On behalf of the SFRN 2019 organizing committee, I am truly honored and delighted to welcome you all to the 3rd International Conference on Security in Food, Renewable Resources and Natural Medicine (SFRN) 2019 at the State Polytechnic of Agriculture Payakumbuh, West Sumatra, Indonesia. As the chairman of conference 2019 SFRN, I know that the success of the conference ultimately depends on the number of people who worked in planning and organizing both the technical program and supporting social arrangements.

Finally, on behalf of the committee, we apologize for all shortcomings and anything wrong with organizing this event and hopefully AES-Network contributes significantly to the research and technology for the good of humanity. On behalf of the AES Network, I am honored and pleased to welcome you to the 3rd International Conference on Safety in Food, Renewable Resources and Natural Medicines (SFRN) 2019 at the Agricultural State Poly Technique of Payakumbuh, Indonesia. It is with great pleasure that I welcome the participants of the SFRN 2019 to Payakumbuh, the city of “Rendang”, the pinnacle of Indonesian delicacy.

Over the past decade we have witnessed a chain reaction that threatens the foundations of life for millions of people around the world. Food security is the basis for a decent life, good education and achieving the Sustainable Development Goals. Access to medicines – a fundamental part of the right to health. It is my sincere optimism that by achieving the objectives of this event we will come an important step closer to securing food for all.

At the macro level, policies and regulations on innovation within the city government include increasing the competitiveness of SME products. There are education and training policies that are often implemented to increase the knowledge capacity of small and medium industries. Not yet implemented the regional innovation system for the development of small and medium industries of Rendang.

The existence of a joint financing scheme in the development of small and medium industries in Rendang. There is no institution that can facilitate the development of small and medium industries in a more independent direction, such as the absence of a technology transfer center, incubators and cluster industries. The number of small and medium industries in Rendang and entrepreneurs in the town of Payakumbuh is high.

External Factors

The Directorate General for Small and Medium-sized Enterprises of the Ministry of Industry implements six national cluster programs for small and medium-sized enterprises. Different innovation institutions existed in other regions. Strategies for the development of small and medium industries in Rendang. The research reveals that the priority strategy for the development of small and medium industrial products of "Rendang" products in Payakumbuh city is the "Turn around" strategy. Alternative strategy for the development of Rendang Small and Medium Industry Centers in Payakumbuh City. 1. The small and medium industry's high commitment to meeting market needs in terms of quantity, variety and quality is the market's attraction. The master plan for the development of small and medium-sized industrial rendang centers in Payakumbuh City has not yet been arranged.
