- Support the implementation of a comprehensive TSA training, during the inception mission, for decision makers, and stakeholders to further the understanding of how the TSA will be applied
- Draft initial criteria and indicators for the construction of the BAU and SEM scenarios and any other relevant information
- Plan and carry out filed work (visit to targeted sites)
- Verify and review existing information and identified data gaps
- In consultation with the TSA team, validate who the TSA clients are (decision-makers) and confirm the scope of the TSA (select the main issues to be analyzed or policy questions to be responded)
- Draft the inception report, including the background on how the process was conducted and how the target policies or development plans came about; and an annotated outline of the TSA report
- Definition of the BAU and SEM baseline
- Based on existing information, workshop results, field visits, focus groups and expert interviews, provide a detailed description of the BAU scenario and proposed SEM scenario in the targeted
- Refine the BAU baseline and SEM intervention for the analysis
- Selection of criteria and indicators
- Define and justify the relevant criteria and indicators for TSA and for the specific SEM scenario, including any questions related to the targeted policy, development plan and/or investment
- For each indicator, mention the expected relationship between the ecosystem under study and changes in the indicator
- Finalize the policy analysis including the identify loopholes and potential areas for action
- In coordination with stakeholders, authorities, and institutional focal points, carry out all other required research, technical activities, and field visits (as needed)
- Formulation of BAU and SEM scenarios, and analysis
- Based on the selected criteria above (step 3) and indicators, select any valuation method that will be applied to construct the BAU and SEM scenarios for each indicator
- Carry out different levels of analysis, for example
- TSA results
- Present the preliminary TSA results to decision-makers and related stakeholders in the public;
- Based on initial feedback from decision-makers and stake holders, prepare the draft report (including an action plan), and submit the draft report for comments
- Incorporate comments to draft report and produce the complete final report
- Prepare a short policy brief and action plan document for decision makers and communications purposes
- Prepare a short lesson learned document based on the TSA implementation process
- Qualification of Service Provider and Team of Experts
Before any fieldwork and based on the review indicated above, verify all possible interrelationships 8. Based on the conceptual model, identify the actual and potential environmental inputs (including goods and services) that ecosystems provide to commodity sectors, including aimed at local and autochthonous people. This task will be supported by consultations with target decision-makers and key stakeholders (including indigenous and local people), review of policy(s) or management questions to be addressed.
Prepare the initiation report, including the background on how the process was carried out and how the target policies or development plans came about; and an annotated outline of the TSA report that established the target policies or development plans; and an annotated outline of the TSA report (using the UNDP TSA report format). Based on existing information, workshop results, field visits, focus groups and expert interviews, provide a detailed description of the BAU scenario and proposed SEM scenario in the targeted, provide a detailed description of the BLU scenario and proposed SEM scenario in the targeted commodity sector. Define and justify the relevant criteria and indicators for TSA and for the specific SEM scenario, including any questions related to the targeted policy, development plan and/or investment including any questions related to the targeted policy, development plan and/or investment decision .
In consultation with the decision makers, the relevant criteria and indicators that can capture changes in the relevant criteria are selected. For each indicator, the expected relationship between the studied ecosystem and changes in the indicator is mentioned. Based on the criteria selected above (step 3) and indicators, select any valuation method that will be used to construct the BAU and SEM scenario for each indicator.
When primary data are collected, provide a detailed description of the valuation methodology used and its rationality; Breakdown of the net values and benefits of key ecosystem services using the selected indicators under BAU and SEM; include an estimate of the multiplier effect of the subsectors (if applicable). Analyze how the costs and net benefits of ecosystem management are distributed within the targeted subsectors, including the net benefits or losses of the poorest and most vulnerable groups.
Prepare BAU and SEM charts for each indicator, showing the BAU and SEM scenario curves over time and a detailed explanation. Drafting clear policy and related management recommendations based on the range of potential benefits and economic impact of BAU vs. The recommendations will be operational and supported by reliable data from the results of the analysis.
