Abstract - In the state of Jharkhand focused on opening relatively large size centres along with longer duration courses with focus on soft skills as well as hard skill and OJT/Apprenticeship components. Jharkhand government has also joined with many agencies to set up skill development institution within college premises as well as many other premises to improve the employability and job opportunity of the youth. This policy is being released at an appropriate time and will enable rapid growth and improved outcomes for skill development and entrepreneurship interventions in Jharkhand especially for working age population. Government of Jharkhand is committed to provide skill training of the state through skilling the youth. A skilled and high productivity manpower base is a critical enabler in the growth of manufacturing, services and agriculture sector. This study examines the role of Deen Dayal Upadhyay Grameen Kaushalya Vikas Yojana (DDU-GKY) in the development of rural youth in the Jharkhand State. Secondary data (2015-2021) were used for the study

1 INTRODUCTION

Skill Development is one of the most important focus areas of the Government. Government has committed to provide attractive and sustainable livelihood opportunities for youth. In this context, this policy is going to be a very important milestone. This policy will give right direction to improve the quality and quantity of jobs being offered to youth. Government focus will strongly remain on engaging with local industries and incubate barefoot entrepreneurship enterprises to provide livelihood opportunities to the youth of the state and this will significantly reduce unattractive and distress migration of the youth.

Jharkhand Skill Development Mission Society is releasing “State Skill Policy” with lots of innovation and interventions which would be welcomed over coming years.

Skill development is at the origin of all developmental activities of the Government of Jharkhand and it is an fundamental part of “Momentum Jharkhand”. Higher education and skill development in Jharkhand is undergoing significant changes towards bridging the skill gap. The policy has very scrupulously identified key challenges of the state. Based on vigorous analysis of existing skill gap, youth aspiration will be further matched towards demand for jobs/self employment/barefoot entrepreneurship opportunities etc. With this policy Jharkhand Government is providing a stimulus to the skilling ecosystem in the state and its contribution to Skill India Mission. Through integrating vocational education in our secondary and higher secondary educational system; we are making every effort to employability of youth. Initiatives like mega skill centres, RPL, EXCEL centre of excellence, technical education institutions and skill universities will ensure horizontal and vertical mobility pathways in education system. Towards fulfillment of all these initiatives and goals, Government of Jharkhand has set up Jharkhand Skill Development Mission Society in the year of 2013 which is currently working under the Department of Higher, Technical Education and Skill Development, Government of Jharkhand. The society will be the flag bearer of all proposed initiatives under Jharkhand Skill Development Policy 2017. I foresee a bright future for the youth of Jharkhand who choose to join Mission Skill India and reap the benefits proposed in the policy document. All India Institute of Local Self-Government Mega Skill Centre under Skill India, Jharkhand Skill Development Mission (JSDM).

It aims at developing and implementing skill development programs across Jharkhand and other states as well. The main focus of this program is to empower the youth by providing them dedicated skill training and making them job-ready. dedicated skill training. Providing best in class and laboratory equipment, classroom facilities etc., for the training and making them job-ready. Residential facilities are available with all the safety measures.

1.1 Objective of the Study

 Role of skill development training program in youth, Jharkhand

 To get an overview of Deen Dayal Upadhyaya Kaushalya Yojana.

 TO find out employment through DDU-GKY in Jharkhand based on 2015 to 2021 data.

2 LITERATURE REVIEW

Chizoba, Chitom & Uju (2020) examined the effect of skills acquisition on youth employability in Nigeria. The results of the study show that the problems faced by young people in acquiring skills in Nigeria are the lack of qualified trainers, lack of facilities, insufficient funding and weaker government monitoring. The results of the study also indicate that entrepreneurial training or skills acquisition has reduced unemployment and crime rates and is the cause of economic growth and development.

Agrawal & Thakur (2019) found the impact of Pradhan Mantri Kaushalya Vikas Yojana on youth productivity in the Gwalior region. The research results show that the training methods and activities brought new abilities to the trainees while performing a task and resulted in an increase in productivity. Increased productivity is helpful in earning more livelihoods, promoting them for entrepreneurship and solving their unemployment problem.

Dewangan (2018) in his article on “Empowering rural youth through Pradhan Mantri Kaushalya Vikas Yojana” described skills development initiatives in rural areas of the country. The aim of this study is to describe the role and main characteristics of Pradhan Mantri Kaushalya Vikas Yojana and his contribution to the empowerment of the rural youth population.

Pandey and Nema (2017), in their article on “Impact of skill India training program among young people”, pointed out that a maximum number of young people in the country lack knowledge and expertise in the use of modern technologies. Skills development. The program is, therefore, a powerful weapon through which young people can be technically trained to survive in this technological age. Through such programs, young people can also be motivated by entrepreneurship to start their own business. But the existing skills development programs in the country face some challenges such as strong competition in the market for their own work, subsidies to start a new business, lack of awareness related to various policies underway for their workers. advantages and shortage of raw materials.

Shrivastav & Jatav (2017) revealed how the different types of programs launched by the Indian government can generate employment opportunities in India with new demands for industrial skills. The study concludes on the general state of available skills capacities, requirements, gaps and initiatives undertaken by the Indian government for skills development. There is an immediate need for therapy for the current skills development strategy in India

3 METHODOLOGY

The study is based on a review of the literature and secondary data, which includes various articles, circulars, and reports from MoRD, CMIE, and census reports.

3.1 DDU-GKY

The Ministry of Rural Development (MoRD) announced the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) Antyodaya Diwas, on 25th September 2014. DDU- GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth. DDU-GKY is uniquely focused on rural youth between the ages of 15 and 35 years from poor families. As a part of the Skill India

through Jharkhand State Rural Livelihood Mission (HSRLM). Society works for the empowerment of the poor and poverty reduction by focusing on the livelihood of the poor and weaker sections of the society in rural areas. It aims to give power to poor families to remove all social, economic, cultural, and psychological barriers by promoting institutions of the poor at various levels. An environment conducive to the realization of the full potential and inherent capabilities of the poor will be created through social mobilization – creating and promoting opportunities for the poor. Society has to work to enable the poor people to understand the possibilities of change and bring about the desired change by collective action and participation of the poor in implementation. Enrollment Report.

As per the above Chart 7, 236193 youth of the state has been enrolled in the employment exchange department of the state. In which 193581 youths are male and rest i.e. 42612 are females.

Recruitment Report.

According to the above Chart, 38914 youth are recruited in many firms, company and other agencies. The recruitment has been conducted through Rojgar melas as well as Camp. 9612 candidates get employed in Camp and 29302 get employed in Rojgar melas.

Employer Report.

Employment exchange department of the state government of Jharkhand has 1000 verified employers and 441 nonverified employers in total 1441 employers, those all are registered and provide employment to the unemployed youth of the state.

 The state government's plans for the state's skill development are quite promising for the youth.

 The government wants approximately 30 lakh young people to be skilled within the next five years, and every young person should be able to earn more than Rs. 12000 per month.

 For the next five years, a significant investment in skill development will be needed.

 For better skill development and better employment in the state, a massive infrastructure is required.

 The earning potential of the trained workforce will improve in a positive ratio.

 Cumulative by 2022, the additional labour demand is anticipated to be over 44 lakh.

 There are approximately 61.56 lakh people in the state who can be targeted for skill training.

 Population that will be added in the period of 2017-22 and can be targeted for skill training is around 20 lakh.

 The target number of children (aged 14 to 17) who are skipping school is approximately 22.49 lakh.

 Population from the age group 18-23 years who are out of higher education system is around 36.56 lakh.

 Target for Skilling in the working age group 24-34, are willing/looking for employment

 For greater employment opportunities, 1411 employers registered with the Jharkhand government.

5 SUGGESTIONS:

 The Jharkhand government's skill development agenda has to be monitored using a creative technique. The state's Rojgar Melas is a superior tool for employment.

 In Govt of Jharkhand has to generate more employment for skilled manpower.

 More beneficiaries have to be registered for massive employment.

 Participation of the female candidates towards employment should be increased, for the same govt of Jharkhand has to work in mission mode.

6 CONCLUSION

Govt of Jharkhand is playing a crucial role in skill development schemes for the youth of the state. Govt policy for the same is very good, they have very good roadmap. Jharkhand is committed to provide better skill development for all and the concerted efforts of the government have resulted in the state to increase its skilled rate quite impressively over the years. Govt has made significant strides in improving the quality of its skill development infrastructure during the last few years and planning for future also. This is in line with the statement of the state which says, “Skilling the youth of the state through better skill development policy for better development of the state. Skill development plays an important role in enhancing the capability of the people and in promoting human resource development for better availability of skilled manpower to the state. To create a high performing skill development and barefoot entrepreneurship ecosystem aligned with national and international standards. The State is committed to skilling of 20 lakh youths from across the varied geographies of Jharkhand by 2022 through establishing robust institutional mechanisms and developing state of the art training infrastructure.
