General Information

This rule change notice gives the new additions and amendments to the ‘Rules and Regulations for the Construction and Classification of Single Point Mooring Systems’

along with the effective dates from which these changes are applicable.

These new additions and amendments are to be read in conjunction with the requirements given in the July, 2018 edition of the Rules and ‘Rule Change Notice No.1 October 2019’.

The Part / Chapters where amendments are made ad their effective dates are indicated in TABLE 1. The actual requirements, arranged in the order of Part / Chapter / Section / Sub-section / Clause, have been given subsequently.

For ease of reference, the newly added text has been highlighted by underlining and

the deleted text by striking through.

RULE CHANGE NOTICE No. 2 – April 2020

TABLE 1 – AMENDMENTS INCORPORATED IN THIS NOTICE

These amendments will come into force as indicated in the Table

Classification Regulations

3.3 Scope and process of classification 3.3.2 The classification process consists of:

 A technical review of the design plans and related documents for a new SPM to verify compliance with the applicable Rules;

 Attendance at the construction of the SPM in the shipyard by IRS surveyor(s) to verify that the SPM is constructed in accordance with the approved design plans and classification Rules;

 Attendance by IRS surveyor(s) at the relevant production facilities that provide key components to verify that the component conforms to the applicable Rule requirements;

 Attendance by IRS surveyor(s) at the sea trials and other trials relating to the SPM and its equipment prior to delivery to verify conformance with the applicable Rule requirements;

 Upon satisfactory completion of the above, the builder’s/ owner’s request for the issuance of a class certificate will be considered by IRS and, if deemed satisfactory, the assignment of class may be approved and a certificate of classification issued;

 Once in service, the owner is to submit the SPM to a clearly specified programme of periodical class surveys, carried out on the SPM, to verify that the SPM continues to meet the relevant Rule requirements for continuation of class. A classification survey is a visual examination that normally consists of an overall examination of the

items identified in the Rules for survey, detailed check of selected parts on a sampling basis and witnessing tests, measurements and trials where applicable.

A) When a Surveyor identifies corrosion, structural defects or damage to hull, machinery and/ or equipment, which, based on the Rules and in the opinion of the Surveyor, affects the SPM’s class, remedial measures and/ or appropriate conditions of class are specified in order to retain class. Conditions of class are requirements to the effect that specific measures, repairs, surveys etc. are to be carried out within a specified time limit in order to retain class.

3.6 Class notations

3.6.3 Operating area Notation: An appropriate notation will be appended to the class notation to specify the operating area of the SPM.

3.6.4 Description: A ‘description’ may be assigned to indicate the purpose or role of a SPM system. In general, there would be no specific rule requirements to be complied with for assignment of a description.

3.6.4 5 When requested by owner and agreed upon by IRS, the pipeline end manifold within the SPM system may be excluded from the scope of classification. The process used for controlling the flow of the fluid between subsea pipeline and moored vessel is to be fully described in the documentation submitted to IRS when requesting the exemption. A suitable change in classification notation will be made to represent the exemption. It will be the owner’s responsibility to verify that this exclusion is acceptable to the governmental authority having jurisdiction over the SPM.
