WORKERS PERCEPTION ON INFLUENCE OF HEALTH AND SAFETY MEASURES IMPLEMENTATION ON TIME COMPLETION OF WORK

IN THE CONSTRUCTION INDUSTRY

ABSTRACT

The implementation of health and safety measures in construction sites in Indonesia are still often ignored. The number of workplace accidents that occur on construction projects are still relatively high. There are some facts showing that health and safety practices in construction activities in Indonesia are not getting enough attention and needed to be improved. Unlike the implementation of health and safety, time completion of work in the construction industry gets more attention. Under these circumstances it is necessary to know the perception of the parties involved in a construction project on the influence of the health and safety implementation on work completion time.

In this study, construction health and safety factors are grouped into five categories, namely management factor, working conditions and environment factor, personal factor, program and implementation factor and information records factor. Each category has several sub factors as assessment parameters in each category. The influence of those factors on work completion time is the investigated. Work completion parameters consist of each work’s duration target achievement by respective workers and the overal projects completion time compared to the allocated project time.

In the study, analysis was conducted to determine the perception of the contractor regarding the influence of the health and safety measures implementation on work completion time. The respondents of this study consisted of workers in three construction projects executed by different big contactors in Indonesia. Data were collected through questionnaires to five parties, which were project manager, site engineering manager, supervisor, HSE manager and administration site manager. Type of questionnaire was a closed questionnaire with the likert scoring system of 1 to 5 scale. The data include perception of the importance of health and safety on construction industry, perception of the influence of the health and safety measures implementation on work completion time and the actual condition of health and safety measures implementation and project performance. Data collection is done by using questionnaire which is then processed using weight percentage method, Kendall's τ test and regression analysis.

Based on the analysis conducted, the result show that the respondents' perception on the importance of the implementation of health and safety on a construction project is very strong

(93%). It also shows that factors having strong influence on project performance are management factor, working conditions and environment factor and personal factor (91.33%).

It is found that four factors of health and safety have a strong positive correlation to the project performance. These factors from the most correlated to slightly correlated, respectively are personal factor (very significant), management factor (significant), working condition and environment (significant) and information records factor (significant).

Factor that has influence on project performance is personal factor (significant), with a significance value of 0.036. One of the parameters of the personal factor is the competence of the workers. The conclusion is in line with research finding of Christina et al (2012) which come across that the factor having the most significant influence on construction project performance is competency of the workers.
