOH) scheduled to produce an epidemic update in mid-2019 and development of a GFATM proposal for the years 2021-2023 scheduled to begin later in 2019, the timing is optimal to assess the foundation’s medium-term results in the context of broader developments in addressing HIV and AIDS in Indonesia.
Yayasan Spiritia thus proposes to engage consultants to work with foundation staff in assembling and analysing relevant data to provide a broader perspective on the impact of program efforts to date and distil lessons learned that can be used to improve future
programming. The exercise will also serve as a capacity building activity for Yayasan Spiritia staff.
II. OBJECTIVE
The objective of the consultancy is:
1) Undertake a higher-level, longer-term assessment of Yayasan Spiritia’s GFATM-supported programs to quantify the magnitude of program impact on the evolving HIV and AIDS sub- epidemics among MSM, Waria and PWID and PLHIV Support.
2) Assess what changes in strategy, implementation processes, targets, etc. might be considered for future program planning and implementation.
III. EXPECTED DELIVERABLES AND TIME FRAME
Below are the specific tasks and activities to be undertaken by the consultant:

— All deliverables and reports will be submitted in English language.
— Upon receipt of the deliverables and prior to the payment of the instalment the deliverables related reports and documents will be reviewed and approved by Spiritia. The period of the review is one week of working day after receipt.
IV. DURATION OF THE ASSIGNMENT
The consultant will be contracted for a maximum of 7 days between November - December 2020.
V. SCHEDULE OF PAYMENT

VI. INPUTS
— Spiritia will provide the consultant with background materials for the desk review and MSM, TG and PWID Implementation related document.
— The consultant is expected to work remotely using his/her own computer, but may access the Spiritia office printing or relevant documents or should he/she be required to work on- site at any point during the assignment.
VII. PERFORMANCE EVALUATION
— Contractor’s performance will be evaluated based on : timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
VIII. REQUIRED EXPERIENCE AND QUALIFICATIONS
Consultant Qualification, Skills, Experience and Role Local/Regional
Consultant
Education:
Post-graduate qualifications in social sciences, health, public health or related field.
Skills, Competencies:
Excellent inter-personal and communication skills.
Excellent planning and analytical writing skills.
Experience:
Minimum of 10 years’ experience in the field of HIV & AIDS in the Asia Pacific region
Extensive experience with MSM/Transgender/PWID HIV prevention programs in the Asia-Pacific region especially with The Global Fund mechanism support
Understand in Indonesia Concept Note 2018-2020 for The Global Fund
IX. REPORTING PRACTICE End of assignment
i. Consultant to produce timesheet with clients’ signature upon completion of the assignment.
ii. Consultant to complete Spiritia Contract Completion Report & Consultant Feedback Form.
iii. Any amendments to the current assignment and deliverables in regards to the TOR must be acknowledged by the client and Spiritia FP.
