1. BRIEF ABOUT MAHARAJA RANJIT SINGH PUNJAB TECHNICAL UNIVERSITY

Maharaja Ranjit Singh Punjab Technical University, Bathinda (Erstwhile Maharaja Ranjit Singh State Technical University, Bathinda) is a new affiliating Technical University, established by Govt. of Punjab vide Punjab Act No.

5 of 2015 notified through Punjab Government Gazette-Extraordinary (Regd. No. CHD/0092/2015-2017) Notification No. 5-Leg./2015 dated 12^th February 2015 and registered with UGC u/s 2(f).

According to the Act, Technical Institutions of Eleven Districts of Punjab have been affiliated to MRSSTU with effect of 1^st July 2015: Barnala, Bathinda, Faridkot, Fatehgarh Sahib, Fazilka, Ferozepur, Mansa, Moga, Patiala, Sangrur and Sri Muktsar Sahib.

Summarily, the objectives of this new Technical University at Bathinda are to provide, upgrade and promote Quality Technical Education, Training and Research in Technical Education to create Entrepreneurship and a conducive environment for this pursuit of Technical Education in close cooperation with industry. In the pursuit excellence in Teaching, Research and Skill Development, the University has to attain highest standards by following and confirming to norms/standards polices laid down by the All India Council for Technical Education, New Delhi and University Grants Commission, New Delhi. As an outcome of the above Endeavours, the University is expected to generated and maintain resources through consultancy services, testing services, Continuing Education Programmes, national and international collaborations, MoU, transfer of intellectual property rights, etc. MRSPTU will cater to the needs of the Quality Technical Education in eleven districts of Punjab encompassed in its Jurisdiction.

New M.Tech. Programmes are being initiated from 2016-17 Academic Session. New Six Year Integrated Certificate-Diploma-Degree (ICDD) Programmes in 9 areas in Engineering in the Constituent Colleges of the University and four PG Certificate Courses in Pharmacy in Affiliated Colleges are also being planned. India lives in countryside where about 70% of the humans have their subsistence. MRSPTU takes pride in adopting 5 villages of Punjab -Nandgarh, Bajak, Bambiha, Kotguru and Dhunike for accelerating their overall growth 2. VISION

To contribute towards the state, the mission and the world through advancement for attaining excellence in technical education and research, and to provide quality human resource having high professional and ethical conduct to serve the needs of the industry and society.

3. MISSION

v To provide a conducive and inspiring environment for promoting advancement technology and research by fostering freedom, employment, commitment, creativity and innovation.

v To provide competent and highly skilled professionals and entrepreneurs to meet the requirements of the industry and society for discovery and dissemination of knowledge.

v To inculcate high moral, ethical and professional values and standards amongst the students.

v To promote research and development in various fields of technical education and establishment of Centres of Excellence in collaboration with national and international institutions, industry and agencies.

4. MINIMUM ELIGIBILITY CRITERIA

For a candidate to be eligible to apply for admission in the following Programmes offered by MRSPTU Teaching Departments/Constituent & Affiliated Colleges, he/she must,

E. Complete/fulfill all the applicable requirements of MRSPTU and the College in which admission is sought.

F. Be a Citizen of India.

Hostel & Mess Charges Not included 7. RESERVATION POLICY

(i) For online centralized counselling by I.K. Gujral PTU and online direct counseling by MRSPTU, the reservation of seats shall be as per Punjab Govt., Department of Technical Education and Industrial Training Memo no. 13/2/05-1TE2/1987 dated 02/07/2013. MRSPTU will comply with the exemptions allowed in this notifications.

(ii) Every candidate must mention in his/her application at the time of registration, the reserved category and sub reserved category (if applicable) for which he/she has applied. A Candidate seeking admission under a reserved category will be eligible to apply for only one reserved category.

(iii) A Candidate shall be eligible to make a claim for reservation in any of the reserved categories.

However, the procedure for counselling shall be as per Punjab Govt., Welfare Department (Reservation Cell) Memo no. 7/21/2004-RS1/1674-1677 dated 20/12/2004.

He/she shall be required to bring original certificates when called upon to do so. A Candidate not claiming any reservation shall be treated and considered as a “General Candidate”. Rules/instructions of Govt. of Punjab, regarding reserved categories as amended from time to time, will be applicable. The reservation policy of the Punjab Govt. is applicable.

Important:

As per the UGC letter no. F.1-27/2009 (SCT) all the eligible SC/ST, OBC, PwD students etc. should submit their scholarship form for the academic year by February for processing scholarship to SC/ST, OBC, PwD etc.

7.1. RESERVATION FOR RURAL AREA CANDIDATES IN BABA BANDA SINGH BAHADUR ENGINEERING COLLEGE, FATEHGARH SAHIB

There are 70% seats in this College meant for rural area candidates as per the Criteria laid down for these institutions (Part-VIII, pages 47-50 of Information Brochure of MRSPTU available on website www.mrsstu.ac.in) and the reservation policy of Punjab Government. Students who do not claim Rural Area category and/or do not possess the prescribed certificate shall be considered under Urban Area only.

7.2. SIKH RELIGION EXAMINATION

(a) On behalf of SGPC, Amritsar, Baba Banda Singh Bahadur Engineering College, Fatehgarh Sahib is coordinating Sikh Religion Examination-2016 vide notification no. BBSEC/DE/10481 dated 22/03/2016 (Part-X, page 01) for the candidates belonging to Sikh Minority Community and seeking admission in engineering in the Academic Session 2016-17 against 50% reserved seats in the following institutions:

(i) Baba Banda Singh Bahadur Engineering College, Fatehgarh Sahib.

(ii) Guru Nanak Dev Engineering College, Ludhiana.

(iii) Baba Banda Singh Bahadur Polytechnic College, Fatehgarh Sahib.

(iv) Guru Nanak Dev Polytechnic, Ludhiana.

(b) The guidelines for admission to Sikh Minority community students to these colleges is as per Punjab Govt. notification no. 18/33/2001-GC(6)/4513 dated Chandigarh, the 3rd April, 2001.

(c) For admission to these colleges under Sikh minority quota, candidates must qualify the Sikh Religion Examination (SRE) conducted by SGPC. A candidate shall be eligible for admission by securing 36%

marks in this test. Admission will however be made on the basis of JEE (Main)/JET 2016.

(d) The Sikh Religion Examination is scheduled to be held on Saturday, 14th May 2016 from 11.30 hours to 12.30 hours in the following nine centres:

RESERVATION FOR T-SUNAMI VICTIMS/CANCER/AIDS/THALASSEMIA AFFECTED CANDIDATES There are one percent seats reserved for Tsunami affected persons, children/grandchildren of original ex- serviceman settlers of Campbell Bay Island OR Students suffering from Cancer/AIDS/Thalassemia as per Punjab Govt. Memo. No.13/2/05– 1TE2/1987, Dated: 02/07/2013.

7.4. KASHMIRI MIGRANTS

There is one seat reserved for Kashmiri Migrants as per Punjab Government Notification no. 8/21/11- 1TE2/1070 dated 07/07/2014. The admissions and disciplines of seat under this category will be decided by Director, Technical Education & Industrial Training, Punjab, Chandigarh. Candidates desirous of seeking admission as Kashmiri Migrants may contact the office of Director, Technical Education &

Industrial Training, Plot No. 1, Sector - 36-A, Chandigarh.

7.5. MANAGEMENT QUOTA SEATS

(a) The Government of Punjab has approved 33-1/3 percent (one third) of total seats as management quota vide Notification No. 13/129/2003-1TE2/1247 dated 25/04/2008, No. 13/129/2003- 1TE2/1892 dated 20/04/2008, partial notification no. No. 13/129/2003-1TE2/171 dated 18/01/2011 in all the Private Unaided Colleges/Institutions.

(b) Each Institution shall publish an advertisement in two leading newspapers (one in English and one in Punjabi language), with a clear fifteen days of period before the last date for making application for admission under this category.

(c) The College/Institute Management shall fill these seats in accordance with the following order of preference:

(i) Merit in JEE - 2016

(ii) Marks secured in the qualifying examination.

e) The fee of “Management Quota” seats shall be the same as the latest uniform rate of fee already notified vide No.- 13/127/09-1TE2/767 dated 01/03/2011 until it is revised in accordance with procedure established by law, subject to the condition that there shall be no profiteering or charging or any capitation fee, directly or indirectly, Miscellaneous charges like Admission Fee, Security, Student Fund and Hostel Fee already fixed and conveyed vide memos dated 4/3/99 and 15/3/99 will continue be charged.

f) The admission under Management Quota will be initiated by the respective affiliated colleges after the completion of centralized online counselling, been conducted by Punjab Technical University, Jalandhar.

7.6. ADMISSION OF INTERNATIONAL CANDIDATES

The basis of Admission of Foreign Nationals/PIO candidates is merit in 10+2 (Non- Medical) or equivalent examination. Those Candidates who seek admission under this category should contact:

Director, College Development Council, Maharaja Ranjit Singh Punjab Technical University, Bathinda (Punjab), PIN 151001 (India) or Principal/Director of the concerned College.

Candidates should visit University websites www.ptu.ac.in, www.mrsstu.ac.in and Govt. of Punjab Notifications no. 13/75/2001-1TE2/296 dated Chandigarh the 23^rd January, 2002 for details such as eligibility conditions, last date of application, procedure, counseling schedule etc.. International Students will be admitted under Management Quota and as per following rules,

(a) The admission to Foreign Nationals/PIO seats will be on merit determined on the basis of marks obtained in the qualifying examination. They are not required to take the Entrance Test.

(b) First preferences shall be given to Foreign Nationals/PIO candidates who have ancestral Punjab Resident background.

(c) Second preference shall be given to Foreign Nationals/PIO candidates who have ancestral background relating to other States of India.

(d) Third preference shall be given to resident Indian Candidates having been sponsored by an NRI/PIO and they have attached sponsorship letter with their application.

(e) Fourth preference shall be given to resident Indian Candidates who want to pay fees in Indian Currency.

8. RULES FOR ADJUSTMENT/REFUND OF FEES

As per Punjab Govt. Notification No. 13/105/2010-1TE2/314 Dated: 28-01-2011, 13/105/ 2011- 1TE2/325 dated 28-01-2011 and 13/105/10-ITE2/2016/700595/1-6 dated 01/03/2016

(a) In case a student changes his/her College/University allotted during centralized counselling conducted by I.K. Gujral PTU, his/her fee shall be refunded by the previous Institution after deduction of Rs.

1,000/-only and the original documents will be returned immediately. However, in case of upgradation of seats during subsequent counselling, no deduction shall be made.

(b) In case a student surrenders his/her seat within 7 days of the end of the online counselling, he/she must submit application to the college and register online on I.K.Gujral PTU website www.ptuadmissions.nic.in. PTU shall only forward such cases to the concerned colleges/Universities and colleges must refund his/her full fee after deduction of Rs. 1,000/- only.

Also, as per MHRD Notification 14-4/2007-U.3(A) Ministry of Human Resource Development, AICTE Advt. No. AICTE.Legal/ 04(01)/2007 and UGC Notification F. No. 1-3/2007 (CPP-II) dated 23rd April,2007, it was decided that the Institutions and Universities, in public interest, shall maintain a waiting list of students/candidates. In the event of a student/candidate withdrawing before the starting of the course, the wait listed candidates should be given admissions against the vacant seat. The entire fees collected from the student, after a deduction of the processing fee of not more than Rs. 1,000/- (Rupees One Thousand only) shall be refunded and returned by the Institution/ University to the student/ candidate withdrawing from the programme. It would not be permissible for institutions and universities to retain the school/institutes leaving certificates in original. Should a student leave after joining the course and if the seat consequently falling vacant gets filled by another candidate by the last date of admission, the institution must return the fees collected with proportionate deductions of monthly fee and proportionate hostel rent where applicable

9. FEE WAIVER SCHEME

All the Institutions affiliated to Maharaja Ranjit Singh Punjab Technical University, Bathinda shall follow ‘Fee Waiver Scheme’ as prescribed by AICTE and notified by Govt. of Punjab vide its notification no. 13/60/08- 1TE2/1797 dated 23/05/2011 and no. 13/60/08-1TE2/2007 dated 31/05/2012.

10. POST MATRIC SCHOLARSHIP SCHEME

SC/ST category candidates shall get the benefit of Post Matric Scholarship Scheme as per their eligibility as per Punjab Govt. Policy. Govt. of Punjab Notification no. 136-636 dated 14/03/2016 is to be read carefully. The details are available on IKGPTU website www.ptu.ac.in and MRSPTU website www.mrsstu.ac.in.

11. ANTI-RAGGING

Anti-ragging policy as per AICTE F. No.37-3/Legal/AICTE/2009: notification for prohibition of ragging in technical institutions, universities including deemed to be universities imparting technical education will be followed.

12. ONLINE CENTRALIZED COUNSELLING

As per Punjab Government Notification No. 13/105/10-1TE2/2016/700595/1-6 dated 01/03/2016 (Part-VIII, pages 01-09), I.K. Gujral Punjab Technical University, Jalandhar has been appointed as the authority competent to conduct the Online Centralized Counselling for admission to various degree level Engineering and Architecture Courses (Programmes) being run in the Institutions and Universities located in the State of Punjab, on the basis of JEE (Main) and NATA, respectively for the academic session 2016-17.

The admission to these Courses of MRSPTU will be done by I.K. Gujral Punjab Technical University, Jalandhar. The applicants seeking admission and all others concerned are apprised that they should regularly visit websites of MRSPTU and I.K. Gujral Punjab Technical University, Jalandhar for updated information.

12.1. TIE BREAKING OF TIE IN CASE OF B.ARCH.:

In case of tie the priority shall be decided as follows:- For Architecture

1. The candidate scoring higher marks in NATA shall be higher in merit.

2. In case of tie in (i) above, candidates scoring higher marks in 10th examination shall be higher in merit.

3. In case of tie in (ii) above, candidates senior in age shall rank higher in order of merit.

NOTE: The inclusion of the name of a candidate in the merit list of JEE Main-2016/Architecture shall not ipso facto, entitle him/her to secure admission.

4. 85% seats are open for the Candidates from within the State and 15% seats are open to the Candidates from outside the State, subject to fulfilling all other eligibility requirements laid down in the policy/directions of the State Govt.

5. If seats remain vacant after round/rounds of counselling as per point 3 above, then vacant seats of 85% quota and 15% quota will be merged, as to be decided by MRSPTU.

6. If reserved category seats remain vacant after round/rounds of counselling, then vacant seats of the reserved category will be open to general category, as to be decided by MRSPTU.

13. ONLINE DIRECT COUNSELLING

1. Programmes for which two rounds of centralized counselling has been done by I.K. Gujral PTU, direct online counselling will be done by Maharaja Ranjit Singh Punjab Technical University, Bathinda (MRSPTU) as per guidelines of Govt. of Punjab. The candidates will have to register online on MRSPTU website for the Programmes in which they are seeking admission. Details of the schedule and procedure will be available on MRSPTU website, later on.

2. Programmes for which no centralized counselling is to be done by I.K. Gujral PTU, direct online counselling will be done by Maharaja Ranjit Singh Punjab Technical University, Bathinda (MRSPTU) as per guidelines of Govt. of Punjab. The candidates will have to register online on MRSPTU website for the Programmes in which they are seeking admission. Details of the schedule and procedure will be available soon on MRSPTU website.

3. 85% seats are open for the Candidates from within the State and 15% seats are open to the Candidates from outside the State, subject to fulfilling all other eligibility requirements laid down in the policy/directions of the State Govt.

4. If seats remain vacant after round/rounds of counselling as per point 3 above, then vacant seats of 85%

quota and 15% quota will be merged, as to be decided by MRSPTU.

5. If reserved category seats remain vacant after round/rounds of counselling, then vacant seats of the reserved category will be open to general category, as to be decided by MRSPTU.

NOTE: IN CASE OF ANY CONTROVERSY REGARDING ADMISSIONS, VICE CHANCELLOR MRSPTU HAS THE AUTHORITY TO TAKE A DECISION.
