At the outset the Environmental Engineer, A.P. Pollution Control Board, Regional Office, Kurnool, welcomed the District Revenue Officer & Additional District Magistrate, Ananthapuramu District, Chairman of the Public Hearing Meeting, Revenue Divisional Officer (RDO), the Public gathered at the venue, Public representatives, NGO's, Media, Police and other District Officials. He informed that M/s Sri.K.Ravi Shankar has submitted application to the Ministry of Environment, Forest & Climate Change, Government of India (MoEF&CC, Go!) for obtaining Environmental Clearance for establishment of Quartz mine with an investment of Rs. 1.0 Crores over an extent of 40.313 Ha at Sy.No. 100, Odulapalli (V), Talapula (M), Ananthapuramu District, Andhra Pradesh. He explained the salient features of the MoEF &CC, Govt. of India notification dated: 14.09.2006 & its amendments

thereof issued under the Environment (Protection) Act, 1986. He stated that projects listed in the Schedule of EIA Notification S.O.No.1533 (E), dated 14.09.2006 are required to obtain the prior Environmental Clearance under the provisions of Environment Protection. Act, 1986. He also informed that the proposed Quartz mine of MIs Sri.K.Ravi Shankar requires Environmental Clearance from the MoEF&CC, Govt. of India, New Delhi and Environmental Public Hearing is mandatory for this project.
He informed that a press notification pertaining to the proposed Public Hearing was published in "Sakshi" & "Indian Express" daily newspapers on and also informed that M/s.
Sri.K.Ravi Shankar has conducted an Enviommental Impact Assessment Study through Technical consultant to know the impacts of the proposed mining activtiy on the surroundings. He informed that the draft EIA I EMP report along with excutive summaries in Telugu and English were kept open for general public at i) Office of the Collector &
District Magistrate, Ananthapuramu ii) Zilla Parishad Office, Ananthapuramu District iii) District Industries Centre, Ananthapuramu iv) APPCB, Zonal Office, Kurnool v) Regional Office (South Eastern Zone) MoEF & CC, Govt. Of India, Chennai. vi) Tahsildar Office, Talapula(M), Ananthapuramu Dist and vii) Gram Panchayat Office, Odulapalli(V), Talapula (M), Ananthapuramu District for information of the public and to offer Suggestions, Views, Comments and objections, if any within 30 days from the date of publication.
He said that, an opportunity will be given to the public attended for the public hearing to express their views, suggestions, comments and objections if any on the proposed quartz mine. He informed that the Audio & Video of proceedings of the public Hearing will be recorded and the minutes will be communicated to MoEF&CC, Gol, India for examination of the proposal while issuing Environmental Clearance. He then requested the District Revenue Officer & Additional District Magistrate, Chairman of the public hearing panel to conduct the proceedings of the meeting.
The District Revenue Officer & Additional District Magistrate welcomed the Revenue Divisional Officer, Kadiri, Cheif Executive officer, Zilla Parishad, Ananthapuramu, Environmental Engineer, APPCB, Kurnool, villagers, NGO's, Media and represetnatives of the mine to the Environmental Pulbic hearing. He informed that Sri.K.Ravi Shankar has proposed to establish quartz mine in Sy.No.100, Odulapalli (V), Talapula (M), Ananthapuramu District, Andhra Pradesh and the estashbliment of the quartz mine requires prior approval from MoEF&CC, Gol. He explained the objective of present public hearing and informed that, it is arranged for obtaining views, suggestions, comments and objections if

any from the nearby villagers, farmers and other effected people in the area to know the impacts of the mining activity on the quality of air, water, soil and surrounding environment prevailing in the area. He informed that the Audio & Video of proceedings of the Public Hearing will be recorded and the minutes will be communicated to MoEF & CC, GoT, India for examination of the proposal while issuing Environmental Clearance. The District Revenue Officer & Additional District Magistrate has requested the technical consultant to briefly explain the salient features of the proposed mining activity, its environmental impacts on the surroundings and mitigation measures proposed to be adopted by them to the public gathered at the venue. He has assured the gathering the objections raised by them will be noted down and will submitted to the MoEF&CC, Govt. of India for consideration while issuing license to the mine.

Welcomed the District Revenue Officer & Addl. Dist. Magistrate, Ananthapuramu District, Chairman of the Public Hearing meeting, Revenue Divisional Officer, Kadiri, Cheif Executive officer, Zilla Parishad, Ananthapuramu, Environmental Engineer, APPCB, Kurnool, villagers, NGO's, Media and Public gathered at the venue and the other District Officials. He informed Sri Sri.K.Ravi Shankar has proposed mining of quartz over an extent of 40.313 Ha and this mining activity requires approval from the MoEF&CC, Govt. of India.
The unit has obtained "Terms of Reference (TOR)" from SEIAA, Andhra Pradesh on 12.10.2017 and the present public hearing is arranged as per provisions of ETA notification.
He informed that, Environmental Impact Assessment study has been carried out and base line data of Environmental status within the 10 Kms radius of the mine lease area for water, air, noise, soil, floura, fauna and socio-economic conditions has been prepared. He informed that the annual production capacity of quartz from the mine is 5,46,870 TPA with a project cost of Rs.100 Lakhs. He informed that the mine lease area is surrounded by open lands in all the directions and the lease area is a government land. He informed that, the mine lease area is at a distance of about 8.2 Kms from Ananthapuramu to Kadiri road and the nearest habitation is Subbanaguntapalli at a distance of 0.5 Kms, the nearest railway station is Kalasamudram which is at a distance of 9.2 Kms from the mine lease area. The mining operations will be carried out by mechanized open-cast method. Drilling and blasting is required for the excavation of mineral and to remove the adjacent rock. The benches shall be maintained to 7 in height while width of working bench shall be 20 in to facilitate easy movement of inning machinery and safety factor. He informed that, the proposed mine will generate employment to 38 people and the entire semi skilled and unskilled jobs of about 30 Nos., will be provided

local villagers. He informed that the waste material! Mineral waste generated from the mining activity will be stored in an area of 1.2 Ha and the mineral wste will be disposed to local villagers after obtaining approvals from the mining department. Hhas informed that water requirement for mining is about 25 KLD and the waste water gânerted from the domestic is being disposed into septic tank followed by soak pit. He informed that, they have proposed to develop greenbelt over an extent of 2.0 Ha in the mine lease afèa and it is proposed to spend Rs.20 Lakhs/ annum towards implementation of pollutipn control measures in the mine lease area.
He informed that, the base line data revealed that the ambient air quality in the study area is within the prescribed limits of National Ambient Air Quality standards and the ground water quality is above the prescribed limits for the parameter the fluoride, total dissolved solids, total hardness in most of the locations. He informed that, the likely impacts of the mining activity on the air quality was predicted and the predicted maximum ground level concentrations of PM, PM10 and PM2.5 are 0.42, 0.17 and 0.07 ti/m3 respectively and the cumulative values are found to be within the prescribed standards of national ambient air quality. He informed that the management will spend Rs.8 Lakhs in five years for CSR activities for the strengthening of the nearby roads, health camps, providing drinking water supply in the surrounding villages. He has assured the gathering that they will construct rain water harvesting structures to percolate the rain water into the ground which will be helpful to the nearby farmers for cultivation.
Views, suggestions & objections raised by the public
The District Revenue Officer & Addl. Dist. Magistrate, Ananthapurathu District has requested the public to elicit their views, suggestions and objections if any, on the proposed mining project.
Sri Chinna BhanuGuttu, Ex-MPTC, Subbanaguntapalli Village:- He informed that their patta lands are also in the same revenue Survey number of proposed mine lease area i.e., Sy.No.100, Odulapalli (V) and informed that that the blasting in the mine causes flying rocks which will damage their agricultural crops. He has also informed that there is no approach road to the mine lease and the passage of vehicles through their agricultural lands will cause damage to their crops. He has informed that, there are no employment opportunities to the villagers and the requested the management to provide employment only to the local villagers in the lease area.

Sri. Ganga Raju, S.Rajuvaripalli (V):- He informed that the villagers are suffering due to the presence of fluoride in the ground water and requested the management to provide RO plant for the surrounding villages and also to the schools in the area. He has requested the management to develop the road as there is no proper rastalapproach road for their village and requested the management to provide compensation to the farmers near the mine lease area in case of any damage to their crops. He has informed that there are few educated youth in their village and requested the management to provide employment to them in the mine lease area.
Sri Papasani Pedda Huttaiah, S.Rajuvaripalli (V):- He informed that he is not having any
agricultural land and they are digging the rocks in the Sy.No.100, Odulapalli (V) for their livelihood. He has informed that they will not allow the mining in the lease area if they were obstructed by the lease holder and requested the authorities for sanction of patta to them.
Sri.M.Gangi Reddy, S.Rajuvaripalli (V):- He informed that there are about 30 to 40
farmers having patta lands in Sy.No. 100, Odulapalli (V) and these farmers are having about 4 to 5 acres of land. He has apprehended that, the farmers may loose their agricultural lands in the lease area. He has informed that, there is no public transport to the village and requested the management to lay road to their village. He has informed that, there are many educated youth in the surrounding villages and requested the management to provide employment opportunities to the extent possible to the local villagers.
Sri. N.Ramesh Naidu (NGO):- He informed that, the mine lease area is about 500 mtrs away from the village and apprehended that the blasting may cause damage to the village and the surrounding agricultural lands. He has requested the management to carry out the mining operations without any adverse impacts to the village and requested the management to provide employment opportunities to the local villagers. He has informed that, the ground water in the area is having fluoride and requested the management to provide RO Plant for the surrounding villages and also to conduct regular medical camps in the villages. He has requested the authorities to recommend to MoEF & CC, Govt. of India for grant of permissions to the mine and requested the management to extend their support for the development of the village.

Sri Y.Chennakesawa Reddy (NGO): He has informed that the Ananthapuramu District is a drought prone area and has welcomed the proposed mining activity as it will provide employment to the local villagers. He has requested the authorities to recommend to MoEF &
CC, Govt., of India for sanction of the permissions to the mine and suggested the management to carryout blasting operations with low explosives, to pay the compensation to the farmers in case of any crop damage, to spend the allocated funds under CSR activity for the development of the local effected villages, to provide employment to the local villagers, to provide skill development training centre in the area for the educated youth in the surrounding villages, to avoid the contamination of the ground & surface water in the area due to the blasting chemicals and to develop the greenbelt as per the CPCB norms.
Sri. Ravi Kumar, NGO: He informed that residual state of Andhra Pradesh is having deficit budget after the recent bifurcation of the state and Govt., is focusing on employment opportunities in the industrial sector for the development of th state. He has informed that the Ananthapuramu District is abundant of mineral reserves and there are many mining units coming up in the District. He has opined that, though the proposed mine will provide employment to 38 people and there are many indirect opportunities such as transportation of the mineral and associated activities. He has requested the authorities to spent the royalty deposited by the mine for the development of surrounding villages. He has informed that the villagers are facing problems due to the presence of fluoride in the ground water and requested the management to provide RO plants in the surrounding villages. He has requested the Environmental consultant to clarify the extent of greenbelt proposed by them.
He has informed that, the government has given patta's to the farmers in Sy.No.100, Odulapalli (V) and requested to clarify the total extent of the land available, extent of land given to the farmers, extent of the land leased to the mine and also the details compensation for the farmers in case any loss of patta land in the lease area. Re requested the authorities to recommend to MoEF & CC, Gol for issue of approval to the mining activity.
Sri. L.Chandra Shekar, NGO, Nalgonda Dist:- He requested the authorities to recommend to MoEF&CC, GoT for sanction of permissions to the mining activity and urged the management to provide employment local villagers to the extent possible, to provide RO plants for drinking water for eradication of fluoride related health problems and also conduct regular health camps in the surrounding village.

Sri. Sambha Shiva Rao, Subbanaguntapalli Village:- He informed that they are having patta lands to an extent of 100 acres in the same revenue survey number of the proposed mine i.e., Sy.No.100, Odulapalli (V) and apprehended that the farmers may loose their agricultural lands in the lease area. He requested the authorities not to sanction any permission for the mining activity in their agricultural lands.
The District Revenue Officer & Addl. Dist. Magistrate, Ananthapuramu has requested Sri K.Ravi shankar, Mine Owner to briefly explain the response of the management on the objections raised by the villagers during the public hearing.
Response of the Management:-
He has informed that, they will develop the road to the village and assured the gathering that they will also provide RO plant for the drinking water in the surrounding villages. He has informed that priority will be given to the local villagers in the employment opportunities in the mine lease area and will engage the services outsiders only in case of non availability of skill in the villagers with regard existence of patta lands in the lease area. He has assured that proper compensation as decided by the government will be paid to the farmers and requested the gathering to extend their support mining activity.
The District Revenue Officer & Additional District Magistrate, Ananthapuramu: He
has informed that in the public hearing, most of the villagers attended from surrounding villages to the proposed industry expressed their views orally and in written expressing that they may face dust pollution release by the proposed industry and may causes to the human, cattle as well as crops while cultivated in their lands. Some among the objectors stated that are against the establishment of the chemical factory in the village. Finally, they requested the authorities to close the industry.
He has informed that the government has given a Pattas to the farmers in Sy.No. 100, Odulapalli (V) which is also the same Revenue Survey number of the mine lease area and he has requested the Tahsildar Talupula to furnish report on the total extent of the land, extent of the assigned lands, extent of the land given on lease to the mine owner in Sy.No.100, Odulapalli (V). He has assured the gathering that the assigned lands given to the farmers will not be given on lease to the mining activity and the minutes of the public hearing will be submitted to MoEF & CC, Gol only after obtaining the information from the Tahsildar. He has requested the management to increase the CSR funds as the allocated Rs.2,5 Lakhs/annum for providing RO plants, development of road and conducting health camps in the surrounding villages. He has also informed that the proposed mine will require only

labour/semi skilled persons and may not provide employment to the educated youth as envisaged by villagers. He has assured that the government will not permit laying of roads in patta lands or in the government lands by the mine lease holder as it may cause damage to the crops due to the vehicular movement.
Environmental Engineer, A.P. Pollution Control Board, Regional Office, Kurnool, thanked the public for attending the environmental public hearing for expressing their views and suggestions. He informed the public that proceedings of the public hearing is video recorded and issues raised are also recorded in minutes will be sent to the Ministry of Environment, Forests & Climate Change, Gol for taking further necessary action.
The Tahsilclar, TjLlupula Mandal: He is reported vide his letter Rc.No.182/2018/A, dated:
01-07-2018 that as per the instructions of the District Collector, Ananthapuramu wide publicity was given about the public hearing within the respective jurisdictions of the proposed industry as well as displayed the executive summaries in Telugu and English &
draft EIA report in his office notice board, MPDO office and other offices for the notice of the public and inviting interested persons to attend the public hearing. Further, publicity has given in the jurisdiction of the villages by way of torn torn with regard to public hearing.
Further, he reported that as seen from the village accounts the Sy.No. 100 of Odulapalli Village has subdivided and formed new survey numbers. In the said new formed survey numbers, the Sy.No.844-2, -3, -4, extent: Ac.1.07 cents, Sy.No.847-1,-2,-3, extent:
Ac.6.22 cents, Sy.No.848-2, extent: Ac.1.30 cents and Sy.No.850-1,-2, extent Ac.6.94 cents were assigned to the sivaijarnadars. The assigned new survey numbers are peg marked in respect to the lands applied for mining lease. At present the said lands are not cultivated and they are Banjar and covered with throne bushes.
Further, he reported that the villagers of Sabbanaguntapalli, S.Rachuvaripalli and S.Reddyvaripalli, HI. Odulapalli Village within the limits of Odulapalli Grarnapanchyat are given representations. He was enquired the petitioners along with Village Revenue Officer, Obulapalli Village. They stated that since for a long time their ancestors have feeding their animals such as goats, sheeps, cows and buffalos with gross in the said Sy.No.100 of Odulapalli Village and also stated that their animals are passing through this land for feeding.
The villagers further stated that they are having patta lands with bore-wells surrounding to the said applied mining land and while mining operation are started they utilize the explosive material for blasting the mines, it causes environmental problems in our village. The villagers

further stated that the Govt. was issued "D-Form" pattas to some of the landless poor persons of the villages in the said applied mining area and due to short fall of rains the villagers are not cultivated the land and kept it Banjar. Hence they requested to stop the grant of mining lease to the applicant in the said Sy.No.100 of Odulapalli Village.
