Geographic Information
Table A—States
States are the primary governmental divisions of the United States. The District of Columbia is treated as a sta- tistical equivalent of a state for census purposes.

Each state and the District of Columbia is assigned a two-digit Federal Information Processing Standards (FIPS) code. The FIPS state code is a sequential numbering, with some gaps, of the alphabetic arrangement of the states and the District of Columbia: Alabama (01) to Wyoming (56). These codes are presented in the first column of table A-1.
FIPS codes are issued by the National Institute of Standards and Technology for a variety of geographical entities, including states, counties, metropolitan areas, and places. The objective of the FIPS codes is to improve the transferability of the data resources within the federal government and to avoid unnecessary duplication and incompatibilities in the collection, processing, and dissemination of data. Table B—Counties
The primary legal divisions of most states are termed
‘‘counties.’’ In Louisiana, these divisions are known as par- ishes. In Alaska, which has no counties, the statistically equivalent entities are the ‘‘organized boroughs’’ and ‘‘cen- sus areas’’. Census areas are delineated cooperatively for statistical purposes by the state of Alaska and the U.S.
Census Bureau.
In four states (Maryland, Missouri, Nevada, and Virginia) there are one or more incorporated places that are inde- pendent of any county organization and thus constitute primary divisions of their states; these incorporated places are known as ‘‘independent cities’’ and are treated as equivalent to counties for statistical purposes. Similarly, the portion of Yellowstone National Park in Montana is treated as a county equivalent. The District of Columbia has no primary divisions; the entire area is considered equivalent to a county for statistical purposes.
The 136 areas classified as county equivalents as of January 1, 1992, include 15 organized boroughs and 11 census areas in Alaska; the District of Columbia; the
64 parishes in Louisiana; Baltimore city, Maryland; St Louis city, Missouri; the part of Yellowstone National Park in Montana; Carson City, Nevada; and 41 independent cities in Virginia. Maps for each state showing counties and equivalent areas can be found in Appendix C.
Each county and statistically equivalent entity is assigned a three-digit FIPS code that is unique within state. These codes are assigned in alphabetical order of county or county except for the independent cities, which are assigned codes higher than and following the listing of counties. The combination of a FIPS two-digit state code followed by a FIPS three-digit county code provides a unique geographic identifier for each county and equiva- lent area. Metropolitan areas. The first column of table B-1 presents the four-digit FIPS code for the metropolitan area (MA) in which the county is located. The codes represent metro- politan areas defined by the Office of Management and Budget as of June 30, 1999. Because New England MSA and CMSA are defined in terms of cities and towns, not counties, the New England county metropolitan area (NECMA) code is shown for counties in these states. For most states, the metropolitan statistical area (MSA) or con- solidated metropolitan statistical area (CMSA) code is shown if the county is in a MA. If a county is not in a MA, three dots are shown.

County changes. Counties and equivalent areas shown in tables B-1 through B-13 of this publication are the 3,142 counties defined as of January 1, 1992. Between then and Census 2000, one state has had a county name change and four states have had changes in their county bound- aries. These changes are summarized below.
In Alaska: effective September 22, 1992, the Yakutat
Borough was established; this new borough was created
from part of the Skagway-Yakutat-Angoon Census Area
(CA) with the remaining area being renamed the Skagway- Hoonah-Angoon CA. Effective January 1, 1994, Juneau Bor- ough gained territory from Skagway-Hoonah-Angoon Cen- sus Area.
In Florida: effective November 13, 1997, Dade County changed its name from Dade to Miami-Dade County; the FIPS code changed from 025 to 086.
In Maryland: effective July 1, 1997, Montgomery County expanded to include all of the former Prince George’s County part of Takoma Park city and Prince George’s County decreased as a result of the county boundary shift excluding Takoma Park city.
In Montana: effective November 7, 1997, Gallatin County was expanded by addition of territory from the former county equivalent of Yellowsone National Park.
Park County was also expanded by addition of territory from the former county equivalent of Yellowsone National Park. This change eliminates Yellowstone National Park as a county equivalent.
In Virginia: effective July 1, 1993, the independent city of Bedford gained area annexed from Bedford County; the independent city of Galax gained area annexed from Car- roll County, and the independent city of Fairfax gained area annexed from Fairfax County. Effective June 30, 1995, the independent city of South Boston no longer exists; it became a dependent town within Halifax County.
Effective December 31, 1995, the independent city of Franklin gained area annexed from Southampton County.
Table C—Cities
As used in this volume, the term ‘‘city’’ refers to incor- porated places with a 1990 population of 25,000 or more.
Incorporated places presented in this table are those reported to the U.S. Census Bureau as legally in existence on January 1, 1990, under the laws of their respective states as cities, boroughs, towns, and villages, with the following exceptions: the boroughs in Alaska and New York and the towns in the New England states, New York, and Wisconsin. The boroughs in Alaska are county equiva- lents and are shown in table B. The five boroughs in New York are presented in table C following New York city. The towns in the states noted above are treated as minor civil divisions for census purposes; data for these areas are presented in table D-2.
The areas for which data are included in table C are the 1,070 incorporated places with a 1990 population of 25,000 or more and the 8 census designated places (CDPs) in Hawaii with a 1990 population of 25,000 or more, as well as the 50 states, the District of Columbia, and the 5 New York city boroughs. CDPs are used for Hawaii as it is the only state with no incorporated places recognized by the U.S. Census Bureau. With the exception of Hilo which is in Hawaii County, the eight CDPs shown for Hawaii are all located in Honolulu County. For a discus- sion of CDPs, see the section on table D-1.
In table C, the two-digit FIPS state code and five-digit FIPS place codes is presented in the first column of table C-1. Each place is assigned a five-digit FIPS place code that is unique within the state based on alphabetical order within the state. Consolidated cities. For the 1990 census, the Census Bureau recognized six entities that had consolidated their city governmental function with a county or minor civil division (MCD) but continue to contain governmentally active incorporated places within and as part of those con- solidated cities. These areas with their components and 1990 population are listed below in table B-1. The data for cities shown in tables C-1 through C-7 of this publication cover only the portion of the consolidated city not in any other place, e.g., ‘‘Indianapolis city (remainder).’’

Note: For Census 2000, Jacksonville is no longer a consolidated city. The local governments brought to the Census Bureau’s attention that legislation in 1978 and 1992 changed the relationship of Jackson- ville city to the other incorporated places in Duval County. It should also be noted that the land area/population of Jacksonville city (remainder) in the 1990 census was 758.7 square miles/635,230 persons and that the land area of Jacksonville city for Census 2000 is 757.7 square miles/735,617 persons. Table D-1. Places
Places, for the reporting of decennial census data, include census designated places, consolidated cities, and incorporated places. Places may extend across county boundaries but never across state boundaries. For this publication, places include incorporated places (discussed under table C—Cities) and census designated places (dis- cussed below).
Census designated places (CDPs) are delineated for the decennial census as the statistical counterparts of incorpo- rated places. CDPs are delineated to provide census data for settled concentrations of population that are identifi- able by name, but are not legally incorporated under the laws of the state in which they are located. These bound- aries are defined in cooperation with local or tribal offi- cials. These boundaries, which usually coincide with vis- ible features or the boundary of an adjacent incorporated place or other legal entity boundary, have no legal status, nor do these places have officials elected to serve tradi- tional municipal functions. CDP boundaries may change with changes in the settlement pattern; a CDP with the same name as in an earlier census does not necessarily have the same boundaries.
Data for table D-1 are presented for the 8,888 incorpo- rated places and CDPs with a April 1, 2000 population of 2,500 or more persons that were reported to the U.S. Cen- sus Bureau as legally in existence on January 1, 2000.
Each place is assigned a five-digit FIPS code, based on the alphabetical order of the place name within each state.
If place names are duplicated within a state and they rep- resent distinctly different areas, a separate code is assigned to each place name alphabetically by primary county in which each place is located, or if both places are in the same county, alphabetically by their legal descrip- tion (for example, ‘‘city’’ before ‘‘village’’). The two-digit FIPS state code and five-digit FIPS place code is presented in the first column of the table.
Also found in table D-1 is the name of the county or counties in which the place is located. This information is shown in the column following the area name. If a place crosses county boundaries, all counties in which the place is located are listed alphabetically.
Consolidated cities. For the 2000 census, the Census Bureau recognized seven entities that have consolidated their city governmental function with a county or minor civil division (MCD) but continue to contain governmen- tally active incorporated places within and as part of those

Table D-2 presents data for the 2,759 functioning minor
civil divisions (MCDs) with a April 1, 2000 population of
2,500 or more in the following 12 states: Connecticut,
Maine, Massachusetts, Michigan, Minnesota, New Hamp-
shire, New Jersey, New York, Pennsylvania, Rhode Island,
Vermont, and Wisconsin. MCDs in these states serve as
general-purpose local governments that generally can per-
form the same governmental functions as incorporated
