OPEN TENDER

Sealed bids are invited for procurement of Server PC (Rack type) from the reputed registered firms/manufactures/authorized dealers on behalf of The Director, ICAR Research Complex for NEH Region, Umiam, Meghalaya. The detail specifications of the item and terms & conditions , etc. Are as given below:

1. Cost of Tender documents Rs. 1000/- (Rupees one thousand) only (Non-refundable) to be deposited in favour of the Joint Director, ICAR Research Complex for NEH Region, Manipur Centre, Lamphelpat, Imphal-795004 (Manipur) by means of Demand draft/Banker’s cheque, etc. payable at State Bank of India, Secretariat Branch, Imphal. Non-submission of the cost of Tender documents shall lead to non-consideration of the Tender.

2. Every quotation should consists of two Bids, namely (A) Techno-commercial bid (Bid 'I') and (B) Financial bid (Bid 'II'). Both must be submitted in two separate envelopes to be sealed, super scribed (as Bid I and Bid II) and put in a single main cover. The single outer main cover should be super scibed as "Tender No. ARC(S)21/AKMU/2013 dated 10 March, 2015 for Procurement of Server PC (Rack type) for AKMU Cell, ICAR Research Complex for NEH Region, Manipur Centre, Imphal" and addressed to 'THE JOINT DIRECTOR, ICAR RESEARCH COMPLEX FOR NEH REGION, MANIPUR CENTRE, LAMPHELPAT, IMPHAL-795004 (INDIA)'.

The bidding firm should mention their complete address at bottom left corner of the main cover. The Cost of the Tender as well as Ernest Money along with all other Technical Details should be mandatorily kept in Techno-commercial Bid. The Financial Bid should consist of the Rates, their detail break-up etc. Non-compliance of this shall lead to non-consideration of the Bid. Financial bids of technically acceptable offers shall only be considered for further evaluation.

3. Furnishing related documents like specifications, technical literature, brand name, model &

make, catalogue & price list, authorization letter, dealership certificate, past dealing/supply track records and other credentials (if any) is mandatory, failing which the quotation shall not be considered. Dealership certificate / Agency certificate for the manufacture / manufacturing firm, Trade registration certiificate should be enclosed if the rates are quoted by the dealers / agents. The complete details of the Institutions / Corporation / Bodies / Government of Offices, etc. Where the Firm / Dealer has made the supplies during the last 2-3 years should also be furnished.

4. The rates quoted should be up to ICAR Research Complex for NEH Region, Manipur Centre, Imphal for the mentioned item. The quoted rate should be in Indian Rupees. The rates must be valid for a minimum period of one year from the date of quotation.

5. Price quoted must be given per unit including all packing, forwarding, delivery charges, permissible taxes, duties, VAT etc. as may be applicable.

6. In case any of the item is covered by rate contract of DGS&D etc., the Rate Contract No.

and date may be specified. Supply of a copy of the rate contract would be appreciated. The rate should be quoted as per the tender document.

7. The ICAR Research Complex for NEH Region, Manipur Centre, Lamphelpat, Imphal-795004 (Manipur) shall not be responsible for payment of transit insurance charges.

8. All bidders should mandatory give their current PAN Card No. (photocopy of the PAN card to be enclosed), Income Tax/Sales Tax clearance certificates and bank A/C details (Name, Account No., Bank, Branch, IFSC Code and MICR Code, etc.) along with the bid to enable the office for releasing the dues via e-payment basis.

9. The Tenders shall have to deposit earnest money of 2.5% of the quoted amount in the form of Demand draft/Banker’s cheque/Bank guarantee, valid for fix months, drawn in favour of the Joint Director, ICAR Research complex for NEH Region, Manipur Centre, Imphal, Lamphelpat-795004 (Manipur) payable at State Bank of India, Secretariat branch, Imphal as bid security along with quotation. Non-submission of the ernest money with bid document shall make the quotation/bid liable to be rejected. Government agency and firm registered with Central Purchase Organization, National Small Industries Corporation and Ministry of Micro, Small and Medium Enterprises are exempted from depositing ernest money. Bidder claiming such exemption must enclose relevant certificate / documents.

10. Performance Bank Guarantee is mandatory required. For item less than Rs. 50,000.00, the amount should be 5% of the actual cost of the item and for item more than Rs. 50,000.00, the amount should be 10% of the actual cost of the item. The Bank Guarantee should cover the entire guarantee/warranty period and should be of at least one year duration. No interest on Ernest money / Performance security will be paid by the Institute.

11. Item should be supplied in time and with F.O.R. destination (Imphal).

12. The selected bidder must complete the supply/installation/demonstration within the stipulated time limit to be mentioned in the supply order. Supply to be made by at supplier’s risk otherwise specified. In case the firm fails to execute the supply within the time limit, the bid security would stand forfeited and the supply order shall be cancelled.

13. The guarantee/warranty should be from the date of installation. Minimum one year warranty certificate has to be invariable furnished. All guarantee/warranty services should be attended within a maximum of 15 days failing which proportionate deduction from the security deposit may be made at the discretion of the Institute.

14. No advance payment shall be made against the supply order. No additional charges above the quoted price shall be entertained. Payment shall be made on actual delivery in good condition and successful installation and demonstration (which should be free of cost and must be completed before payment) of the said item by the firm/dealer, followed by verification & certification by the concerned Scientist/In-charge.

15. All bidders shall give an undertaking that they full and unconditionally agree to abide by all the terms & conditions which, if needed, may be modified at the discretion of the Competent Authority, in supply order, for which confirmation from the supplier shall be taken. Non- submission of the undertaking may lead to rejection / non- consideration of the tender.

16. The bidders should mandatorily sign on every pages of the Tender Document, which would show their unconditional acceptance of all the terms and conditions of the Tender Document.

17. The Institute will have the right to cancel the award if it feels that the firm is not complying the instruction/terms of tender, at any stage.

18. The Joint Director, ICAR Research Complex for NEH Region, Manipur Centre, Imphal, Lamphelpat -795004 (Manipur) reserves the right to reject any tender in part or full without assigning any reason thereof.

19. No enquiry or unlawful pursuance about the quotations will be entertained.

20. All dispute arising related to this purchase will be settled in the Court of Law at Imphal, Manipur or through Arbitration. The decision of the shall be binding to both the parties.

21. All Tender should be sent through Registered Post. Tenders to be handed delivered should be put in the Tender Box, kept in the office chamber of the Joint Director, ICAR Research Complex for NEH Region, Manipur Centre, Imphal. Bid document sent through Email shall not be considered. The tender should reach to the office on or before 30 March, 2015 up to 3.00 p.m. Tender received after due date & time shall not be considered at any circumstances.

22. Tender shall be opened on 30 March, 2015 (3.30 pm) at the office of the Joint Director, ICAR Research Complex for NEH Region, Manipur Centre, Imphal, Lamphelpat -795004 (Manipur). Interested bidders or their authorized representative(s) may attend the opening.

23. If the above mentioned closing and opening day of the tender happened to be non-working date due to Bandh/Strike or any other reasons, the tender will be received and opened on the following working day at the same time except on the 2nd (second) Saturday.

24. Other terms and conditions, as may be decided by the Competent Authority will be intimated from time to time, depending up on the conditions and requirement of the supply. The intimation in this regard shall be provided well in advance and the bidder/suppliers shall be bound by the said terms & conditions.
