Stage-2Technical Bid (Part 2: The detailed proposal for implementation of e- Governance project of the successful bidders of stage-1 shall be evaluated as per the requirements of the University.

Stage–3, Financial Bids (Part-3) of only those bidders shall be opened whose proposals are accepted by the Committee constituted for the purpose. On the basis of the rate comparison, the contract shall be awarded to L1.
Quality and Cost Based Selection (QCBS) procedure (provided under GFR 2017 rule 192) shall be used for evaluation of bids as follows:
1. Bid Evaluation:
Technical part weightage =70%
Financial part weightage=30%

3. Minimum qualifying score shall be 70% (i.e. 70 out of 100 score points) of the Technical bid weightage.
4. Only those responsive proposals which have scored 70% in the technical bid evaluation shall be considered for financial evaluation.
