Over the past few decades, this has enabled our armed forces to steadily improve their combat effectiveness through the development of the latest weapon systems and technologies. Progress of some of the flagship programs and projects during the current financial year is given in subsequent paragraphs.
Many systems and equipment have been developed, manufactured and put into service in the past. In February, June and October 2005, integrated group tests of the entire Akash weapon system were conducted in three phases.
B) Aero Systems
Production of Tejas (PV3) and (PV4) has started whereas design of Trainer Version of Tejas (PV5) has already been completed. A production facility of 8 aircraft per year has been established at HAL. integration with LCA is planned for October 2007. b) Light Combat Aircraft (LCA) for the fleet: full scale. The project has been successfully completed and an order for the required quantity of Unmanned Aerial Vehicles (UAVs) has been placed at ADE by the Indian Army. Initially, the UAV will be produced by ADE and. subsequently, technology will be transferred to HAL to meet additional orders for services. h) Pilotless Target Aircraft (PTA), Lakshya: It is an aerial targeting system that is remotely controlled from the ground.

After successful demonstration of the test equipment, one set has been installed at INS Satvahana.

SA-8(M) Structure Adhesives for bonding gyro-mount optical components and SA-6 Elastomeric Structure for use in mounting NAG warheads have been developed by DMSRDE. Composite armor panels have been developed by DMSRDE for ballistic protection of helicopters to provide protection to aircrews and critical parts of the helicopter.

NON-UPSC ENTRIES IN THE ARMY AS COMMISSIONED
After completion of training, successful graduates are inducted as Short Service Commissioned Officers into the technical arms. Cadets through this post are also entitled to two years of seniority prior to commission.
SERVICE ENTRIES IN THE ARMY AS COMMISSIONED OFFICERS
Women are offered short service commission in three streams namely non-technical, technical and specialist streams for a period of ten years. Non-Commissioned Officers (NCOs)/OGs in the age group of 30-35 years, with an Army Senior School Certificate pass (Class 10+2 pattern). qualification, eligible for commission after selection/. selection by SSB and a Medical Board. They must attend pre-commission training of one year. The officers so commissioned deserve promotion to the rank of colonel. The rules for substantive promotion and acting promotion are the same as for ordinary officers. These officers are appointed in units as sub-unit commanders/. Quartermasters and on various Non-Regimental Employment appointments to the rank of Major. They retire at the age of 57 years after serving about 20-25 years as an officer. The scheme not only improves the career prospects of the existing JCOs/. NCOs/VGs but also help to supplement the deficiencies of officers in the army to a considerable extent. c) Induction by PC(SL) Cadre: The eligible personnel below officer rank are given Permanent Commission Special List [PC(SL)] after selection by the SSB in various Arms/ Services.

While the KSB, headed by Raksha Mantri as an ex-officio Chairman, lays down general policies for the welfare of ESM and their dependents and also for the administration of welfare funds, the Directorate General of Resettlement implements various policies/schemes/programmes of the government. WELFARE
Monthly financial assistance, up to a period of two years, is provided to old and infirm ex-servicemen and widows of ex-servicemen living in need. With the introduction of Ex-servicemen Contributory Health Scheme (ECHS) from 1st April. 2003, the ex-pensioners are eligible to get free medical facilities when they become members of ECHS after contributing the prescribed amount. The scheme is optional for ex-servicemen who retired before 31 March 2003 and are on duty. completed in 5 years, envisages the establishment of 227 polyclinics spread over 104 military and 123 non-military stations. There is also the option of empanelling. reputable hospitals and diagnostic centers where patients can be referred from outpatient clinics. 195 outpatient clinics have been established till January 2006. diagnostic centers have been empaneled so far. War widows and disabled veterans have been exempted from contributions regarding However, non-retired former servicemen/supporters will continue to receive financial assistance from the Norwegian Armed Forces' Flag Day Fund. treatment of specified serious diseases. Flood Relief Operations
Army personnel saved more than 1,700 lives in Amanganj, Saugor, Chhaterpur and Damoh districts. Four army columns and twenty boats were deployed for flood relief in Uttar Pradesh at the request of the civilian population.
Earthquake Relief Operations in Jammu & Kashmir
The station is already deployed from the medical unit of the Northern Command in Uri and Tangdhar region. As a long-term measure, the Army has adopted three villages Chururda in Uri sector, Tethwal in Tongdher and Karwan in Punch sector for complete rehabilitation.
OTHER TYPES OF ASSISTANCE
Command was launched immediately for medical emergency in J&K, besides the eight medical teams and an Advance Dressing. Later, nine medical teams (three from the Navy and six from the Army) from the Southern Command were also deployed in J&K.

In the J&K Earthquake Relief Operation, 1285 tonnes of cargo and 1389 passengers were transported by IAF aircraft/helicopters involving 1018 sorties amounting to 586 hours. The IAF provided airlift for troops and other personnel to remote areas through airdrop and airdrop operations.

The progress and quality of training is reviewed and necessary changes are periodically incorporated to bring about improvement. 13.2 The total sanctioned strength of NCC cadets is 13 lakhs. The wing-wise distribution of the cadet force is as follows: -. almost all the districts of the country covering 8029 schools and 4816 colleges. i) NIC Leh: The special NIC was held from 1st to 12th July 2005 at Leh in which a total of 170 cadets from all parts of the country participated. ii) NIC Chakabama: The special NIC in the North East was held from 28 November to 9 December 2005 at Chakabama (Nagaland) with the participation of 200 cadets from the North East region and 400 cadets from the rest of India. in which 310 cadets from all parts of the country participated. iv) NIC Port Blair: The special NIC Port Blair (Andaman & Nicobar Island) was held from 12 to 23 February 2006 with the participation of 180 cadets including 80 cadets from the. Every year an All India Vayu Sainik Camp is organized for Air Wing Senior Division (SD)/ Senior Wing (SW) cadets for a period of 12 days. This year the camp was held at Air Force Station Jalahalli NCC Cadets conducting cultural program. d) Nau Sainik Camp (NSC): This 12 day camp is organized once a year.
