MSA-REGAD

MARINE SAFETY ADVISORY No. 14-18

To: Owners/Operators, Masters, Nautical Inspectors, Recognized Organizations

Subject: REQUIREMENT TO CONFORM TO ECDIS IHO PRESENTATION LIBRARY STANDARDS BY 01 JULY 2018

Date: 06 June 2018

During the ninety-ninth session of the International Maritime Organization (IMO) Maritime Safety Committee (MSC 99), it was agreed that IMO Circular III.2-Circ.2, Action to be taken by port States on the required updates of electronic chart display and information systems (ECDIS), dated 02 October 2017, will be revoked on 01 July 2018. As a result of that decision, Republic of the Marshall Islands (RMI) Marine Safety Advisory (MSA) No. 34-17 is hereby revoked and replaced by this new MSA.

Shipboard ECDIS installations will be required to meet the latest Presentation Library standards of the International Hydrographic Organization (IHO) and the display and testing standards of the International Electrotechnical Committee from 01 July 2018.

The RMI Maritime Administrator strongly advises that all RMI-flagged vessels who fail to update their ECDIS systems to the latest IHO Presentation Library may face a deficiency and/or detention, if found during a port State control inspection.

For further guidance on the obligations of ECDIS carriage requirements, see RMI Marine Notice 7-041-6, Nautical Chart and Publication Carriage and Electronic Chart Display and Information System (ECDIS) Requirements.
