About NDLM Project
Making one person in every family digitally literate is one of the integral components of the Prime Minister vision of “Digital India”.
The Digital Saksharta Abhiyan (DISHA) or National Dig‐
ital Literacy Mission (NDLM) Scheme has been formu‐
lated to impart IT training to 52.5 lakh persons, includ‐
ing Anganwadi and ASHA workers and authorised ra‐
tion dealers in all the States/UTs across the country so that the non‐IT literate citizens are trained to become IT literate so as to enable them to actively and effec‐
tively participate in the democratic and developmen‐
tal process and also enhance their livelihood.
The National Digital Literacy Mission is a dynamic and integrated platform of digital literacy awareness; edu‐
cation and capacity program that will help rural com‐
munities fully participate in the global digital econo‐
my. Our focus is on making technology central to ena‐
bling change.
The various stakeholders for the Mission are:
Government of India, working to extend the vision of a digital India by promoting e‐governance and trans‐
form India into a connected knowledge economy.
Corporate Partners, who through their sustained ef‐
forts with NDLM have been harnessing collective en‐
ergies to bring down the divisive digital wall.
Implementation Partners, who are empowering communities with capacity building and training pro‐
grams through digital means.
Corporate partner Zensar Foundation has been sup‐
port for NDLM centres in collaboration with imple‐
mentation partners Nasscom Foundation empanelled for NDLM and Pragatee Foundation has appointed as implement partner by Nasscom Foundation as imple‐
ment and training partner to established and run the center at three locations. The locations are Sudumare village located in maval taluka, pune district, second in Ambedkar nagar in Pune city and third is Suryaprakash nagar in pune city.
Zensar Foundation, Nasscom Foundation and Pragatee Foundation embarked on a 12 month long journey to achieve maximum digital literacy in these three loca‐
tions. The first step in this journey was to co‐opt the local grampanchayat and municipal corporation in sharing the government’s vision and more importantly in order to convince its citizens to understand the benefits of digitalization for their personal and com‐
munity growth. Following this, training centers were set up in the three locations with 10‐15 access devices each center. The access devices consisted of comput‐
ers, laptops, and accessories like digital camera, print‐
er, scanner, etc. Six coordinator and assistant trainers were enabled across the three locations to imparting relevant and impactful training to the local peoples using the NDLM curriculum. Each citizen was to un‐
dergo 20‐25 hours of training following which, she or he was given a certificate of ndlm after given an online exam.
NDLM Impact Study
One of the objectives of the ‘NDLM’ program was to determine the challenges, opportunities and recom‐
mendations for scaling such programs and share it with CSR partners and the government alike in the form of an impact study. This impact study aims to provide inputs to any stakeholder who aims to exe‐
cute programs for accelerating digital literacy at the grass roots. Following is the broad analysis of the chal‐
lenges, opportunities, outcomes, and recommenda‐
tions
Challenges
• Lack of illiteracy: The low levels of basic language compounded with low levels of English language made it very difficult for citizens to see the rele‐
vance of digitalization in their lives. Only about 10% of the citizens across all three villages knew how to make any use of technology. Most people were unable to understand how digitalization will help in their personal growth or contribute to their livelihoods. Local, relevant and activity based learning needs to be imparted to citizens in order to create relevance and need for technolo‐
gy in their lives.
• Unavailability of Aadhar Card : Since Aadhar Card is most significance documents for enrollment in ndlm program even assessment also conducted on the aadhar card. More than 14% of citizens who’s didn’t have aadhar card in three locations.
Since we have trained around 120 students who’s don’t have aadhar card. Pragatee and Zensar also P a g e | 4 National Digital Literacy Mission Project Report Pragatee Foundation
conducted Aadhar card camp in one location so that every citizens will take benefit of digital liter‐
acy.
• Unreliable Bus Power supply and heating: In one of the centres, were center setup in digital bus, power battery failure was mostly issue therefore run center 8 hours was very difficult and it too longer to complete the training than desired be‐
cause of the same. In summer season heating in‐
side the bus and sitting in bus was excessively tough in high temperature. even trainers also suf‐
fered on this issue.
1. Inappropriate Exam System: Delay in start exam‐
ination, since all NDLM exams was start from Dec‐
2015 onwards & alternate days in Jan‐16 month.
As well as delayed in data validation from Govt.
was it was notice that many students are showing less interest for exam and it was big problem in certification in this program.
• Socio Economic Disparity: A large percentage of the citizens in these three locations were daily wage earners engaged in farming, laborer etc. At‐
tending these training sessions would entail fore‐
going their daily wages. Thus a large percentage of the learners landed up being students from families that could afford to send one person for this training. The result was that 52% of those who became e‐literate were women.
Opportunities
While there was a set of common challenges across all three locations, it was noticed that pos training sever‐
al common opportunity trends were identified on the basis of how citizens wanted to leverage the power of technology.
• Employment: Over 65% of the learners who at‐
tended the training were students and young adults. The training made these youth realize that they could use technology to improve their em‐
ployability and some of those who attended this basic training demonstrated use of technology to access opportunities and information regarding jobs online. Some of the frequently seen exam‐
ples included accessing government services like CSC, education information, government’s schemes etc.
• Social Empowerment: Typically in remote areas like these three locations, there is a significant and apparent gender disparity. However given
that over 48% of the learners were women, a drastic change in their sense of empowerment was noticed. Few of the women who attended the training became self‐sufficient by getting jobs as teachers in local schools because they now had computer skills. There were also well documented evidences of people feeling more confident and included in the digital age.
• Improving IT Education: It was noticed that many citizens in these villages had basic knowledge eg.
Using social networking e.g what Apps, Facebook etc. but using email, e‐commerce, e‐banking, digi‐
tal payment very less. But these training programs created path for beneficiary to a use of e‐
commerce, access educational content from the Internet and other media like YouTube to improve their knowledge.
• Increasing Digitalization: The main object of the‐
se trainings was to let people know what they can do with technology and how it can benefit their daily life. There are many examples of beneficiar‐
ies beginning to use technology for communica‐
tion via Skype, Whatapps, Facebook, booking online railway tickets, online shopping, accessing government schemes, and accessing opportuni‐
ties through job search portal etc. by people in their daily life. The best example of this was one of the female learners who is the first lady in vil‐
lage to buy online product from flipkart.

There are number of benefits that students undergo‐
ing the digital training will avail, escalating the group of nation, as well as the individual, will be supported

• Beneficiary has gain comprehension of using dis‐
crete devices like Smartphone, tablets and has been develop a fundamental knowledge about a‐
governance services. This will facilitate them with the easy access to technology.
• Candidate passing the exam will get certification directly from central government. They have been awarded with digital Saksharta Abhiyan Certifi‐
cate Certificates.
• Being IT literate, candidates has able to access all the technologies that will make their daily tasks easy.
• They will get the training free of cost, and won't be charged a single penny for the exam and certif‐
icate as well.
• They have directly contributed towards the growth of nation by becoming an IT literate citi‐
zen.
• Promoted entrepreneurship and employability change in approach among youth, including young women.
• Candidate will get the opportunity to avail the benefits of various e‐governance services, which otherwise is not possible for them.
• Contributed in the quality education landscape from manual to digital and encouraged locals to bring new paradigm shift in learning and teaching.

The Location wise Impact
The impact of NDLM centers in all three locations has been overwhelming. And, all three different locations situated in Pune district of Maharashtra state, one in Sudumbare village of Maval taluka, the second in the Ambedkar nagar of Pune urban area with slum area communities and the third on the Suryaprakash nagar, Samarth nagar in Pune urban city, show a very diverse ways of positive result on digital literacy.

• Zensar Digital Van, is the first digital van launch in pune to become digitalize towards computers and the power of the Internet.
• NDLM provided girls and women in to expo‐
sure to computers and Internet for self‐
advantage and growth, and its potential to address needs or problems in their own lives and communities.
• NDLM motivated young girls and women to come out of home and learn digital skills.
• Digital literacy helped learners in Ambedkar nagar community to gain maximum knowl‐
edge of computer operation, internet, social networking, email, e‐governance and digital payment.
• Sudumbare, is the first village to Pune district become digitalize towards computers and the power of the Internet.
• None of the villagers was technically edu‐
cated.
• Post NDLM, it was found that 95 percent learners in Sudumbare gained knowledge of Google, 40 percent learners gained knowledge of Facebook and 89 percent learners gained knowledge of emails.
• NDLM motivated farmers, young girls and women to come out of home and learn digital skills.

Methodology of the Impact Study
The study was designed to draw out challenges, op‐
portunities and recommendations keeping in mind conditions before and the impact post the completion of the digital literacy training. The study also compiles thirty real life examples of people who have success‐
fully adopted technology for personal growth during or post the training.
NDLM Training Method
The NDLM Training method conducted on the basis of mobilisation or baseline survey, location mapping, baseline survey analysis, Program Training, Program practice assessment, Program online government as‐
sessment, case study developed and last one certifica‐
tion.
A baseline survey was conducted in the three loca‐
tions on the basis of following collecting information

It was found that on an average across the three cen‐
ters only 5% were graduates with a professional de‐
gree and just about 4% had knowledge of basic Com‐
puter and internet skills. 48% of the learners partici‐
pating in the training were women and about 10% of the people used Smartphone. Post the training; the study captured 10% formation on knowledge of basic computer and Internet skills and usage/application of the Internet. It was found that almost all the learners were able to operate and perform some basic tasks on a computer. It was noticed that the uptake of web based activities like searching for information; email and social networking were easily appreciated and learnt. It was found that over 85% of the learners learnt searching the information on the internet whereas 80% of the learners successfully created their own email id and close to 68% learners took social networking easily.

Digital Ceritication Online Assessment Program Training Mobalisation or Basline Servey
Mobilisation/baseline Survey
A baseline survey on the status of digital literacy and basic IT skills was conducted in September 2015 in two locations (Sudumbare Village and Ambedkar Nagar). It is important for implementation project on with the help of local comparators, Panchayants etc.
Project/Program Traning
It was ensured that the program delivery did not dis‐
turb with the daily living activities of the locals. The training was delivered at flexible timing and sessions were the minimum duration of 1 hour per day in‐
cludes theory lectures and practicals. In theory lec‐
tures provided tutor video on projector, Regular lec‐
ture and guidance provided to the trainees in simple local Marathi and Hindi language. In Practical student did practice as per given assignment. In program de‐
livery it was ensured that gender balance and adult age group between 30 to 60 years were not left out.
Therefore it was also conduced program by special women batches, special men and labour batches.
Online Assessment/Examination
In program delivery after completion of training con‐
ducted final assessment through fully secured method by Aadhar number validation.
Digital Certification
After monthly assessment was conducted to examine digital literacy among candidates they were eligible to get digital certificate of government.
Case study
Every candidate’s feedback was very important in this project. The feedback identify that how digitalisation improve their knowledge, skill, thinking, ability and
how digitalisation has change their life.

Locations and Human Impact Case Studies Sudumbare Village
Sudumbare village is located in historical tehsil Mawal of Pune district in Maharashtra. It is situated 27km away from sub‐district headquarter Vadgaon and 35km away from district headquarter Pune. As per 2009 stats, Sudumbare village is also a gram pancha‐
yat.
The total geographical area of village is 675.58 hec‐
tares. Talegaon Dabhade is nearest town to Sudum‐
bare which is approximately 8km away. Sudumbare has a total population of 2992 peoples. There are about 500 houses in Sudumbare village. Sudumbare village has 80 percent literacy rate, including 50 per‐
cent male literacy and 50 percent female literacy.
In Sudumbare village also has many facilities such as banks, hospital, police station, post office, and several government offices, in general there is no culture of digital life. This village have adopted by Mrs. Vandana Chavan (Member of Parlament) and this ndlm center was launch Zensar Foundation with initiative of Nass‐
com Foundation and implemented by Pragatee Foun‐
dation.
On 14th October 2015, Zensar and Nasscom Founda‐
tion launched the National Digital Literacy Mission center inside the Grampanchayat building with total 6 computers, Projector, digital camera, printer and scanner. Being the first Digital literacy program in Sudumbare village, the attendance of candidates throughout the program was over 80%. The first batch
was started with 50 ladies.

Ambedkar Nagar and Kharadi is located in Kharadi‐
Pune city of Maharashtra state. Kharadi, is a suburb in Pune city located on the banks of Mula‐Mutha river off MH SH 27 to the east of Pune in India. It is the lo‐
cation of a SEZ, EON Free Zone,
The Ambedkar Nagar and Kharadi village has a total population of 1,988 peoples. There are about 419 houses in both area and 52 percent has a literacy rate, including 53 percent male literacy and 47 percent fe‐
male literacy.
Both location landed with slum community and also has many facilities such as banks, hospital, police sta‐
tion, post office; Both location landed in MIDC area so near about area covered by many software compa‐
nies.
This NDLM center was launch in the Digital Van by Zensar Foundation and Pune Municipal Corporation in partnership with Nasscom Foundation and imple‐
mented by Pragatee Foundation and it was the first digital van launched in Pune for facilited to slum
communities.
On 30th October 2015, Zensar Foundation and Pune Municipal Corporation was launched the National Digital Literacy Mission center inside the digital van (mobile van) with total 15 computers, LCD Screen, digital camera, printer and scanner. Being the first Digital van in Pune city, the attendance of candidates throughout the program was over 80%
