Consideringthe gravity of the situation
and consideringthat isolation is the
most important way to prevent the spreadof
the virus,all
stakeholders listed below are required to complywith
thefollowing:
A. Shippine
ComPanies&
ShiPs5.1 All Indian ships are
advisedto develop a
disease outbreak managementplan for
dealingwith
outbreak takinginto
consideration theinterim
guidance issuedby WHO. While
developing the plan, vessels may consider using the hospitals onboard the shipsfor
isolating suspected casesuntil they
are disembarked and transferredto a
healthcarefacility.
Also, adequateprotocols need to be
developedfor managing
suspected caseson the
vessel includingclinical
management, cleaning and disinfectionsofpossible
contaminated areas etc.5.2 The plan may also
needto include
provisions regarding pre-boarding procedures, screening procedures, educatingcrew on how to
recognizethe
signs and symptomsof
the disease,reporling
proceduresetc. In addition,
garbage requiredto be
landed ashorefrom
vesselsmay need to be properly disinfected to
ensurethat there is no possibility of
transmission
ofthe COVID-I9

seafarersin their offices for
the purposeof
seafarers''sign-on' and'sign off from
ships are kept to theminimum'
6.2 All
RPS providers may consider using online meanslike
video conferencing etc.,for
briefing and de-briefing purpose to the extent possible'7.1 All
the basic courses, modular coursesincluding
simulator courses and competency/
preparatory courses stand suspendedfrom
16.03.2020till further orders. No MTI
shall conduct these coursestill formally notified
by thisDirectorate.
The remainingpotlion ofany training shall be
resumedafter normalcy and
subsequentDGS Orders. Meanwhile,
the candidates may access e-leamingplatform
on the DGS websiteto
go through the23
STCW modular courses as mentionedin the
Annexureto
DGSTraining circular No. 01 of
2020 dated 07.02.2020.The
periodof
suspension shall be treated asholidays for
the purposeof
calculation of attendance of the candidates.

.2 All MTIs
conducting the residential pre-sea courses may continue conducting only the pre-sea course. However, theMTIs
are requested tofollow
the guidelines given below.7.2.1
As far as practical avoid travelling, gathering and restrict people comingfrom
outside into thecampus.
Faculty, should preferably stayin
the campus ortravel in
private vehicles.They should also sanitize themselves before entry the campus'
7.2.2
Practical training and group work/
exercises shall not be conducted. Swimming pool and gymnasium shouldnot
beused.
The entire premisesincluding
the hostelblock,
mess room, library, academic block etc. to be frequently sanitized'7.2.3 MTI's
shall ensure that sufficient sanitizers are maintained at the premises at all timesand shall also make such sanitization equipment available at all locations which
are commonly used.7
.2.4 MTI's shall make
arrangementsfor regular medical checks of all
residents andmaintain such records.
Any individual
foundwith
fever and/
ordry
cough and/
ordifficulty
in breathing maystrictly
be quarantined and given necessary medical care'7.2.5 As far
as possible,MTI's
shall endeavourto
avoid assemblyof
students outside the classrooms and ensure that they maintain safe distancefrom
each other as per theMoHFW
advisories.D.
Seafarers8.1 All
seafarers needto
avoidavailing
shore leavein
infected regions andconiider
the risks involved before desiringto
go ashorein
otherregions. Availing
shore leave during the pandemic may need to be avoided and used onlyin
exigencieswith
necessary precautions'Maritime Training Institutes (MTI's

Seafarers who have travelled abroad to infected regions are advisedto
self-quarantine immediately on arrivalin
India for at least a periodof
14 days.E. CompetencvExaminations
g.l All written
competency examinations stands deferredwith effect ftom
24.03.2020.Resumption
of the
competency examinationswill be
intimatedby
subsequentorders. All
candidates are required
to monitor
DGS websitefor
instructions regarding resumptionof
the competency examinations.9.2
Oral examinationswill
however continue to be conducted as per schedule. However, the oral examination is subject to the candidate having no travel historyof
foreign travel for a periodof
14 daysprior
to the orals and not displaying any fever and/ or dry
cough and/
ordifficulty
inbreathing. Also,
Orders of the local Govemmentwith
respect to congregationof
persons etc. need to be followed.
10. All
stakeholdersincluding Indian shipping
companies, Recruitment and Placement Serviceproviders, MTI's,
seafarersare required to comply with the instructions of
the Govemment.All
stakeholders are also once again advised to continueto
closely monitor the WHO,MoHFW, IMO, Ministry of
Shipping&
DG Shipping websites on regular basis and be guidedwith
