Abstract
This study aims to identify the relationships, power, and influence among stakeholders and analyse their role in the post placement empowerment of Indonesian migrant workers. This study further intends to analyse the existence of convergence and divergence between stakeholders. The sequential explanatory mixed method was employed, with Matrix of Alliance and Mactors used as the tools for analysis, with 13 stakeholders and 8 objectives. The findings of this research revealed that the actor with the most influential and low-reliance role is academics. Four objectives were positively accepted by all stakeholders, while the remaining four entailed ambiguous acceptance; both positive and negative responses were received. The analysis of convergence and divergence demonstrates that stakeholders tend to cluster according to similarity of interests. The central implication of this study is that education may serve as the driver that is acceptable to all parties, and the role of education should be considered during the formulation of empowerment formulas. © 2019 Inderscience Enterprises Ltd.

Abstract: Purpose –The authors try to determine the institutional effect in development of regional innovational infrastructure on the basis of comparing the data on dynamics and geographical distribution of various types of the innovational infrastructure – technological parks, industrial parks, innovational territorial clusters, and small innovational companies for with higher educational establishments in the Russian regions. Design/methodology/
approach – The authors made an attempt on determining the institutional effects in development of regional innovational infrastructure on the basis of comparing data on dynamics and geographical distribution of various types of innovational infrastructure. Findings – The performed analysis allows concluding that institutional effects are present in the process of development of regional innovational infrastructure. Originality/value – We deem it expedient to use various methods of evaluation of the innovational infrastructure objects’ effectiveness, as well as various approaches to regulating their functioning, which could be unified into an integrated mechanism of managing life cycle of innovational infrastructure institutes.

Distributional effects of foreign direct investment on poverty: the case of Vietnam

Abstract: In this paper, we examine the impacts of foreign direct investment (FDI) on poverty reduction in Vietnam. The influences of FDI on the poor can be categorised into two types – growth-enhancing effects and distributional effects. This empirical study analyses the two effects through a sub-national data of 63 provinces and three regions of Vietnam from 2005 to 2015, using Driscoll-Kraay regression and the Sobel-Goodman mediation bootstrapping test. We measure the role of FDI as a synthetic contribution of FDI capital inflow, FDI productivity, and FDI labour creation. Results of this analysis suggest that FDI could reduce poverty throughout these regions of Vietnam since it stimulates productivity and job creation with foreign enterprises.
Government bodies, therefore, need to prioritise the regulation of FDI enterprises over calling for FDI inflow at both the national and provincial levels. Additionally, differences in FDI distributions exist between Northern, Central, and Southern Vietnam.

Biographical notes: Ngoc Quang Ngo is a Lecturer in Foreign Trade University, Ho Chi Minh Campus, Vietnam, who leads classes in International Finance and International Trade Finance. He is currently a PhD student of Economics in the Macroeconomic Faculty of European Viadrina, Germany. His research interests include international trade, economic growth and inequality.

1 Introduction
The role of FDI regarding poverty can be classified into indirect and direct effects
(Aaron, 1999; Andrew, 2004; Hemmer and Phuong Hoa, 2005; Hung, 2005;
