I have the hon~ur to reply to your No. 4372 A dated the 13th llay 1930 re ardinc the proposed deputation of Dr. S. N. Das Gupta~ The proposal that Dr . Das Gupta should for a time change places ith Dr. Schaub of the North- estern University was made, as you rema.r , on the ar..au. ption that Dr. Das Gupta would be at Oxford in Septe ber neAt and ·ould be abl e to proceed f rom ther to Chica o. The assumption. however, was unjuotified and it i;.ould appear from para2 of your letter tha hen you wrote you 1ere unaware that the Accouni:.ant-General bad raised &heobjection that the cost of passage could not.be elven t o an officer on leave and that ,

therefore, if Dr. Dae Gupta ent to Oxford, he must ·o on deputation and further that on the 9th of ay the Secret0.ry

to GoTernment had tele raphed to Dr. Das Gupta to et te tr hie passage and deputation i . e. to Oxford had both b .. e ..

fused. The question no is therefore, whether ther ,

are sufficient rounds for gra.ntin Dr. Das Gupta paa•aae an deputation allowance for a visit to America.

2. I enclose in original a note which Dr. Da• Gupta bas aent me. He is still most anxious to try to get to Oxf'or4. Hie proposal is that he should be placed on deputation for 7 months, from 28th July to 27th llarch

/ that he should be allowed, in addition to hie pay,

· a.

deputation allowance of' Rs 600/- a uionth for 6 months of the period and Ra 200/- for the remaini.ag month, total Ra 21600/- fn addition to his ps,y of Rs 800/- a month up to 26th December 1930 an.d

Rs 850/- a mohth from 27th December 1930, and that ha should be allo ed to take Oxford on his way to America. It app98.rs from the fares tliat he ivea at the end of hie note that this would add liLtle to lhe total expense of the deputation.

a.

The net expense of 7 months' deputation, therefore, me.y be stated as f ollo s

The details civen will. I hope, suffice to enable you to reply to Uovernment. I should explain that the full America~

session ia from September to June the half eeasion is from Sep.

tember to January. Perhaps I may be allowed to sugeeat that a sum of over Rs 6.000/- seems a. good deal to pay for the rather dubious advanta e or enabling Dr. Das Gupta and Dr. Schaub to
