ANNOTATION
It is known that the building of a civil society is the main strategic goal of our country purpose.
Civil society is the basis of human development. Thus, at a new stage of national development of our country, the strategy of formation and development of civil society plays an important role in promoting civic culture and responsibility. The article analyzes the fact that such ideas are the basis of the reforms carried out by the President on the basis of practical examples.

INTRODUCTION
When a child saw that his father had lost his hand in front of him and his mother had lost his breast, he began to chant slogans that did not help him. The only distrust is that sooner or later, when he loses his father and mother, he will "destroy" his brother as well. The fate of his homeland, which was swaying in the dust, is now on his shoulders. His only "civic culture" now is to lose someone.
Yes, there are many children in neighboring countries who are homeless, homeless, without relatives, who have lost their language, religion, beliefs and, most importantly, their identity in difficult conditions like children. On the world map, these countries are not citizens who reflect the structure of civil society, but slaves, who, in turn, are "puppets" without rights. If necessary, it will be recognized in this view. In fact, civic education is a reflection in the minds of the younger generation of people belonging to a particular country, place of residence, and on this basis to form a high level of civic culture, self-sacrificing culture, self-sacrificing culture to strengthen the independence of the state. , a concept that requires special attention to be brought up as a humane person with a deep understanding of his duties and responsibilities.
Because the formation of civic culture at a young age ensures their active participation in socio- economic development.
Thus, in the context of today's civic culture, the ideas of our people about the moral and legal corner, the national spirit, high human qualities, spirituality, the struggle for a free and prosperous homeland, a free and prosperous life, sincere goals and aspirations. LITERATURE ANALYSIS AND METHODOLOGY
According to the "Independence: Explanatory Scientific-Popular Dictionary", the term
"citizenship" originated in ancient Greece and Rome, but its original meaning was later translated into French "situain", English "citizen", Russian "citizen" and "goro". he meant a free man from the tyrannical peasant, tyrannical feudal relations. After the independence of our country and the beginning of the centuries-old aspirations of our people to build freedom, liberty, a democratic state governed by the rule of law and a just, civil society, the word began to be used from a humanitarian point of view.Therefore, "citizenship" means the legal or political-legal protection of a person and the protection of his legitimate interests within and outside the state, "the dictionary states.

REFLECTIONS AND SUGGESTIONS

The leadership, on the other hand, has increased its responsibility to the people. If we look more closely, we can see that the new stage of national development of Uzbekistan is taking place in the process of formation and development of civil society. The main directions of the "Strategy of Action", the basis for the formation of civil society, the scientific and methodological basis for the establishment of civil society, the institutions of citizenship, civil society institutions, the right to vote, the rule of law and the rule of law. introduction of modern forms of information presentation.New phrases such as “e- government”, “public relations”, “virtual reception”, “public receptions”, “critical analysis”,

CONCLUSION
Thus, the road map of the future of New Uzbekistan always sets a goal for the society of leaders, which is guiding the people to form a civic culture and increase civic responsibility of our civil society. At the same time, in building a democratic civil society rooted in spirituality, of course,
