SUMMARY POINTS OF THE CWWG
MEETING
During the week (15 – 21 September) higher monsoon rainfall was observed, as compared to Long Period Average (LPA) by 17%. Cumulative seasonal rainfall (01 June to 21 September) is higher than LPA by 7%.
For the week (22 – 28 September), Isolated very heavy falls likely over Uttarakhand, West UP, Haryana &
Chandigarh, East Rajasthan, Arunachal Pradesh, Assam & Meghalaya.
The total live water storage in 143 reservoirs across the country is 156.11 Billion Cubic Meter (88%) of the storage capacity at full reservoirs level. The current year's storage is nearly 113 percent of the last year's storage.
There was sufficient availability of certified/quality seeds of all major Kharif crops for Kharif-2022. Availability of fertilizer has also been comfortable.
Overall intensity of pests and diseases remained below Economic Threshold Level except White fly , Pink boll worm, Jassids and Thrips on Cotton in Punjab, Jassids, Pink boll worm and Boll rot on Cotton in Maharashtra, Tobacco streak virus, Leaf blight, Verticillium wilt on Cotton in Telangana, Tobacco streak virus on Cotton in Andhra Pradesh, White fly and jassids on cotton in Haryana, Helicoverpa, girdle beetle, Semi looper and Stem fly on Soybean in Maharashtra, Fall army worm on Maize in Maharashtra and Punjab, Leaf folder, Stem borer, SRBSDV, WBPH, BPH, Sheath Blight and Plant Hoppers on Paddy in Punjab, stunting disease on Paddy in Uttarakhand, Cucumber mosaic virus on Banana in Maharashtra.
During the current Kharif season 2022 (as on 23.09.2022), 1097.57 lakh ha area has been sown which is showing decrease as compared to last year, which was 1111.36 lakh ha. Area sown under Rice was 401.56 lakh ha as compared to 425.00 lakh ha of the corresponding period of last year.
Area coverage under Pulses has been reported 132.83 lakh ha against 138.29 lakh ha during the corresponding period of last year.
Area coverage under Coarse Cereals has been reported 181.43 lakh ha against 174.05 lakh ha during the corresponding period of last year.
Area coverage under Oilseeds has been reported 191.75 lakh ha against 193.28 lakh ha during the corresponding period of last year.
Kharif Tomato, Onion and Potato area sown has been reported 1.89 lakh ha, 2.57 lakh ha and 0.53 lakh ha as compared to 1.97 lakh ha, 2.91 lakh ha and 0.59 lakh ha respectively as compared to last year.

I.WEATHER OUTLOOK
1ST JUNE TO 21ST SEPTEMBER 2022:
During the week (15 – 21 September) higher monsoon rainfall was observed, as compared to Long Period Average (LPA) by 17%. Cumulative seasonal rainfall (01 June to 21 September) is higher than LPA by 7%.

Conditions are likely to become favourable for withdrawn of monsoon from some parts of the Northwest India towards end of the week.
Isolated very heavy falls likely over Uttarakhand, West UP, Haryana & Chandigarh, East Rajasthan, Arunachal Pradesh, Assam & Meghalaya.
Isolated to scattered rainfall activity is likely over rest parts of the country during the week except West Rajasthan & Punjab, where dry weather is likely during 2nd half of the week.
29 Sept – 05 Oct, 2022:
Monsoon is likely to withdraw from some more parts of the Northwest and some parts of Central India during the week.
Rainfall activity is likely to be below normal to near normal over northwest, east & northeast India.
Rainfall activity is likely to be normal to above normal over central and Peninsular India.

Availability of fertilizer has been comfortable. Details of Requirement, Receipt, Availability, Sales and Stock position of Major Fertilizers (UREA, DAP, MOP, Complex and SSP) during Kharif 2022 as on 22.09.2022 is given below:

VIII. CROP SOWING POSITION
There is sufficient availability of certified/quality seeds of all major Kharif crops for Kharif-2022.
Certified/Quality seeds availability was 177.97 lakh quintals against the requirement of 160.45 lakh quintals in the country for Kharif-2022 season. An overall surplus of 17.52 lakh quintals of seed is available for Kharif-2022.
Certified/Quality seeds shortage was in some states in some commodities.
VII. HORTICULTURE (AS ON 21 SEPTEMBER, 2022)
As of now out of the Kharif targeted area, sowing of 68.49% under Onion, 75.43% under Potato and 73.15% under Tomato have been completed.
Sowing/ transplanting is complete in Uttar Pradesh & Madhya Pradesh and continuing in Karnataka, Maharashtra, Andhra Pradesh, Tamil Nadu, Haryana and Telangana.
Sowing is complete in Uttarakhand and continuing in Maharashtra, Karnataka and Tamil Nadu.
Sowing/ transplanting is completing in Uttarakhand, Uttar Pradesh and continuing in Maharashtra, Karnataka, Madhya Pradesh, Andhra Pradesh, Tamil Nadu and Telangana.

VI. SEEDS

The less area coverage under Rice mainly recorded in the states of Jharkhand, Madhya Pradesh, West Benga Uttar Pradesh and Bihar.

Area coverage under Arhar (Tur) has been decreased by 2.18 lakh ha. as compared to the corresponding period of last year

Area coverage under Bajra has been increased by 6.60 lakh ha. as compared to the corresponding period of last year.
Area coverage under Cotton has been reported 127.39 lakh ha against 118.56 lakh ha during the corresponding period of last year i.e. increased by 8.83 lakh ha.
Observations:
Transplanting of Paddy is still going on in the States like Karnataka, Telangana, Tamil Nadu and Odisha. In these states some more area coverage under paddy is expected to be captured due to good rainfall and as per system of sowing goes till end of September. As per system Kharif sowing coverage will be captured till end of September i.e., to be finalized on 30.09.2022 and reporting of Rabi area coverage will be started from 07.10.2022.
As per interaction made in the video conference held with the states on 20.09.2022, the standing crop condition was stated to be good.

Drought assessment (as on 23.09.2022:
Uttar Pradesh has used Solar Pumps for irrigation purpose in various parts of the State. Steps are being taken to protect the standing crops. The State has carried out the Ground Truthing at Panchayat level.
Crop loss of 33% and above has been reported from 17 districts. As the State received good rainfall during the last week, the situation has improved.
West Bengal has provided alternate seeds to over one lakh farmers. Now the State would go for early rabi crops and rabi crops.
Bihar is giving assistance to the farmers under Diesel Subsidy Scheme @ Rs.75/- per litre. Rs.70.00 crore has been disbursed to about five lakh farmers. Electricity is being provided for irrigation purposes at subsidized rate. Availability of electricity is insured for atleast 16 hours for agriculture purpose.
Contingency plans are being implemented. Seeds for alternate crops have been distributed. Drought affected areas are being identified to take a decision for drought declaration.
Jharkhand is providing seeds to the farmers under contingency plans. Two meeting have been held, first on 2nd September, 2022 & the second on 12th September, 2022, to discuss the situation in the State due to deficient rainfall. Ground Truthing has been completed in 13 districts. Ground Truthing is likely to be completed in the remaining districts this week. After completion of Ground Truthing, the State is expected to take a decision on drought declaration by the end of this month. Seeds for early rabi crops and rabi crops have been distributed at subsidized rate.
Drought situation has been assessed in the following States:
Uttar Pradesh: Out of 75 districts, 09 districts are in large deficient category (rainfall deviation: -60 to -99);
46 districts are in deficient category (rainfall deviation: -20 to -59) & 20 districts are in normal/excess category.
Details are given in Annexure-III. Most of the areas of the State have irrigation facilities. The State has achieved overall crop coverage of 99% over the target. No district of UP has less than 75% of sowing during the current Kharif season. The State has completed the Kharif season sowing.
West Bengal: Out of 19 districts (as per IMD monitored districts), 12 districts are in deficient category (rainfall deviation: -20 to -59) & 07 districts are in normal category. Details are given in Annexure-III. The State has achieved overall crop coverage of 90% over the target. However, four districts of West Bengal have less than 75% of sowing during the current Kharif season. Details are given in Annexure-II. West Bengal has intimated that due to rain, the Kharif crops are in good condition.
Bihar: Out of 38 districts, 34 districts are in deficient category (rainfall deviation: -20 to -59) & 04 districts are in normal category. Details are given in Annexure-III. The State has achieved overall crop coverage of 86%
over the target. However, ten districts of Bihar have less than 75% of sowing during the current Kharif season.

Jharkhand: Out of 24 districts, 15 districts are in deficient category (rainfall deviation: -20 to -59) & 09 districts are in normal category.Details are given in Annexure-III. The State has achieved overall crop coverage of 49.36% over the target. Barring four districts (Khunti, Gumla, Searikella & Ramgarh), the sowing in rest of the 20 districts is below 75% during the current Kharif season.
Action by DA&FW
Weekly meetings are organized with the States to assess the drought situation. The States are advised to assess the situation of drought and implement the crop contingency plans, wherever, possible. States are also being provided all required assistance in regard to analyzing the various drought parameters. MNCFC has provided remote sensing and moisture related data to the States for assessing the drought.
