I. M/s. D Krishna Reddy, Sy.No. 284/1, 284/2 & 283/1, Valasala (V), Chinna Malkapuram Gramapanchayath, Dhone (M), Kurnool District has obtained CFE of the Board vide order dt. 19.01.2019 to produce Dolomite chips 2500 TPM. Now the industry has applied for CFO of the Board

The industry utilizes water for dust suppression, Green belt development and domestic purposes. Hence, there is generation of trade effluents. The domestic waste water is disposed into septic tank followed by soak pit.
3. The crusher shall implement the following pollution control measures to comply with the SPM standard of 600µm3 measures at a distance of 3 – 10 mtrs from any processing equipment of stone crusher.
The crusher proposed to implement all the air pollution control measures as directed by the Board, to comply the standards.
a) Dust containment cum suppression system for the equipment such as cladding to the primary & secondary crushers & vibrating screens and cover the dust conveyor belts with GI Sheets.
b) Water sprinklers at all dust generation sources. The water shall be sprayed in the form of mist with the help of a motor.
c) Construction of an elevated bunker for collection of dust from the dust conveyor.
d) Regular cleaning and wetting of the ground within the premises.
e) Development of 5m width of green belt along the boundary of the site in the 50m width buffer zone of the stone crushing unit.
This greenbelt shall be developed on outer side of the buffer zone so as to act as a barrier. The greenbelt development shall be started along with the construction activity.
f) Construction of the metalled roads within the premises.

The crusher proposed to implement all the air pollution control measures as directed by the Board, to avoid dust nuisance to the surrounding areas..
5. The crusher shall wet the haulage roads to control dust during vehicular movement.
The crusher has deployed tractor mounted tanker for sprinkling water along the haulage roads to control dust during vehicular movement.
6. The crusher shall comply with emission limits for DG sets upto 800 KW as per the notification G.S.R. 520 (E), dated 01.07.2003

under the Environment (Protection) Amendment Rules, 2003 and G.S.R. 448 (E), dated 12.07.2004 under the Environment (Protection) Second Amendment Rules, 2004.
In case of DG Sets more than 800 KW shall comply with emission limits as per the Notification G.S.R. 489 (E) dated 09.07.2002 at Serial No. 96, under Environment (Protection) Act, 1986.
7. The proponent should comply with the National ambient air quality standards as per MoEF, GoI notification dated 18.11.2009 during construction and regular operational phase of the project as prescribed below.

9. Concealing the factual data or submission of false information / fabricated data and failure to comply with any of the conditions mentioned in this order may result in withdrawal of this order and attracts action under the provisions of relevant pollution control acts.

10. Notwithstanding anything contained in this conditional letter or consent, the Board hereby reserved to it the right and power under section 27 (2) of the Water (Prevention &
Control of Pollution) Act, 1974 and under section 21 (4) of the Air (Prevention & Control of Pollution) Act, 1981 to review any or all the conditions imposed herein above and to make such alternation as deemed fit and stipulate any conditions or revoke the order in the interest of environment protection.

11. Any person aggrieved with this order may within thirty days from the date on which the order is communicated to him, prefer an appeal as per Andhra Pradesh Water Rules, 1976 and Air Rules, 1982, to the Appellate Authority constituted under section 28 of the water (Prevention and Control of Pollution) Act, 1974 and Section 31 of the Air (Prevention & Control of Pollution) Act, 1981.

10. Inspection Officer’s remarks:
1. M/s D Krishna Reddy, Sy.No. 284/1, 284/2 & 283/1, Valasala (V), Chinna Malkapuram Gramapanchayath, Dhone (M), Kurnool District has established dolomite stone crushing unit in an extent of 5.87 Acres with a project cost of Rs.25.0 Lakhs.
2. The crushing unit was issued with CFE of the Board vide order dt: 19.01.2019 for Dolomite chips (40mm, 20mm, 12mm, 6mm) – 2500 TPM with a validity upto 18.01.2026.
At present, the industry has applied for consent for operation of the Board.
3. The industry utilizes water for dust suppression, Green belt development and domestic purposes. Hence, there is generation of trade effluents. The domestic waste water is disposed into septic tank followed by soak pit.
4. The industry has implemented the Air Pollution Control Measures such as:
(i) providing water sprinkling for wetting of the boulders before feeding into the crusher, at the crusher, at the belt conveyor from the crusher to the screen, (ii) cladding to the vibrating screens with GI Sheet
(iii) cladding to the primary & Secondary crushers with GI Sheet
(iv) Deployed tractor mounted tanker for sprinkling water on the haulage roads.
5. The industry has to implement the other Air pollution control measures such as (i) Cladding to the dust conveyor with GI sheet
(ii) Elevated dust bunker for collection of dust
(iii) Construction of the metalled roads within the premises.
The crushing unit has submitted undertaking letter on 03.09.2019 stating that, they will provide (i) cladding to the dust conveyor with GI sheet (ii) elevated dust bunker for collection of dust (iii) construction of the metalled roads within the premises (iv) development of 5mtr width of green belt all along the boundary of the unit within 3 months time.
12. Regional Office Remarks:
In view of the above, the industry’s application for Consent for Operation may be considered duly stipulating necessary conditions
13. Zonal Office Remarks:
RO reported that :
1. The industry has to implement the other Air pollution control measures such as (i) Cladding to the dust conveyor with GI sheet
(ii) Elevated dust bunker for collection of dust
(iii) Construction of the metalled roads within the premises.
2. The crushing unit has submitted undertaking letter on 03.09.2019 stating that, they will provide (i) cladding to the dust conveyor with GI sheet (ii) elevated dust bunker for collection of dust (iii) construction of the metalled roads within the premises (iv) development of 5mtr width of green belt all along the boundary of the unit within 3 months time.
The attached inspection report forwarded by the EE, RO, Anantapur may be reviewed.
The issue is placed before the CFO Committee for review and recommendations.
