The Board, vide ref. 1st cited, has issued combined CFO&HWA order to M/s. VSN Laboratories (P) Ltd is a bulk drug unit located at Plot No: 29 & 30, Industrial Park, Thirimalagiri (V), Jaggayyapet (M), Krishna District with validity period upto 30.11.2021. The industry applied for Temporary Permission for transportation of trade effluents to the CETP of M/s Ramky Pharma City (India) Limited, Parawada for a period of 6 months. No report was furnished from the RO, Vijayawada in this regard. The industry is generating at about 29.21 KLD of trade effluents for the given production capacity.
As per the industry’s letter, it is come to know that industry has earlier obtained permission for transfer of trade effluents for period of six months i.e till July’ 2019, to CETP of Ramky at Parawada, Visakhapatnam. Thereafter they made some modifications in their MEE of capacity 20 KLD as per the suggestions made by the Engineering consultant for increasing the efficiency of the system. The industry informed that MEE was restarted on 06.08.2019and operated for 20 days, but the same problems are recurring in operations and due to power failures in the estate, they could not operate the MEE, thereby the industry was able to treat only 79.49 KLD from 06.08.2019 and as on date 38 KL of trade effluent was accumulated in the industry premises.
Further industry informed that their EC application for allotment of additional land adjacent to the plant premises is under process at SEIAA and proposed reinstall the MEE in the new site, which is under process for obtaining EC.
The industry’s representation for transferring effluents to CETP of Ramky, Parawada was considered and issued Temporary Permission for a period of 6 months i.e. up to 02.04.2020, from the date of issue this order, subject to following conditions:
1. No further extension of Temporary permission of sending trade effluents to any CETP will be entertained in future.
2. The industry shall rectify the problems in MEE and ATFD in due course of temporary permission period and shall keep the same in operations.
3. The industry shall obtain the Environmental Clearance for the additional land allotted by APIIC and reinstall ZLD system at the earliest.
4. The industry shall inform RO: Vijayawada and RO: Visakhapatnam at least one week in advance before sending effluents to CETP, Parawada, Visakhapatnam District.
5. The permission is valid till the availability of capacity of CETP, M/s. Ramky Pharmacity (India) Limited, Parawada Mandal, Visakhapatnam District. The permission will be withdrawn if capacity of CETP, JNPC is not sufficient in future.
6. The industry shall obtain the prior information on the availability of treatment capacity at Ramky CETP, Parawada before sending the trade effluents and as per the availability only, the industry shall transport the trade effluents to CETP, Parawada.
7. The industry shall transport the trade effluents in a vehicle having the provision of GPS tracking.
8. The industry shall transport the trade effluents along with manifesto copy (Movement Document) in Form 10 as per the Rule 19 of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and shall furnish the signed copy of the same at RO, Vijayawada time to time.
9. The industry shall restrict the transportation of trade effluents to CETP of Ramky, Parawada up to six months only i.e. up to 02.04.2020, from date of issue of this order.
All other conditions stipulated in the Combined CFO & HWM Order dt. 13.01.2016 &
02.09.2016 will remain same.
