404 SPECIFIC FEATURES OF MAINTAINING AND ENSURING THE SAFETY OF PUBLIC

ORDER DURING MASS EVENTS IN UZBEKISTAN Ibotov Qobiljon Nurilla o’g’li

ANNOTATION

In this article, a working group studying the state of preparatory measures carried out by the administration of the object of holding a mass event will be organized, which will cover the specific features of maintaining and ensuring the safety of public order during the conduct of mass events in Uzbekistan.

Relevance of the Topic: in the event of emergency situations in the conduct of a public event or when there are situations that threaten to ensure the safety and Public Order of citizens, taking into account the new circumstances that have arisen by the commission, a working group is formed that studies the readiness of the facility to conduct the permitted mass.

Subject matter:

The draft law "on holding mass events in the Republic of Uzbekistan"prepared by the Ministry of Internal Affairs on the portal of projects of normative-legal acts of the Republic of Uzbekistan was discussed. The purpose of this law is to regulate relations in the field of organization and conduct of mass events in the Republic of Uzbekistan. The document describes the concept of a mass event – socio-political (conferences, conferences, conferences, etc.), cultural-mass and entertainment-viewing programs (music, literature and other festivities, concerts, theaters, sports, advertising events, folk dances, circus, national shows and games, contests, etc.) with the participation of 100 and more people, as well as joint participation of citizens organized in the sphere of holding a mass event for the purpose

Objectives and Objectives of the Subject:

Mass events are divided into two categories:

– Public event with participation of 200 and more people in Tashkent, Nukus cities and regional centers;

– Public event that does not fall into the first category;

Mass events take place in socio-political, cultural, sports and other rounds.

405 The organization and conduct of mass events will have to be authorized by a special commission (a group of persons authorized to control the organization of mass events and compliance with the procedure for their conduct).

Article 7 of the law establishes the general conditions for conducting public events.

mandatory compliance of the participant of the mass event with the requirements of this law and other legislative acts regulating the preparation and conduct of the mass event;

the participant of the public event meets the requirements established by this law;

ensure that the public event is held in the context of holding a public event that meets the requirements of this law;

in cases where mass events are held in open areas, specify in advance the number of visitors in the case arising from the characteristics of the territory;

lack of proper communication with another public event in terms of the place and time of the holding of a public event;

ensure the availability of public transport or the use of public transport by the organizer of the public event after the completion of the public transport;

conduct of a public event in accordance with the conditions of the permit and the program of a public event;

if the conduct of a public event is associated with the implementation of certain types of activities that require the receipt of a document with the property to carry out and (or) to issue permits, the existence of a license (a document with the property to issue permits) that gives the right to carry out certain types of activities and (or)to carry out

In order to obtain permission to conduct an event, the organizer of the mass event shall submit the relevant documents to the Control commissions for the organization and observance of the procedure for conducting mass events no later than 30 working days before the intended date of the mass event.

In the event that a number of mass events are held by the organizer of one mass event in the object of holding exactly one mass event under one type of program (film screenings, theatrical performances,performances of the USSR, etc.), a single permit for carrying out a number of mass events with a validity period of up to a year, indicating the total number

`Mass events to be organized on the territory of Uzbekistan in accordance with the resolutions of the president, Cabinet of Ministers on holding Navruz, independence and New Year holidays will be held on the basis of decisions of the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent City authorities.

SUMMARY AND SUGGESTIONS

Public Safety - Is a situation in which public safety objects are protected from risks and threats that could harm them;

The Object - Of Public Safety is to ensure the protection of the rights, freedoms and legitimate interests of citizens, personal safety and property in public places;

Ensuring Public Security - Implementation of a system of political, organizational, socio- economic, information, legal and other measures aimed at ensuring public security by the state;

406 Public Order - Is a set of legal norms and rules that determine a certain style of public life, based on the norms of morality, traditions and customs, when citizens are together in public places.

And the Definition Given- To the church place is undoubtedly the one that made us the most interesting and long-awaited definition. Because for many years this concept was not described in any of our laws. This concept is described in the project as follows:

A public place is a land, buildings, buildings, structures, parts of them, as well as transport communications, on which it is possible (to be) to visit (to be) without hindrance or to meet the diverse needs of citizens.

CONCLUSION

In this article, I want to conclude my last speech with the question of the head of our state that the whole world is engaged in order to ensure discipline and public security in the country, not the army, not the Ministry of defense, but individual structures. It is known that today we carry out great work on the basis of the concept of” Safe City – safe country " aimed at ensuring public order in our country. In this regard, this new structure, that is, the National Guard, was created, " the president said. — Now henceforth, the implementation of a safe zone project in each city and region, along with the Ministry of internal affairs for the maintenance of Public Order, is determined as responsible and accountable to the National Guard. To carry out these tasks, the National Guard operates in close cooperation with state authorities, public organizations in the localities. So it means that each of us is innocent of Public Safety.
