1 Eligibility criteria: 3 years – FY or AY? Under the minimum eligible criteria, the annual turn-over fixed is not less than Rs.50 lakhs during last three financial years i.e. 2016-17, 2017-18
& 2018-19.
2 Conflict of Interest: Being NABL accredited Lab, there may be clients requesting for analysis and supply of neem standards;
how to we consider this? It it is conflict of interest, and then we will not entertain the samples from such clients. Kindly advice.
This may not be considered as a conflict of interest till it has a direct impact on the propose study conducted by the Agency engaged.
3 Financial Proposals: How to incorporate the costs involved under recurring expenses as per DST guidelines for a project? For example chemicals and consumables, glassware, standards required for traceability etc. What can be included in reimbursable expenses apart from travel, taxes? What expenses are covered under Miscellaneous expenses?
The bidders are required to submit their costing details in FIN 2 or RFP in appropriate Heads. Any expense which is not covered under remuneration reimbursable and taxes can be included under Miscellaneous expenses.
4 How many copies of Financial proposal to be sent?
Financial proposals is required to fill up online as well as one hard copy to be submitted as per Para 14 of RFP . 5 On-line submission – will it be in the form
of uploading the forms prepared as per guideline? How about financial submission? Is there any confidentiality issue?
The bidders are admitted to go through the guidelines for submission of proposals on e-procurement portal. Financial bid is opened on e- portal only after the bidders are declared technically qualified by the CES as per the technical evaluation procedure indicated in RFP.
6 Do we need to submit the hard copies in person or send it through Registered post?

Yes, it is mandatory to submit four hard copies (one original & three copies) of the proposals alongwith online submission. Hard copies may be sent by either Registered post or in person, however, it is required that these are received well before the stipulated time.
