B.2: Project summary

Answer:

Raahgiri Day is a street event which talks about pedestrian and cyclist safety on our streets. It’s a citizen’s initiative to reclaim the streets, connect our communities, celebrate the city to therefore reclaim urban lives. An idea which is modeled after an event named

‘Ciclovia’ in Bogota and was combined with a word ‘giri’ which promotes it as a movement for reclaiming ‘raah’, which means path by the pedestrians. Raahgiri Day is India’s first sustained car-free citizen initiative that began in Gurgaon on Nov 17, 2013. The active participation from citizen, authorities, and media together made the movement successful and was adopted by more the 70 other cities within four years. It has spread across 17 states, in total about 1.12 crore people have visited Raahgiri Day and continue to do so.

B.3: Project description

B.3.1: Explanation of local road safety problem

Answer:

More than 1.4 lac people annually die in India due to road accidents and majority of them are pedestrians and cyclists as they are not respected on roads. Major cause for these accidental deaths is the lack of infrastructure for these vulnerable groups. The prime indicator is that we are still designing our Street as highways. Streets are meant to transport people and materials, not cars. It’s always a challenge for planners and designers to convince administrative authorities to develop streets for all rather than roads space for vehicles. Thus, there is a need to initiate this conversation among citizens, authorities as well as political representatives to build pedestrian friendly cities. Once a week for 3 to 4 hours, a street is coned for pedestrians and cyclists to showcase the demand for its need. People can safely occupy those streets which are overpowered by car every day and experience their streets through activities like cycling, walking and performing arts.

B.3.2: Purpose of the project and measurable objectives

Answer:

The main objectives of Raahgiri have been creating awareness about road safety, promote cycling, walking and use of Public transport as envisaged in the National Urban Transport Policy, encouraging physical activities to promote healthy living and supporting the idea of Inclusive Urbanism. The platform would also be used for various social initiatives to bring in a behavioral change among citizens by developing positive thinking. The end goal is to help build safer, happier, healthier and more sustainable cities.

People from various strata and cultural backgrounds participate in the public arena. Innovative activities which build curiosity and interest in citizen are offered to engage them. It is necessary to stimulate idea which involves physical strength, team participation and involvement with the built environment.

Context

An urban situation where the city design, citizen lifestyle and social behavior demands the usage of private vehicles leads to non- availability of pedestrian and cycling infrastructure, in continuation the political representatives and authorities being in lack of light cater to the demand for more road space for these vehicles. Vice versa lack of infrastructure make it more unsafe for these vulnerable groups to continue with their mode of travel leading to reduction of mode share over the time. Missing communication between citizens, authorities and designers have led to unsafe roads for all kinds of users.

The Chief Minister of the state of Haryana, Mr. Manohar Lal Khattar has announced to organize the Raahgiri day in each of the 22 districts by month of May 2018. It is currently organized in Gurugram, Jhajjar, Kaithal, Dadri, Kurukshetra, Sonipat, Narnaul, Ambala, Karnal, Jind, Fatehbad, Narnaul, Hisar, Panipat, Panchkula, Faridabad, Rohtak, and Yamunanagar. Six more cities will be joining this league -- Bhiwani, Nuh, Palwal, Rewari, Sirsa, and Hansi.

B.3.5: Monitoring and Evaluation

Answer:

Raahgiri Foundation Manager and WRI team would be visiting the event for managing and providing weekly updates. The project will be evaluated by the impact assessment done by professionals from WRI team. It will be measured through survey response forms. This would include data collection on categories catering to mode of travel, activities participation at Raahgiri Day, similar activities during non- Raahgiri days, change in mode of travel for short trips, behavior change towards pedestrians and cyclists, gender, age, occupation, visit frequency, reduction in Motorized trips and usage of Non-motorized transport.

B.3.6: Challenges and obstacles

• Coordination with various stake holders for permissions, safety & security, activities and arrangements every week

• The event was initiated by the citizens of the city with the support of different organizations, programmed by the citizens with technical support and was performed by citizens with the help of authorities.

The movement was conceived and is trademarked with the Raahgiri Foundation, consisting of local inhabitants from five organizations – World Resources India, I Am Gurgaon, Pedalyatri, Heritage School Gurgaon and Duplays Gurgaon. The cost to organize Raahgiri Day every week to be considered Rs. 65,000 per week in the city of Gurugram. The project cost for 38 Sundays (10 Months) would be Rs. 24,70,000.

D: Key Performance Indicators

Answer:

Road Safety

This movement has also helped in creating awareness about road safety measures and has reduced fatalities over the time. Close to 500 people die in Gurgaon every year because poor road safety, majority of them are pedestrians and cyclists. There has been a remarkable impact on road safety at the Raahgiri stretch (Sushant Lok area) since the event has begun. It was found that there were 5 road fatalities in the Sushant Lok area from Jan-Oct 2013. However, since the event began in November 2013, this number has come down to zero. Regular participation of traffic police and schools together to organize awareness activities has been a great way to reach out to parents in the citizen. It has also won the early-bird prize for UL and Ashoka Changemakers: Safer Roads, Safer India Competition and has been selected as one of six most innovative solutions in addressing road safety.

Citizen Engagement

The platform is also used for social causes like Swatchta Abhiyan, beti bachao beti padhao etc as it helps government organization to directly interact with citizens. It formed a sense of belongingness and great achievement towards street for all

program. Community building and more interaction will develop healthy and safer cities. Most of the people come with families, few with their friends, some groups of employees from different organizations and even alone to experience a leisure day. The goal of this program is to claim these spaces permanently by remodeling existing streets, junctions and available public spaces to achieve a sustainable city. Positive discourse with authorities and technical assistance can deliver pedestrian friendly cities. Thus, bring on ground infrastructural change through awareness programs. Few cities have also utilized the event as engagement platform for smart city development and further celebrations.

Healthy lifestyle

About 4 lakh people die annually because physical inactivity, because of car oriented and sedentary lifestyle. All activities at this event are human-powered and encourage physical activities to be adopted in your lifestyle. In a world filled with video- games, augmented reality and unlimited digital screens, it’s important to return to the simple life every now and then. Raahgiri Day celebrates old times entertainment, such as biking, roller blading, skateboarding, dancing and even finger-painting. Attendees are encouraged to participate in healthy activities of all kinds, from highly intense Zumba to pure street games or Yoga.

Economic Increments

According to WRI India’s survey, 62% of the shop owners either did not like or had no opinion about the concept of Raahgiri before it began, and were worried that their sales would be impacted badly. However, 89% are now in favor of the event, 83% said that they saw more footfall on Raahgiri Days as compared to other Sundays, while 71% said that they did more business on Raahgiri Days as compared to other days. In fact, 41% shopkeepers started opening their shops earlier on Raahgiri Days. There are more pauses while walking to observe the activities around. It provides more opportunity for any shopkeeper, vendor or trader to engage with their customers.

Inclusivity

Everyone from the young to the old and wise, from well-off gated communities to villages, from abled to differently abled, from all shapes and sizes and from all levels of physical fitness regularly participate at Raahgiri Day Gurugram. One example where an NGO which works with underprivileged sections of society and their children was associated with Gurgaon Raahgiri since beginning and has transformed life of children with in four years with regular participation in sports activities. At teenage when children fell for unhealthy habits and wrong lifestyle got directed to healthy discipline way of living over course of time.

The platform was utilized by various authorities, organizations and NGO’s for different causes like cycle rallies, supporting World Environment Day, Football Utsav, the participation of Taskforce for Socially Excluded, students flash mobs, Marathon training, and self-defense classes.
